What is the Penrose Program? (this question should only be known by Eiri)

The Penrose-type vessels were a class of low-cost space exploration vessels in the Eusan People's Navy developed for Operation Penrose--a series of manned probe missions to the Oort Cloud with the mission of finding celestial bodies that were either capable of habitation or rich in natural resources for future klimaforming and colonisation to support the continuous growth of the Eusan Nation.

The space vessel type 'Penrose' was celebrated as "the pride of the Eusan Nation" by the Peoples Navy in state propaganda, with Operation Penrose ultimately being designed to be a 'glorious' demonstration of the Nation's power regardless of how successful the missions may turn out to be.

Phase 1 is the initial phase of the Penrose Mission, assumedly covering the duration of the mission from the Penrose's launch to the beginning of phase 2 and the final approach to the Oort Cloud. As the Penrose transits to the edge of the solar-system, the crew is given the opportunity to acclimatise to life aboard the vessel and get acquainted with one another.

Phase 2 begins 1500 Cycles into the mission. As outlined by the Penrose briefing: Phase 2 document, this phase marks the final approach to the Oort Cloud and the beginning of the search for planets or moons fit for habitation or rich in natural resources.

Penrose-type vessels are equipped with long-range sensors capable of probing for valuable resources or the appropriate conditions for human inhabitation, with the ability for the Gestalt-Pilot to adjust the course of the ship to approach prospective planetary bodies and, if appropriate, even land.

The phase 2 briefing also entertains the discovery of signs of alien life when discussing the priorities for scouting using the long-range sensors, where perhaps the discovery of another source of life outside the solar-system triggers protocols that override any other objectives of the Penrose missions.

Phase 3 begins at 3000 Cycles, or ~2827 Vinetan days, or ~7.74 years. This is the final stage of the Penrose Program, and is the stage where decay of ship, Replika, and Gestalt begins. In this stage the original Elster on Penrose-512 passed away.

This stage is considered by the state to be one of failure, and that if this stage begins then it can be assumed the program did not find a suitable planet for klimaforming, and rather that the ship is just going to drift off into space and its inhabitants will die.

What is the Eusan Nation?

The Eusan Nation is a major faction in the Signalis universe. It is ruled by a repressive totalitarian regime, known for its military history. Most of the game's cast are citizens of the Eusan Nation and all of the game's events take place within the confines of the Nation, which spans several planets in the solar system.

The Nation colonized Rotfront, Leng and Heimat, the latter becoming their capital. The Empire remained in control of Buyan, Kitezh and Vineta.

Controlled planets: Heimat

The current capital of the Eusan Nation is the small moon of Heimat. The moon is full of factories, and is home to a large, tall building, surrounded by red banners, along with a gleaming orange light. It's implied that this is a Capital Building of sorts for the country.

Vineta

Vineta is currently under the control of the Nation after a tense conflict with the Empire for the planet. The planet was entirely submerged underwater after an unknown event, that also presumably led to some sort of armistice between the Nation and the Empire. The Planet appears to be full of refugees, most of which are starving to death.

Leng

Possibly colonized prior to the existence of the Nation, Leng is a vast, remote planet, with a rich amount of mineral resources that the Nation mines for. The Nation holds a major facility here known as the S-23 Sierpinski.

Rotfront

A small moon consumed by ash, Rotfront is one of the Nation's most renowned colonies, and one of it's most recent as well. The Nation makes residents of this planet wear gas masks to protect from the ash and smog, which is likely a product of major factories across the planet. Residents of Rotfront are divided into districts known as blockwarts, and the Nation provides schooling on the colony as well.
