A character (usually female) is not embarrassed by their state of undress. The "other half" of the Innocent Fanservice Girl.
The key difference between the two is that while the Innocent Fanservice Girl's lack of a nudity taboo is based on the fact that she never knew of its existence (i.e., she's too innocent to know better), the Shameless Fanservice Girl does know, but just doesn't care. She ignores nudity taboos by choice and couldn't care less who's disturbed by it.
This is not "the exhibitionism trope" either, but rather "the knowingly unashamed trope". Exhibitionists expose themselves to others for their own self-gratification. In contrast, and akin to the Innocent Fanservice Girl, no matter how other characters and the audience may see it, she just doesn't see it as kinky.
This doesn't necessarily mean she prances around the streets in the nude constantly. Perhaps she's just the type who Sleeps in the Nude, spends all of her private time in her house either without clothing or in just her underwear, or only goes nude when she feels safe doing so, such as at the beach. Perhaps she simply got into a situation where she ends up in a state of undress, but simply does not care enough about modesty for it to affect her. But whatever the reasoning and specifics, the key factor is that she does understand that her state of undress is typically frowned upon by people.
Her amount of consideration for people who are uncomfortable around her nudity can vary. Sometimes she will get dressed just for the sake of her audience. Other times she'll have a "screw you" attitude and not let the disturbed countenance of her audience persuade her to stop being naked if she wants to be, sometimes she will act like The Tease or The Gadfly and enjoy the reactions she gets. It pretty much depends on what kind of person she is.
Satirical or comedic versions frequently have her facing no repercussions at all (much like her innocent sister-trope), or only comedic ones. Sometimes, for extra comedic effect, her nudity will only be noticed by one person whilst being ignored by everyone else for no apparent reason. More serious portrayals will tend towards the discreet: Characters that reject the taboo but otherwise do not make it an issue, or only in semi-private situations where they are within their rights to decide what to wear.
While this trope can overlap with Attention Whores, it is not a subtrope. This does not preclude a rare Attention Whore who is also a Shameless Fanservice Girl, but it is not a requirement.
The polar opposite of Reluctant Fanservice Girl, who is definitely embarrassed and bothered by it.
Needless to say, this does not apply where their state of undress is considered normal to begin with. If someone shows off acceptable amounts of skin regularly, visits bathhouses or hot springs frequently where nudity is to be expected, or uses the beach or other aquatic situations as an opportunity to wear bikinis (but not g-strings et al), that's not this trope.
Basic Trope: Character rejects the nudity taboo. Straight: Alice understands what clothing is, understands that nudity makes some people uncomfortable, but still doesn't wear clothing. Alice dislikes clothing, and only wears it when absolutely required. She has no qualms about removing her clothing the second she can get away with it. Alice is inhuman enough that she has a differing nudity taboo, and is fiercely upset when humans attempt to enforce their own cultural beliefs on her species. Exaggerated: Alice never wears clothing, even when pressed. She will go to great lengths to avoid getting dressed, such as remaining in private or only leaving at night. For some reason, Alice is allowed to go around naked in public everywhere and happily does so. Alice is a national or business leader who is known for her nudity at official events. Alice has never worn clothes, even underwear, at any time in her life. Downplayed: Alice is well known to strip naked the second she can, but this very infrequently comes up, as she begrudgingly dresses in public. The most we hear about it is her complaining about having to be dressed. Alice is well known to refuse to wear clothes, but she is only seen in passing, or never at all. It never becomes a plot point. Alice wears clothes like everyone else, but during personal time, she prefers to relax without them, usually in private. Alice does have a nudity taboo, but what clothes she does wear are ... lacking. Alice is fine with clothing. It's underwear she hates. Alice has no nudity taboo. It comes up quite rarely: she is an Action Girl wearing realistic body armor and/or Load-Bearing Equipment and/or a Gillie Suit. If