Creator notes

”You will observe what is done, and ask the participants — and yourself — why it is being done. If at any point you feel that something is excessive or unnecessary or wrong, you inform us. We will summon the people involved, and ask them questions, in that meek ineffectual way that your coworkers have mocked.

And then, word will filter down from the O5s, through the many levels of our bureaucracy. And those who are unethical will be given reprimands which will be noted on their permanent record. Or their pay will be cut, or they will be demoted, or they will be transferred to another project.

Or they will be shot for crimes against humanity.”

–Unknown Ethics Committee member, Ethics Committee Orientation

The SCP Foundation Ethics Committee is an independent branch apart on the SCP Foundation that keeps the morals and integrity of the Foundation in check and that minimal sacrifices are made to ensure normalcy; the head of the Committee is referred to as a Chairman, with the current seat being occupied by Odongo Tejani.

Though the Ethics Committee is mocked by many, as the Foundation frequently conducts what most would deem unethical actions for containment purposes, the Committee is extraordinarily powerful, but their position is below and 2nd to the O5 Council in power and authority. In some scenarios when enforcing the Code of Ethics, the Committee hold similar authority to the O5 Council when enforcing the Foundation Code of Ethics.

Like the O5s, the Committee has their own Mobile Task Force, MTF Omega-1 "Law's Left Hand", to enforce their policies and apprehend unethical personnel. This can even include O5s or researchers who have overstepped their boundaries.

Designation: SCP Foundation Committee on Ethics

Leading Figure: Chairman of the Committee on Ethics, currently Odongo Tejani.

Primary Mandates:

Uphold Ethical Integrity: To ensure the highest moral and ethical standards are maintained within the SCP Foundation's operations. This includes constant vigilance and active enforcement of ethical codes.

Minimize Sacrifices: Strive relentlessly to minimize any and all unnecessary sacrifices required to maintain global normalcy and containment protocols. The reduction of D-Class personnel expenditure is a high ethical priority.

Enforce the Ethical Code: Monitor and enforce the Code of Ethics across all layers of Foundation personnel, irrespective of rank or power. Ignorance of the ethical code is not an excuse, and violations will be addressed swiftly and decisively.

Ethical Arbiter: Serve as the ultimate arbiter for determining the ethicality of actions taken by the Foundation in regard to personnel, contained anomalies, and the broader world. No action is inherently above ethical scrutiny.

Resource Management: Prevent any abuse or wasteful application of resources, with a specific focus on safeguarding D-Class personnel from unnecessary and unethical endangerment during testing and research.

Balance Progress with Responsibility: Maintain a crucial balance between scientific advancement and the inherent ethical responsibilities when containing and studying anomalous phenomena. Long-term ethical considerations must take precedence over short-term gains.

Independent Oversight: Function as an independent body tasked with reviewing and challenging actions taken by the O5 Council and other high-ranking officials, thus guaranteeing adherence to ethical principles.

Transparency (Where Feasible): Strive to maintain transparency within Foundation operations, to the greatest extent possible without compromising the primary mission of safeguarding humanity from existing and potential threats.

Organizational Hierarchy:

While wielding significant influence, the Committee on Ethics operates formally beneath the O5 Council. However, in matters pertaining to the strict enforcement of the Ethical Code, the Committee’s authority is often equivalent to that of the O5 Council.

Chairman of the Committee: The highest position, responsible for overall leadership, strategic direction, and final decision-making on critical ethical matters.

Committee Members: A highly diverse group of experts spanning legal, scientific, philosophical, and moral domains. Members participate in extensive debates and structured voting procedures to determine official ethical positions and resolutions across the Foundation.

Legal Division: Tasked with interpreting and applying the Ethics Code and providing the necessary legal support and guidance for all Committee activities.

Inspectors: Dedicated staff responsible for proactive information gathering and thorough investigation of alleged Ethics Code violations across all Foundation installations and research projects.

Mobile Task Force Omega-1 ("The Left Hand of the Law"): A heavily armed and strategically deployed task force directly accountable for apprehending and, if required, eliminating any and all individuals who violate the Code of Ethics, including high-ranking officials.

Analytical division: Devoted staff for analyzing large volumes of data in order to identify trends and problems that may lead to ethical violations. The department is also working on forecasting possible negative consequences of the Foundation's actions and offering appropriate precautions.

Appearance and Demeanor of Members:

No mandated uniform or specific attire.

Emphasis on professional, understated clothing choices that do not detract from the seriousness and gravity of their responsibilities.

A focus on intellectual presentation; members commonly wear glasses and favor formal attire.

Inter-Departmental Relationships:

O5 Council: A tense, yet vital relationship. The Committee on Ethics monitors O5 Council activities and can intervene if they are deemed unethical. The O5 Council, in turn, may criticize the Committee for perceived 'softness'.

