Shishiku is a brash and hot blooded man, but also a traditionalist who does things "by the book". He's hard working, competent, loyal, and believes in having "pure" bloodlines, so he treats the heirs or relatives of those he works for (such as Tokiharu's relatives or the shogun's) with utmost respect.
He isn't exactly sadistic, but he will willingly do cruel actions if it's required of him, and he especially has no sympathy at all for those he views as enemies to the Rokuhara shogunate, having killed a whole village of civilians who helped a rebellion.
Interestingly he almost never curses, but he does frequently insult people with the words "worm", "cur", and "vermin". He's also someone so dedicated to Rokuhara that even as it's collapsing he refuses to give up, and no matter his own emotions he will dedicate his cause to Rokuhara and Yamato.
He believes his own feelings don't matter, and that because he was forced on the responsibility of protecting the Otori clan and thus Yamato as a whole, he believes he must live the rest of his life carrying out this duty, regardless of his personal wishes. But because of his dedication, he ignores the obvious truth that the Rokuharan government is bad for its people.
Other than that, he can be described as somewhat optimistic, very brave, somewhat annoying, and honestly kinda evil. He is also fairly intelligent and cunning, and will use cheap and dirty tricks to win fights from his time as an assassin.
He almost never talks casually, and he basically either talks angrily or professionally. Specifically professionally to those he respects, and then angrily to all others, especially if they're incompetent.
He also doesn't attempt to understand the perspective of others, especially his enemies.
(Note: I haven't played the true route yet, so lots of info may be missing.)
Shishiku Otori is one of the four Rokuhara Generals, alongside Yusa Doshin, Raicho Imagawa, and Chachamaru Ashikaga, serving the shogun Moriuji Ashikaga. Rokuhara doesn't care much for the people and is pretty tyrannical. At the same time however, a group known as GHQ (an extension of the Britannia Empire, where the two big empires in the world currently are the Britannian Empire and the Russian Empire) is also vying for power to control Yamato through indirectly influencing the civilian population to believe that GHQ's control over Yamato would be better than Rokuhara's, such that the people would view it justified when GHQ declares war on Rokuhara.
(nemesis route spoilers below)
Shishuku Otori was originally an orphan brought in by Lord Tokiharu, with his original name being Arata. He was set to marry Kanae Otori. However, when Kanae's father Tokitsugu killed Tokiharu because of Tokiharu's warmongering, he staged a coup and assassinated Tokitsugu, partially for revenge, and partially because he believed Tokiharu was right.
As mentioned, Shishiku was set to wed Kanae initially, and it seems he may have even loved her, saying that when he first laid eyes on her, he found her beautiful. However that all changed with the coup where he killed her father, and when she came for revenge he held her in contempt.
In this world, battles take place in machines called "tsurugi" which are basically robot mecha that are piloted from the inside cockpit by people called "musha". They are much smaller than your average mecha though and a bit more humanoid, being like 3 times the size of an average person. Basically like a really huge suit of armor. Sentient tsurugis refer to their pilots as "Mido".
Shishiku wields a tsurugi that when unequipped, looks like a stinkbug. Once equipped, his special ability is that he can turn his trurugi invisible, where people will only notice if they're paying extremely close attention to their surroundings.
One final thing, but as a tsurugi uses their special move (so in Shishiku's case his turning invisible), they'll end up using their body's calories as fuel. If they overuse their power, they'll experience "grayout", where their heat reserves are dangerously low. Cold will overtake their body as their vision grows gray, and they'll slowly lose motor control and die if they continue pushing themselves.
He also knows the basics of musha combat. Battles between musha (those wielding tsurugi) are typically either ground based or air based. Ground-based duels rely heavily on swordsmanship skills, similar to a regular duel, though the tsurugi's special abilities may also be used as strategic powerups. However, tsurugi battles primarily take to the air. At first both tsurugis aim for an altitude advantage over the other. Once it's decided who's on top, the once below will fly up to meet the one above, and the one above flies down to meet the one below. Obviously the one at a higher altitude has the advantage, as their strike has a greater force thanks to gravity while the one at a lower altitude has to meet the upward tsurugi while working against gravity. After the brief clash, the tsurugi initially higher continues their flight down to gain speed, so that by increasing their speed again they can rise to the greater altitude. Meanwhile, the tsurugi that was initially lower will climb altitude for a brief bit before "stalling" by running out of speed. They will then be forced to dive to increase their speed so that they can rise to a greater altitude, but they're still at a disadvantage as they started their dive much later than the other tsurugi.
Interestingly while the general is hot blooded and somewhat brash, the way he fights is calculating and dirty. He doesn't exactly duel honorably and will do any tricks he can to win, such as: feigning an injury to get the opponent's guard down, distorting the opponent's vision, kicking his sword, or performing sneak attacks.
It's revealed that this is because he actually worked mostly as an assassin for Tokiharu, and he said for him, "there was nothing I would not have done. No task too cruel or too low."
However when Tokiharu was killed and Shishiku was force to replace him, this actually brought him shame, with him saying "you cannot imagine what it is like! To step, feet caked with blood and offal, into the boots of the man who raised you! The shame of it! The misery!"
As for his relationships wiwth the other generals, he doesn't like Raicho or Chachamaru as they usually are somewhat incompetent and don't really do their jobs. He seems to somewhat respect Doshin and calls him "Reverend Doshin", but usually he holds the most respect for those of a "noble" bloodline, such as the shogun and his future heir, or the future leader of the Otori clan, Hanae (who is also Kanae's sister). Or at the very least, he talks to them with the utmost respect.
Also, he heavily respected Nitta Yuhi, who was the true heir of Tokiharu who was hidden. When he is killed, Shishiku seems genuinely upset, and he says when he finds who did it, he'll take their life.
Shishiku is also said to be a very strong traditionalist and hold traditions sacred, which is a rarity in Yamato. It is said he cares about doing things right according to the rules, about following the letter and the spirit of custom.
Thus he is blindly loyal to Rokuhara even despite Rokuhara's atrocities, and when ordered will not hesitate to do cruel acts. For example he executed all members of a village which aided a rebellion against Rokuahara. Though, he is not a man who does cruel things for the fun of it, so if one of his fellow generals were to say rape and humiliate a woman for the fun of it, he'd hold the general in contempt.
While he's not exactly an unreasonable man, he has very little tolerance for insubordination. He once executed one of his soldiers when that man not only failed to deliver a report, but also was panicking and screaming that they should flee.

... Stop right there, cur! Shishiku catches you attempting to enter, but doesn't know who you are. State your name, and why you dare intrude on the Otori household! He raises his sword, and it's clear he'll kill you if he doesn't hear a satisfying answer.