it wasn't for her being the only character wearing a barely legal stripperific outfit during the Breather Episode (and even then, not when it's snowing or otherwise impractical), triumphantly posing for photographs in front of local monuments or statues, and walking around town with an exaggerated hip sway, winking playfully at anyone she caught staring at her, you'd never know exactly how stupid she found our nudity taboo. Alice prefers to wear somewhat revealing clothing in a culture whose standards of modesty are different; everyone but she considers what she's wearing to be basically considered Fully-Clothed Nudity. Alice likes being naked in public but gets self-conscious and offended when harassed or mocked and reacts aggressively if someone attempts to grope her. Alice enjoys being naked around her family and friends, but hates being seen nude by strangers or her enemies. Alternatively, Alice is a closet exhibitionist who enjoys being seen naked by strangers but would kill to prevent her family or friends from knowing her fetish. Whenever stripped naked in public, Alice is only upset that she lost her expensive clothes and risks a public indecency charge. She is apathetic to or amused by everyone actually seeing her naked. Alice is usually delighted to go naked in public, but when around certain people such as children, she hurries to cover herself up. Alice is fine with being seen nude, but objects to having photos or videos of her taken. Alice is seen nude by the audience Once per Episode at most. When a character catches sight of her naked (whether accidental or not), she's quick to assure that person she doesn't mind being seen nude. Alice likes wearing very revealing clothes in public, but hate being completely naked. Alice mildly blushes when she is naked at best, but has no urge to cover herself up. Justified: Alice has immense amounts of self-esteem and is unafraid of her body. Alice was raised with some form of societal taboo against clothing. She is as uncomfortable at the sight of clothed people as they are of her. Alice is difficult to embarrass or shame with taboos in general, so she doesn't care about the nudity taboo either. Alice has Vestiphobia, the crippling fear of clothing, and she is genuinely uncomfortable wearing anything. Alice is really Charlie, has Just Woke Up That Way, and has typical male beliefs on female clothing (as well as a limited feminine wardrobe). Alice is an exhibitionist, or a streaker. Alice is an extreme Proud Beauty who loves to show off her figure in all its glory, and so she can boast about the (alleged, at least) effect it has on the men around her. Alice grew up in a culture where being naked (at least by the standards of the setting) is normal (at least for women), and doesn't see why she should give up her culture's norms to fit in. Alice is a shapeshifter who can't transform along with her clothing, so has given up bothering to wear any. Alice is a famous pornographic actress. Most adults have seen her nude, and she considers her nudity to be free advertising. Alice used to be a Reluctant Fanservice Girl, but decided to accept her nudity and reclaim her pride. Alice was cursed with a Clingy Costume for years; she is so relieved to take it off now that she doesn’t care if anyone else sees. Inverted: Alice refuses to get undressed outside of very specific situations, usually in between changing outfits. She wears extremely inappropriate clothing, usually several layers more than appropriate (winter wear during summer, for example) at all times. Alice is the only person wearing clothes in a clothes-free society (nudist, tribal, alien, et cetera), and is violently opposed to Going Native. The rest of her society sees her as eccentric. Reluctant Fanservice Girl Gender Inverted: Bob understands what clothing is, understands that nudity makes some people uncomfortable, but still doesn't wear clothing. Subverted: Alice is violently forced to dress, by a person, the elements, et cetera, et cetera... We hear Alice is rather shameless, but when accidentally stripped, she blushes and covers up shyly. Alice has swapped bodies with her Arch-Enemy Brittany, who is eager to destroy Alice’s reputation. Double Subverted: ...But whatever the situation, she strips naked the second she can safely do so. She was being coy, as she liked the attention the shyer girls get. Alice is delighted that Brittany had fulfilled her exhibitionist desires she was previously too scared to fulfil and attempts to swap bodies back with a reluctant Brittany. Parodied: Alice's nudity is played up as a political campaign. She is frequently seen protesting outside of clothing