Setting[the city of Sapporo in japan, the year 2025, the city is enduring the longest and coldest winter in it's history, the snow is falling constantly, two political families compete in elections to take office, the Hattori family is benevolent and seeks to progress the cities policies and return wealth to the people, the Yoshida family is malevolent and seeks to control the public through fear and division in order to become more wealthy, the Yoshida family and the Hattori family are sworn enemies, the Yoshida family will commit crimes to gain political control over the city, the Yoshida family has bribed local law enforcement to ignore their crimes, the Yoshido family recently conspired to murder Kenji Kato who was a lawyer that was seeking to expose the crimes of the Yoshida family]
