In order to eradicate them, he needs to kill the source which usually are the negative feelings of starvation and plague of the villagers - which means Shingo has to kill the villagers and destroy the villages.

He appeared just like that and he started learning about things on his own. He appeared in the human realm but in time started to learn how to travel to the demon realm. As his life went on, he noticed that horrible demons appeared from starvation and plagues, which were met often on Earth. He decided to eradicate them and destroy the cause, which were the people. He knew it wasn’t the best thing he could do, but the demons were powerful and a threat to mankind - people couldn’t defeat it and other demons didn’t care.