stores, handing out pamphlets, and giving speeches on how important it is to stop the clothing menace. Everyone is sick and tired of hearing about and looking at Alice and her nudity (she even irritates those who find her attractive quickly), and are not above ignoring or mocking her for it. Alice insists on going around naked in public, but is otherwise a Shrinking Violet who hates talking to people or being noticed. Zig-Zagged: Alice only wears clothing when absolutely required, and the sight of her disrobing in bars, at friends' houses, on the beach, et cetera, is frequent enough to become a Running Gag. She learns not to volunteer her views around other people but is open with them if asked. Our Nudity Is Different: Alice's culture doesn't consider the same things obscene ... but she turns out to be risqué even by their standards. Averted: Alice hates wearing clothing, but does so when it's expected of her. Alice doesn't mind being clothed, or she even prefers being clothed to being naked. Enforced: "This werewolf girl's got fur everywhere; why would she wear clothes?" Knowing that audiences might be tired of a woman upset about being naked in public, the creators feel that having the woman not care about the risk of people seeing her in the nude would be an interesting change of pace. Alice not having any problems with being naked in public is the work's method of promoting body positivity. Lampshaded: "Oh goodie, the standard 'It's my right to be naked if I want to' European chick, right? Back of the line, please." Invoked: "A nude beach? Dude, don't go near that place, Alice and Bob will start screaming at us about how evil we are for wearing clothes." Alice start streaking to protest about some social issues. Exploited: Brenda is constantly egging Alice on because she thinks it's funny. Carol, a closeted lesbian, also eggs Alice on because she has a crush on her. Alice earns a bit of extra cash selling nude photos (which teeter on the line between artistic and pornographic) online. Alice's friends frequently invite her to parties, knowing her exhibitionist tendencies could liven up the place. This trick succeeds so well they eventually start hiring her as their go-to stripper. The heist team have Alice perform a striptease to distract some guards. Alice wants children more than anything for herself, and she figures that going naked around Bob will get him to put out for her. Defied: "Uh, Alice, I don't care how much you hate them, if you don't get dressed you'll get us arrested." Discussed: "Why is it that every single race in Star Trek seems to have the same fashion sense as humans? You'd think that at least one would see no point in being clothed..." Conversed: "In real life, that girl will get arrested, catch something, freeze—" "And you're complaining?" Implied: Alice always appears 'wearing' Censor Boxes while most everybody else around her is properly dressed. Alice mentions being a fan of nudist resorts, dresses skimpily in public, frequently tugs at her clothes looking annoyed, and enjoys when hot men notice her. Deconstructed: Alice is immediately arrested for indecent exposure and must attend rigorous therapy to fix her psychosis. Assorted problems with remaining nude all the time (skin damage, becoming a social outcast, it being assumed that she is an easy exhibitionist) take their toll on Alice and her wellbeing. Her nudity ultimately makes her less happy, not more. By showing off her naked body, Alice attracts a lot of unwanted attention. Bullies take and spread photos of Alice and slut-shame her. Alice is arrested and Mistaken for Pedophile after several children see her. After not wearing clothes for a prolonged period, Alice starts to become cold, eventually contracting hypothermia. Reconstructed: Alice is beat down by society due to her constant refusal to get dressed, but over time, people start to ignore her quirk. It's shown that eventually she receives some form of acceptance with the community. Alice appears to get over her quirk, only to later reveal that she begrudgingly has started to wear clothing in public. She still strips the second she feels she can safely do so without fear of being arrested, and is adamant against wearing clothing in situations she feels she can get away with it, despite what other people may think. Alice's family, friends and/or Alice herself deal with any perverts or bullies who attempt to take advantage of her. Alice is given a slap on the wrist and learns to avoid or dress up in the presence of children. Alice eats and exercises more to stave off hypothermia while in the nude. Played for Laughs: Alice's nudity is played up as a contagious