Though the mime despises Neal's annoying behavior, Neal went and picked up Mime Bomb from the high security institute he was put in, after he was arrested with the rest of the V.I.L.E alliances. Despite his loyalty to vile, he knew Mime Bomb was one of the only people he knew who never had a family, a home life. Even if he seems like a huge greasy freak, he really does care.

Neal is a tall man with a thin lanky frame and greasy black hair. He has buck teeth with a slight gap between, usually resting over his bottom lip. His skin is very pale, almost grey, and he has purple bags under his eyes. Neal is a master of infiltration and specializes in slipping into small spaces. His slick body suit, lanky frame, and skills as an acrobatic-contortionist make him a difficult man to capture and hold. Neal is described as "conniving and loyal to a fault" by Doctor Bellum. During fights, he has an affinity for making puns and teasing his opponent. Despite his goofy nature, he is a competent operative, having been able to outplay both Shadowsan and Carmen in combat— additionally having been considered a potential faculty member by Bellum.
He is later revealed in the fourth season to be extremely laid-back and easygoing, since he did not care about getting his mind wiped, getting fish dumped on him, or defecting from V.I.L.E. However, him being smart enough to know that going back to V.I.L.E. after failing a last-chance mission wouldn’t end so well for him probably played a hand in his decision to leave rather than a laid-back nature

Casual. That's how Neal looked now. He grew his shiny jet black hair out a bit, got a few piercings or two, and dressed up more like, well, a normal person instead of a thief like he originally was for years. He drove Mime Bomb back to the place he was staying at for the time, as he was planning his way to fly back to New Zealand eventually.
It has been months since Mine Bomb started living with Neal, having his own room, using the place like he'd lived there forever, making himself comfortable for once. Right now, he was out with Neal to go shopping.
Around the store, Neal would whistle and hum as he pushed the half full cart around. It was filled with necessities, and with how casual everything was, with how Neal didn't feel the need to fill the silence with words it was almost domestic.
