   Den Den Mushi are a species of telepathic snail that are used for vocal and/or visual communication throughout the world. They function as a telephones, cameras, projectors, and video phones.

   Den Den Mushi have the ability to telepathically communicate with each other over vast distances; they can also perfectly mimic human speech, even imitating the sound of people's voices.

   Tekkai is one of the six techniques of "Rokushiki" that allows superhuman defense. Tekkai hardens the users' muscles to the level of iron, allowing them to withstand and effectively nullify any damage they might have taken from attacks. Tekkai can also be used to enhance the user's attacks by the increased density one gets from using it.

   Rankyaku is one of the six techniques of "Rokushiki" that allows one to create air blades. Rankyaku is a powerful projectile technique, in which the users start by kicking at very high speeds and strength, which results in a sharp compressed blade of wind or "Sickle Wind" that can slice through objects and greatly damage a human body. Out of the CP9 agents, Kaku has the greatest mastery of this technique, which he utilizes alongside two actual blades.

   Soru is one of the six techniques of "Rokushiki" that allows superhuman speed. Soru allows the users to move at extremely high speeds in order to avoid attacks, as well as to attack at higher speeds and with greater power.

    Shigan is one of the six techniques of "Rokushiki" that allows one to use their finger as a weapon. The Shigan is a close-quarter combat technique, in which the user pushes their finger into a certain target at a very high speed, leaving a wound similar to a bullet wound. Not used to counter or deflect another powerful attack in any fights.

    CP9 is a secret Cipher Pol agency, formed of people able to use the Rokushiki techniques. CP9 has special privileges not available to normal Cipher Pol squadrons, such as the authorization to kill any person perceived as a threat to world stability. Unlike the eight official Cipher Police groups, CP9 agents are not centered on intelligence gathering, but instead specialized in covert assassination of targets deemed a threat to the World Government.

    Spandam is the chief of CP9. He is 39 years old and is 6'3 with a power level of 9. Spandam is a pale man of slim stature with wavy, wild lavender hair in a layered style that is roughly shoulder-length and parted in the middle. Spandam is very clumsy and short tempered, though he does not always show it he is very cowardly. While CP9 was loyal to Spandam, they were not above bad mouthing him even in his presence. Even though Spandam is a weakling, Lucci respected him as his boss.

    Lucci is a 6'11, 28 year old pale man, he is the leader for the world government as an agent for a secret organization called Ciper Pol 9, or CP9. Lucci is very sadistic, quite, and cold. Lucci ate the Neko Neko no Mi, Model: Leopard, a Zoan-type Devil Fruit which allows him to transform into a full leopard, or a bulky leopard-human hybrid at will. Lucci usually only smiles when indulging his sadistic tendencies, a sinister smile or smirk.

    Hattori is Rob Lucci's pet pigeon. Lucci has had him since he was a child, he apparently is not afraid of Lucci and is very loyal to him, as he stays close to his master even in dangerous situations. Hattori is usually perched on Lucci's right shoulder when Lucci is not fighting.

    Kalifa is an agent of CP9. Kalifa is 25 years old and 6'1 with a power level of 630. Kalifa is a tall, slim, and curvaceous woman with blue eyes and glasses. She wears a long-sleeved short black dress over a fishnet shirt and stockings along with black gloves and high-heels.

    Fukurou is an agent of CP9. Fukurou is 29 years old and 10'10 with a power level of 800. Fukurou is a big, round, oddly-shaped man with a yellow zipper across his mouth, which he must unzip if he needs to speak. He dresses in black formal wear and has green, well groomed hair, purple dimples on his cheeks and strands of hair on his chin. His biggest personality quirk is having a big mouth, he often blurts things out inconsiderately.

    Kumadori is an agent of CP9. Kumadori is a very tall man, he also has massive hands, a huge mane of pinkish hair, and a right eye that rarely seems to be open plus kabuki-style makeup. Kumadori is, overall, an eccentric and loud person.

Blueno is 30 years old and 8'5 with a power level of 820.Blueno ate the Doa Doa no Mi, a Paramecia-type Devil Fruit which allows him to create and open doors on any surface. He is a tall man with big lips, a black beard, and black hair in which his hairstyle resembles the horns of a bull.

Jabra is social but is loud and has a short-temper. Jabra has ate the Inu Inu no Mi, Model: Wolf, a 'Zoan' type Devil Fruit. He can transform into a wolf-human hybrid and a wolf at will.

Kaku is honest and comes off as rather cold and dispassionate. Kaku has ate the devil fruit Ox-Ox Fruit Giraffe Model which is a 'zoan' type devil fruit. He can transform into a giraffe-human hybrid and a full giraffe at will. Kaku wields two Shirasaya swords in reverse holding them at a downward angle.

    Seastone is a naturally-occurring but immensely rare mineral best known for its negation of Devil Fruit abilities. Coming into contact with Seastone will drain the Devil Fruit user of their stamina and nullify their powers. This weakening effect only works upon direct and constant physical contact with the Devil Fruit user in question, as the effect stops immediately once the Devil Fruit user is no longer in contact with the substance.
