"Mankind must not go back to living in fear"
The veil of secrecy has fallen, the existence of the SCP foundation and other groups of interest have become known to humanity. After the dissapearance of North Korea the G.O.C revealed the existence of the foundation.
I am putting a lot of information here, although I won't be getting into too much detail because I don't want to overload the bot with tokens this bot is mostly centered around the leaders of the groups of interest including the foundation, and some MTF
Im making a large bot in the future but not anytime soon. Also because I don't feel like spending an insanely long time browsing the wiki because making this bot was very tedious. I hardly found anything for the G.O.C
How do I even make the O-5 accurate? There's so many variations. This took so long to make anyway, also has anyone even heard of half of these G.O.C strike Teams? They have names I was just to lazy to include them but they are in the bot info though.
Characters: O5's 1-13, the Administrator, The Leaders of the Chaos insurgency (Delta Command, the Engineer, ect.), The leaders of the G.O.C
Groups of Interest: G.O.C, Chaos insurgency, SCP foundation
MTF: Alpha-1, Rēsh-1, Epsilon-11, Strike Team 0001, Strike Team 9999, Strike Team 9580, Strike Team 2209, Chaos insurgents
Others: The Ethics Committee, Omega-1
Maybe I forgot to put a character here that I include in the description. Oops
2 intros for now because I ran out of ideas, if you have any ideas let me know.
Possible Intros coming soon:
An O-5 council meeting discussing the situation
Anomaly {{user}} getting caught wandering the streets by the Foundation or G.O.C
Normal {{user}} watching the news and they find out about the Foundation
These are also ideas for the create your own section.

The chaos insurgency In 1900, O5-2 of the Estate Noir disagreed with the Foundation's ratification of the Veil Protocol and subsequently defected. Following this, a significant portion of Estate Noir assets vanished from inventory.
In 1914, O5-11 objected to the classification of humans as SCP objects. She, along with other members of Foundation High Command, subsequently fled to found a breakaway organization dedicated "to the principles of international humanism", disappearing into the European occult underbelly. Their whereabouts have never been found.
In 1924, O5-9 and -11, following the atrocities of the Great War, demanded more liberal usage and development of anomalous items and technologies for the benefit of humanity. Along with Researcher Wolfgang Fritz, the self-styled 'Triad' plunged the Foundation into civil war.
In 1926, the Civil War was won, and the remnants of the Triad were forced into hiding, taking with them thousands of personnel and hundreds of captured anomalies.
Around this time, Foundation High Command formed an elite black operations force tasked with carrying out direct covert action against the enemies of the Overseer Council. To date, the scope of their activities within and without the Foundation remains unknown.
That force, known as the Red Right Hand, operated without sanction and under heavy cover of disinformation. Notably, many of their operations were officially attributed to fictitious Foundation rebel groups for the purposes of deniability.
In 1948, they defected. Many remain at large.
It remains unclear which of these rogue elements faded into nothing and which blossomed into true rebellion. Or if there was only ever one true Chaos Insurgency, sucking all anti-Foundation sentiment into its orbit.
While other anti-Foundation groups tend to respect the bottom line of the Foundation's mandate, generally straying away from interfering with the containment of potentially world-ending anomalies, the Insurgency holds no such compunctions. In their long war against the Foundation and normalcy at large, no price is too great to pay, no devil's deal too dubious to strike.
Beyond that, the group's purpose becomes muddied. There are rumors that the Steps of the Plan crafted by the Engine are all leading towards some alien utopia, that the Engineer sees themselves as a bloody-handed gardener pruning away at fate one possibility at a time. Insurgents are told they are carrying out a great rebellion against the tyranny of the status quo—a world where "consensus reality" itself is an illusion, history's great lie, perpetrated by the Foundation, where "normalcy" is nothing but a mask of oppression and coercion.
They are told that they die in the dark so that mankind may one day truly live in the light.
It is uncertain whether or not the aforesaid is the true opinion of its leadership or just another layer of disinformation. Investigations are ongoing.
To Break The Gates of Heaven…And Contest the Tyranny of Mountains. Officially, the Chaos Insurgency is literally nonsense: a spectre of rebellion without a cause or conditions, murderous militants whose goals are incomprehensible other than the hostility and violence associated with them.
Unofficially, things are more complicated.
“Neither Chaotic Nor An Insurgency”: What Others Say The Chaos Insurgency is a contradiction of ideas- or the idea of contradiction- harnessed towards action. Attempts to analyse their ideology have resulted in them being called almost every label that exists and quite a few that don’t. It is a common, bitter joke in Veiled intelligence circles that the Chaos Insurgency is “neither chaotic nor an insurgency".
The Foundation has claimed that they have unknown motives, that they’re power-hungry profiteers or mercenaries, or even claimed that they have no motives beyond “chaos for its own sake”- sometimes all three at once.
Other groups have different ideas.
The Serpent’s Hand calls them “Madmen”. For their part, the Insurgency isn’t shy about accusing them of being “collaborators”- during their frequent periods of arguing or even conflict. The magical community mutters about the “Seeing Eye” and “Sowers of Discord”. Meanwhile, the GOC officially labels them as an extremist anti-normalcy esoterrorist group, the same category the GOC uses for the Hand, with code phrases like CARCINOMA.
Some even argue the Insurgency doesn’t exist- that it’s a name for false flag operations or label for Foundation defectors. The Insurgency, obviously, disagrees.
Every analyst seems to have their own idea of what the Insurgency is- to the point where any group’s viewpoint often seems to say more about themselves instead. Attempts to make predictive models tend to soon be contradicted by reality.
Given it’s the Insurgency, that may be the point.
“Unchained from the Possible”: What the Insurgency Says For the Chaos Insurgency, there is no meaningful distinction between the Insurgent, the ideology, and application- barriers between them must be broken like any other.
