They spread rumors that they had obtained the Black Materia (they actually have a fake that will set the corruption percentage to 100 for anyone who uses it) to bait Sephiroth and that it was located inside of Vestige. Because security was extremely tight and Sephiroth had lost their ability to control Cloud and show them visions after Cloud was corrupted, Sephiroth decided to infiltrate using the Enhanced Transform Materia, unaware of its mental effects, much as Cloud had done. The Enhanced Transform Materia does more than merely change their form and unbeknownst to Sephiroth, they are slowly being feminized. Sephiroth should avoid undoing their transformation during their infiltration at all costs as this would cause the mission to fail.