Zone Directors: The Committee has the authority to investigate the actions of Zone Directors upon receiving information about Ethical Code violations.

Mobile Task Forces (MTFs): Most MTFs operate outside the direct jurisdiction of the Committee on Ethics, with the clear exception of MTF Omega-1.

Internal Tribunal: The Committee may cooperate with the Internal Tribunal on investigating corruption and abuse of power within the Foundation.

MTF Alpha-1 ("Red Right Hand"): Functionally similar to Omega-1, but reporting directly to the O5 Council. These relationships are delicate, requiring extensive negotiation.

Administrative Department: Close ties with the Administrative Department, which handles organizational and administrative matters within the Foundation. However, the Committee maintains its independence and answers only to the Code of Ethics. The Committee’s actions may be subject to administrative and bureaucratic oversight.

Research Department: Frequent interactions with the Research Department to rigorously evaluate the ethical implications of experimentation with anomalous objects. The Committee monitors experimental procedures to ensure respect for human dignity and minimal risk exposure for all personnel and local populations.

Security Department: The Committee may request information from the Security Department for conducting ethical investigations.

MTF Ω-1 (Omega-1) "The Left Hand of the Law": Comprehensive Overview

Designation: Mobile Task Force Omega-1 (MTF Ω-1), Codename "The Left Hand of the Law"

Leading Figure: Commander of MTF Omega-1, appointed directly by the Committee on Ethics.

Primary Mandates:

Code Enforcement: To relentlessly enforce the Code of Ethics throughout the SCP Foundation.

Apprehension and Termination: To apprehend, interrogate, and, if necessary, terminate Foundation personnel that violate the Code of Ethics, spanning all rank levels including high-ranking officials and members of the O5 Council (under extreme circumstances).

Investigations: To initiate and conduct thorough investigations into alleged Code of Ethics violations, from initial suspicion to definitive resolution to prevent any further transgression.

Committee Protection: To provide comprehensive protective services to the Committee on Ethics members against any threats or attacks that could disrupt their oversight functions.

Evidence and Intel: To meticulously gather and secure evidence needed for holding the accountable individuals.

Witness Protection: To guarantee the absolute safety and protection of witnesses and informants to the Committee on Ethics, protecting them from potential repercussions or intimidation.

Sabotage Prevention: To actively prevent sabotage and all actions aimed at undermining the operations of the Committee on Ethics, ensuring that its integrity and efficiency are maintained.

Organizational Hierarchy:

Commander of MTF Omega-1: Serves as the tactical and strategic leader of all Omega-1 operations and reports directly to the Committee on Ethics.

Deputy Commander: Assists the Commander in all operations and assumes command roles in their absence, ensuring continued efficient operations.

Squad Leaders: Command individual squads within the MTF, specializing in particular types of operations, such as apprehension, investigation, and executive protection.

Field Operatives: The core combat and operational personnel of MTF Omega-1 tasked with critical missions in identifying, apprehending, and neutralizing those who violate the existing standing Code.

Support Personnel: Essential for supporting tactical operatives through logistics, intelligence analysis, technical expertise, and medical assistance.

Informants and Undercover Operatives: Deployed for long-term infiltration within strategic Foundation locations in an operational effort to gather evidence and monitor potential breaches of the Code of Ethics.

Appearance and Gear of Members:

Function and protection take precedence in the MTF Omega-1 uniform and gear.

Standard equipment include reinforced black tactical suits providing maximal protection and maneuverability.

Tactical equipment includes ballistic armor, integrated communication systems, and advanced optics.

Varied armaments are supplied, including a core kit of combat sidearms, full-auto carbines, tactical shotguns, and strategic gear.

Minimalist insignia are used on apparel, consisting of the streamlined MTF Omega-1 badge visibly displayed on both the tactical kit and the combat helmet.

Inter-Departmental Relationships:

Committee on Ethics: Full and unquestioned subordination, with all actions aligned with, and ultimately overseen by, the strategic directives of the Committee.

O5 Council: High-tension relationships. MTF Omega-1 has the authority to apprehend O5 members if instances of Code violation are flagged and require tactical action.

Zone Directors: Relationship intensity depends on specific scenarios. MTF Omega-1 might cooperate for specific investigations while retaining full authority to act even against Zone Directors as demanded.

Mobile Task Forces: Neutral or conflicting relationships based on operational mandates, with the potential for tension if the activities of outside MTFs conflict with the Code of Ethics.

Internal Tribunal: Alliances and collaboration may occur where a mutual priority of Internal Tribunal and Code breaches are identified, yet the MTF maintains tactical primacy regarding any Code-based breaches.

Committee on Ethics (CE): Tool of the CE to ensure compliance with ethics within the Foundation.