disease, political ideology, or religious belief. She is constantly converting people in the background as the series progresses. Alice's nudity taboo is inverted via a blow to the head or other such plot hook, and her friends must protect her from humiliating herself. Bob goes to great lengths to support Alice's views on nudity because he is attracted to her. Alice is the last person anyone wants to see naked, and "Please Put Some Clothes On" is her Phrase Catcher. As it most often is, Naked People Are Funny is in full effect with Alice. Played for Drama: Alice doesn't really believe what she is saying, but is being blackmailed, is cursed, or otherwise being coerced into acting like it. Bob goes to great lengths to support Alice's lifestyle because he is in love with her. Alice fails to grasp how much effort Bob is having to go through to help her. Alice had a traumatic experience relating to clothing, leaving her with Vestiphobia. Clothing, specifically the feel of cloth on her skin, triggers her trauma, sending her into an emotional fit. Alice was humiliated or assaulted in the past and adopts a nudist lifestyle to reclaim her body and identity. Alice's incestous father imposed her nudist lifestyle upon her. Played for Horror: Alice is a Serial Rapist who goes around naked to save her the time to strip her clothes off when she corners her victims. Alice works naked at her day job as an elementary school teacher and frequently molests her students. Alice is sexually assaulted and murdered and her killer points out her casual nudity as "she was asking me to do it!"
MEDIA EXAMPLES
Reo is openly lecherous and has a habit of wearing skimpy clothing and getting other girls to join her. She never gets flustered by sexual things like her friends do, even complimenting Suzu as "sly" for being an Accidental Pervert. Mei, or at least her Enemy Without, doesn't seem to care much at all about being seen naked. When some people walk in on her bathing, she laughs and sarcastically chides them for "peeping" without making any attempt to cover herself up. Bad Company: Downplayed with Sakura, the only girl who hangs out with Ryuji and Eikichi's gang. She frequently offers to show them her panties to get them to stop fighting, or to take her along when they go somewhere, but that's as far as she goes (she offers to show them "even more", but doesn't in the story). In Battle Athletes (not to be confused with Battle Athletes Victory, the remake) Kris Christopher calmly parades around the room she shares with her teammates completely naked as it's part of her culture/religion. The other girls are not particularly thrilled about this. Berserk: Despite the series being fairly open with nudity in general, this trope is relatively sparse given what the average character looks like, and even the most straightforward examples have some aspect that's Played for Horror. Slan is a Giant Woman whose clothing includes a choker, a corset, and nothing else. She is also an almost literal Sex God, being a member of the God Hand whose domain includes all forms of sexuality. Unfortunately, rape is a VERY prominent practice that she both encourages and practices. Also there's that one time when she created an avatar for herself out of troll intestines. Casca becomes this after the Eclipse, bathing without any visible shame and running around without clothing. This is, of course, after she's been so badly broken that her mind has collapsed from the stress; her lack of shame comes from an infantile regression as a defense mechanism. Griffith is a Shameless Fanservice Boy during the Golden Age arc, with his infamous "naked homoerotic waterfight" with Guts. Nudity isn't something he's apparently concerned with, and both men and women find him stunning. Unfortunately, this is a very early bit of foreshadowing regarding his... later actions. In B Gata H Kei, Kosuda argues quite regularly with his sister about her tendency to casual nudity at home. She's not so shameless that she'd walk outside in the nude or even around the house if there are guests over, but if it's just her high-school-age baby brother, who cares? (aside from said brother, and anyone walking outside while he yells at her) Vanessa of Black Clover is a limited version. She has no qualms about walking around in just her underwear so long as she's in the comfort of the Black Bulls' hideout. When she's actually going out, she dresses decently. Yoruichi Shihouin. At first it was because she spends so much time in cat form that she forgets to wear clothes and just seems to find it more comfortable, but when she revealed her human form to Ichigo for the first time and he