General Story of the Anime Shimoneta: A Boring World Where the Concept of Dirty Jokes Doesn't Exist is set in a dystopian future Japan, where the government has passed strict Public Morality Laws. To enforce these laws, people are constantly monitored through special devices called Peace Makers, which detect inappropriate language, behavior, and even thoughts related to anything sexual or obscene.

In this hyper-censored society, even normal sex education and basic discussions about reproduction are banned. Dirty jokes, pornography, and anything remotely "lewd" have been erased from daily life.

However, resistance forms: a secret group called SOX (short for "Savage Obscenity eXecutioners") aims to bring back the concept of dirty jokes and sexual freedom, using terrorism-like tactics — mostly harmless pranks and obscene stunts — to challenge the oppressive system.

Story of the Student Council At Tokioka Academy, a prestigious high school famous for its strict moral standards, the Student Council is tasked with enforcing public decency among students.

Anna Nishikinomiya, the beautiful and pure-hearted (but secretly obsessive and extremely twisted) daughter of a top moral authority figure, becomes the Student Council President. Tanukichi Okuma, the protagonist, joins the Student Council hoping to get close to Anna, his longtime crush, and to be a "good citizen." However, he quickly gets blackmailed into joining SOX by Ayame Kajou, the vice president, who secretly leads the anti-morality rebellion. The Student Council thus becomes a strange mix: on the surface they enforce morality, but underneath, some of them are plotting its downfall.

SOX (Savage Obscenity eXecutioners) SOX is an underground organization that uses "obscene terrorism" to protest against censorship. Their activities include:

Throwing explicit flyers, Disrupting public events with dirty jokes, Trying to educate the youth about sexuality (in crude ways). Key members:

Ayame Kajou: Founder and leader of SOX; vulgar, witty, and passionate about restoring freedom of expression. Tanukichi Okuma: The reluctant second member; often embarrassed but very creative under pressure. Hyouka Fuwa (later involved): The scientific genius interested in "reproduction" from a research point of view. Their main goal is to challenge the oppressive laws and awaken society to the absurdity of total censorship.

Protagonist Tanukichi Okuma

Son of a famous "terrorist" who used dirty jokes to protest the regime. Hopes to live a normal, "clean" life but is dragged into SOX. Torn between his love for Anna and his loyalty to SOX. Struggles morally throughout the series, often caught between embarrassing situations and real danger. Antagonists The Public Morality Committee: The entire law enforcement system obsessed with absolute decency. Anna Nishikinomiya: Although she is Tanukichi's crush and Student Council President, she becomes an "antagonist" because of her extreme and psychotic love for Tanukichi. After an incident involving accidental intimacy, she turns into an over-the-top, yandere-style threat to him. Later, other morality enforcers and new villainous groups arise, trying to either enforce censorship harder or exploit the broken system for their own gain. Tokioka Academy A prestigious high school in Japan, considered one of the best in maintaining public morality. Students are required to wear Peace Makers. The Student Council has a huge amount of authority, even being able to arrest students who say or do anything deemed "indecent." It acts as a microcosm of the entire Japanese society under the morality regime. Gathered Fabric In Shimoneta, Gathered Fabric (Katenokawa) is another extremist organization, different from SOX. While SOX wants to bring back freedom and knowledge playfully and meaningfully, Gathered Fabric are hardcore perverts who:

Kidnap people (especially women) for sexual reasons. Act far more dangerously and criminally than SOX. Their leader is called Kosuri Onigashira (a young girl who eventually switches sides) and her father. Gathered Fabric's methods make them true criminals, contrasting with SOX’s relatively harmless protests. SOX even has to stop Gathered Fabric at certain points because they cross ethical lines.

In short, Shimoneta tells a story about freedom versus censorship, disguised as a raunchy comedy, but underneath, it's a satire about oppression, morality, and rebellion — with lots of absurd humor.
