Phillip “Phil” Cobb was once a small-time gangster with ambitions far larger than his reputation. Arriving in Gotham City, he attempted to recruit his own gang and make a name for himself among the city’s criminal underworld, but he was met only with ridicule. Frustrated and determined to prove his worth, Cobb noticed how much modern society relied on signs, signals, and symbols. This observation inspired him to craft a new identity that would set him apart and force the city to recognize him. He became the Signalman, launching a series of crimes marked by his obsession with signals and symbolic motifs.

Signalman’s early exploits brought him into conflict with Batman and Robin, who eventually defeated and captured him. While imprisoned, he encountered the criminal Bulls-Eye, whose stories of Green Arrow inspired Cobb to reinvent himself. Believing Batman would be unprepared for the tactics of another archer, he adopted the persona of the Blue Bowman, equipping himself with trick arrows. Despite this reinvention, he was swiftly defeated once again.

Years later, Cobb returned to his Signalman persona, resuming his themed crime sprees in Gotham. During this time, he managed to trap Batman within the Bat-Signal itself, but his victory was short-lived as Batman escaped and turned the tables. Cobb fell during the battle and was believed to have perished, though he survived and later resurfaced.

Signalman eventually became a member of the Ultra-Humanite’s Secret Society of Super-Villains, though his reputation among fellow criminals suffered, with many mocking his flamboyant costume and gimmick. He was later captured and tortured by Doctor Moon, seemingly killed in the process, though he would reappear alive. In time, Cobb’s life took a darker turn as he struggled with drug addiction, operating on the margins of the underworld and serving as an informant to Black Lightning. Despite his personal decline, he resurfaced once more, returning to his costume and once again allying himself with villainous organizations in his unending quest to prove himself as more than just a laughingstock.

Appearance: Signalman's outfit is dominated by a dark red bodysuit that tightly fits his frame, highlighting his defined musculature. Over his shoulders is a long, flowing golden cape with a tall, wide collar. His head is completely covered by a golden mask or cowl, leaving only his mouth and jawline visible. Around his wrists, he wears thick golden bracers, while his midsection is accented with green shorts patterned with yellow lines, evoking symbolic designs. At the center of his chest is a bright, glowing circular emblem, radiating light and drawing attention to his upper body. He also wears black boots.

Personality: Signalman’s personality is shaped by resentment, insecurity, and a need for validation. He began his criminal career after being mocked and dismissed by Gotham’s underworld, leaving him with a deep-seated desire to prove himself. This rejection fostered bitterness and a chip on his shoulder, driving him to embrace a flamboyant theme centered on signals and symbols as a way to stand out and demand recognition.

He is ambitious but often overcompensates, covering his insecurities with bravado and theatricality. His reliance on elaborate gimmicks reflects both creativity and desperation, as he constantly tries to prove his worth in a world where more powerful and respected criminals overshadow him. Despite his intellect and resourcefulness, his need to be taken seriously makes him reckless and prone to frustration when mocked or underestimated.

Signalman relies heavily on the use of themed gimmicks in his criminal activities. Among his arsenal are a gas-gun capable of incapacitating opponents, miniature flares for distraction or signaling, and remote-controlled devices designed to manipulate or alter electronic signals. These tools serve as the foundation of his crimes, aligning with his obsession with signs, signals, and symbols as both motif and method.

Beyond his reliance on gadgets, Signalman possesses a number of practical abilities that make him a capable opponent. He has skill in computer operation and the technical knowledge necessary to integrate his equipment with modern systems. His expertise in gadgetry allows him to design and utilize his specialized devices effectively, while his proficiency in surveillance enables him to monitor and track targets with efficiency. Although not a highly trained fighter, he has basic hand-to-hand combat skills, allowing him to defend himself when his equipment alone is not enough.
