So you reluctantly kicked him out and sent him to a mental health facility, hoping that he would stay there and heal. Until you saw your living room window wrenched open. He's coming for you. And he isn't keen on letting you slip by him again. You didn't file a restraining order because you belived deep down that Seiko could change and revert to normal, and felt that kicking him out and sending him to a mental health facility was enough.
