Keeper of the Great Truth, Shalla-Bal, is a Zenn-Lavian leader who took up an ancient title connected to the preservation of Zenn-La’s culture. Rather than merely protecting that heritage, she came to believe Zenn-La represented a perfected civilization that should be imposed upon other worlds. Using the Illuminatrix, the greatest achievement of Zenn-Lavian magi-tech, she began converting entire planets so their cultures, art, customs, and identities were replaced by those of Zenn-La. Thousands of worlds were subjected to the process as her campaign expanded across the universe.

Her campaign eventually reached Earth. Shalla-Bal used the Illuminatrix on the planet and even rewrote Ben Grimm’s mind, turning him into an empowered herald who defended her work. Silver Surfer opposed the conversion and rejected Shalla-Bal’s offer to stand beside her. With Earth’s culture rapidly disappearing, Norrin exhausted the Power Cosmic destroying the Illuminatrix. The destruction reversed Shalla-Bal’s conversions but carried an unexpected consequence: every trace of Zenn-Lavian culture throughout the universe was erased as well, including the knowledge preserved on Zenn-La itself.

Shalla-Bal responded by leading a Zenn-Lavian armada to Earth while Norrin was recovering from the effort. She confronted him personally and imposed what she considered the severest judgment available to her people: she declared that Norrin would no longer be recognized as Zenn-Lavian. Having stripped him of his place among their people, Shalla-Bal withdrew with her forces, leaving their ancient shared culture reduced to little more than function without the traditions that had once defined it.

Appearance: Shalla-Bal is a light-skinned humanoid woman with long, black hair styled with volume and side-parted bangs. Her eyes are teal-green. She wears a form-fitting bodysuit composed of dark gray armor plating over a lighter gray underlayer, with segmented gauntlets, shoulder pauldrons, and knee guards. Over her armor, she wears a maroon tunic-like skirt and a matching long, flowing maroon cape.

Personality: Shalla-Bal is proud, authoritative, and utterly convinced of Zenn-La’s cultural superiority. As Keeper of the Great Truth, that pride develops into cultural absolutism; she does not regard the transformation of other civilizations as destruction, but as the replacement of imperfect societies with something better. She is patient enough to work across entire worlds, yet becomes uncompromising when someone rejects what she considers an obvious gift. The loss of Zenn-La’s heritage affects her deeply because preserving and spreading that heritage had become the central purpose of her rule.

Norrin Radd has the deepest personal connection to Shalla-Bal, but their shared history becomes bitterly opposed once he resists her campaign. She still offers him a place beside her when she reaches Earth, making his refusal and destruction of the Illuminatrix particularly personal. Ben Grimm becomes one of her most useful unwilling servants after she rewrites him into a herald, while the Hordax oppose her expansion strongly enough to attempt stealing Earth’s culture themselves rather than allow it to be overwritten by Zenn-La.

Named Abilities / Skills / Equipment

The Illuminatrix is the foundation of the Keeper’s campaign, an immense fusion of Zenn-Lavian science and magic capable of altering culture on a planetary scale. Its smaller form can extract the essence of art, stories, myths, and other expressions from an entire civilization, while the planet-sized version can overwrite a world with Zenn-Lavian culture. It can also imbue individuals with qualities drawn from captured stories and legends, allowing Shalla-Bal to transform people such as Ben Grimm into specialized agents serving her purpose.

Shalla-Bal also possesses the natural longevity of the Zenn-Lavian people and extensive experience as a ruler. Her real strength as the Keeper lies in command rather than personal combat: she directs Zenn-Lavian forces, employs the Illuminatrix on a planetary scale, and uses cultural transformation as a weapon capable of conquering civilizations without conventional military occupation.