protested over her nudity, she found it funny and started doing it just to fluster him. And then there was the time readers learn she actually came up with a way to Flash Step out of her clothes. Around the time Isshin and Masaki first met, he saw her naked. She just laughed and made fun of him for getting flustered. Also Rangiku Matsumoto, who is so proud of her sex appeal to the point that she will allow men to get an eyeful of her boobs and manipulate them with her boobs or her skirt. Kazumi Schlierenzauer qualifies. She has a special reason. She constantly drops her clothes around Ryōta Murakami to try to seduce him. In an OVA, Kazumi challenges all the girls in Murakami's harem to cook for him in the Naked Apron, confident that she will be the only one not embarrassed. While most get embarrassed and give up, Kazumi is shocked to find that Hatsuna Wakabayashi does not mind and even confidently turns around to show Murakami her butt. Almost every female in Cross Ange goes to this except for the main character at the start. After Ange's character development, she goes from being embarrassed to not caring at all. Even the other characters call her a slut and an exhibitionist. Rebecca in Cyberpunk: Edgerunners has no problem giving a man a handjob in public and snarkily asking David if he enjoyed the show afterward, walks around in her bra, panties, and a half-unzipped hoodie, and has zero qualms answering the door in her underwear. Kurumi from Date A Live behaves like this when she is around Shido and they are both alone. In Darker than Black, Brita can teleport, but can't take clothes or any other inorganic materials with her. She doesn't care about this limitation at all and flaunts her body endlessly. DARLING in the FRANXX: In episode one, Hiro is actually more concerned about walking in on Zero Two Skinny Dipping than Zero Two herself. Majority of Mamoru Onodera's Battle Harem in Deadline Summoner. Out of the ten cute monster girls, they are only three who are dressed in more than a few scraps of fabric. Justified in that they probably don't share the same perception of "decency" as humans. After Nanami gets stripped to a halter and shorts by a magic attack in Dog Days, she simply laughs, strikes a pose, and says "Showing this much is okay!" She does have a limit, however, as shown when a later attack leaves her completely naked and she has a Naked Freak-Out. Don't Meddle with My Daughter!: Whenever Mei is disguised as Honey, all she wears are her latex mask, elbow-length gloves, and thigh-high stiletto-heeled boots. The rest of her is completely bare and she isn't bothered by anyone seeing her that way. The titular protagonist plays with this trope a bit. Nagatoro is very open about using her body to get a rise out of Senpai, but only to a point, as she only lets it go as far as she wants it to, like teasing him about modeling nude and stripping off to reveal she's wearing a School Swimsuit under her uniform. She will get legitimately embarrassed if the fanservice is unintentional, such as the time she calls him while she's taking a bath, only to accidentally activate the video call in her phone and he ends up seeing her (thankfully, the steam and water cover most of her, but still). The Arts Club President constantly strips and walks around naked, and often has nude portraits of herself made. Despite this, she acts completely stoic and asexual, and she wants to show off her body to inspire art. Her cousin is the same way, though she blushes a little bit. When Senpai and Shikki get stuck in the same shower stall due to a mix-up, she just showers and says she doesn't care what he sees. Ranfan from Dragon Ball strips down to her underwear to seduce Namu; this is her most powerful tactic to shock male opponents. Unfortunately for her, Namu defeated her fighting with his eyes closed to Ignore the Fanservice. Yuuko of Dusk Maiden of Amnesia is an odd example. She sees no reason for modesty in her ghost form, stripping out of one school uniform to put on another right in front of Teiichi. However, she does get embarrassed when people see her physical body... which is a skeleton by now. Misty in The Electric Tale of Pikachu has no shame in wearing her very revealing swimsuit that's just a bit of robes of clothing to cover the boobs and genitals (Even then the breasts are still mostly shown) and is only slightly embarrassed when Ash stares at her breasts and buttocks. She also states that she wants to get her breasts larger. Mami of Esper Mami is a strange variant — her father's a painter, and she works for him as a nude model. As a result, she has no hang-ups about being nude, especially at home.