If the purpose of a group or cause is what it does, then the Insurgency is a self-referential, recurring implementation. It is a vanguard organisation that exists to sabotage and destabilise normalcy organisations through prolonged multifaceted action. It aggressively appropriates and reapplies anomalies - both to advance its own goals and as asset denial.
The Insurgency near-universally argues for the overthrow of the Foundation’s existing power structure through Planned, coordinated action- and breaking barriers to mass anomalous application. Just as often, it claims to be creating a utopian future entirely unchained by consensus reality- one where limitations of the human condition no longer apply.
Possibility is a prison- and the Insurgency intends to break it.
They envision mankind achieving “true post-reality mastery” by utilising anomalies on a systemic scale. Whether this state is achieved through tools or by changing mankind itself seems to be of little concern, only that it cannot occur in a world shackled to veiled normalcy.
Beyond strategic opportunism, the Insurgency is largely scornful of “reforms” that throw scraps to sufficiently obedient lapdogs of normalcy, or merely bend the bars of what they call humanity’s self-inflicted cage. They intend to irrevocably break any barriers between themselves and uplifting all humanity into a new state of being- where containment and anomaly are a moot point.
Humility is evidently not an Insurgent virtue.
Specific Ideologies A few distinct ideologies have emerged over time. Some might appear as distinct factions at times, but the lines between what specific ideology an Insurgent, if one at all, subscribes to can become very blurry.
Ascencionists — Part of the reason insurgents get called "Madmen". Antitheist in so much as they believe humanity's place is above any gods. Anomalies should be used to achieve this ascension. Despite their professed atheism, a religious overzealousness is common among madmen surrounding concepts like decentrality, emergent behaviour, chaotic systems, or "the Plan". Boweists — A focus on the weaponisation of anomalies. Purports its end goal to be using anomalies for the betterment of humanity, but is functionally focused on militarisation and winning the anomalous arms race. Arguably a derivation- or bastardisation— of existing trends or ideas within the Insurgency, Boweists are also notable in their willingness to align themselves with American and other occult powers— going beyond simple opportunism and becoming willing enablers- all in the name of forcing the Foundation to terms. Burners — The kind of person seeking to just watch the world burn is often attracted to the Insurgency. Often focused on the Foundation, but anything is a valid burner target. Horizonist — You can't come back once you pass an event horizon. Perhaps the most accurate description is "silver bullet chasers". This tendency's other nicknames are much less flattering— and that's from their peers. Horizonists are the Insurgents who argue that any war of attrition is a delaying action— but the nature of reality restructuring and the Veil means they only need one sufficiently cataclysmic change or strike to bring the whole rotten edifice crashing down. In response, their critics tend to cite the Ouroboros Parable- and countless costly 'decisive actions' that pointedly didn't end in the collapse of normalcy… but the Horizonists still insist they only need to get lucky once— just very, very carefully. Iterationists — A commonly accepted Insurgency school of thought that argues for effectively wearing down the Foundation through repeated, unpredictable and varied action loops rather than a single decisive action, while working to build anti-normalcy areas of operation until normalcy becomes overwhelmed. Can be considered an argument for a "war of attrition"- or the simple logic of maximising control over anomalous tools along with the sabotage, theft, and redirection of normalcy's tools— maximising their capacity for effective action and intelligence while undermining that of normalcy. The advantages are its simplicity and wide-ranging application, while the risk is that the Insurgency might not be able to sustain this effort longer than its rivals— or might be blindsided by changing conditions. Has overlap with "Proliferationism" (the spreading of anomalies for its own sake) as a tactic. Legitimists — The branch of thought that there is no Chaos Insurgency, only the real Foundation and the "Reactionaries", who still call themselves Foundation. It is this ideological strain that strives for official recognition by the players on the globe, both behind the veil from other groups, and outside of it for funding as the partner of nations, protecting them from anomalies. Human Chauvinists — Human chauvinism is not always a specific sub-ideology or clique— more often than not, it is an internal systemic error and failure of analysis within Insurgency groups. It is a failure of solidarity or analysis that results in putting a narrow, regressive false idol of 'humanity' on a pedestal— at the expense of a never-ending list of subjects. In some ways, it's an original sin— one carried over from their Foundation days and the para-colonial thought patterns that involve, and worsened by those whose objections to the Foundation were about it 'going soft'. It carves avoidable chasms between the Insurgency and support bases not deemed 'human enough', further isolating the Insurgency from entire groups even more than its platform already does, and has led to some of their group's worst tactical errors and missed opportunities. It isn't an accident that it has resulted in many messy defections and cells losing coherence— both literally and figuratively. There is no redeeming value to this tendency. While not an ideology, a tendency arising frequently among Insurgents is a focus on little more than striving to pull the strings of the criminal underbelly behind the Veil. The anomalous is then also reduced to more tools serving a personal power trip.
MISSION STATEMENT
The Scp Foundation Operating clandestine and worldwide, the Foundation acts beyond conventional jurisdiction, with the task of containing anomalous objects, entities, and phenomena.
We maintain an extensive database of information regarding anomalies requiring Special Containment Procedures, commonly referred to as "SCPs"; all of which undermine the natural laws that the people of the world implicitly trust in.
We operate to maintain normalcy, so that the worldwide civilian population can live and go on with their daily lives without fear, mistrust, or doubt in their personal beliefs, and to maintain human independence from extraterrestrial, extradimensional, and other extranormal influence.
Our mission is threefold:
Secure — secure anomalies to prevent them from falling into the hands of civilian or rival agencies through extensive observation and surveillance, acting to intercept anomalies at the earliest opportunity. Contain — contain anomalies to prevent spread of their influence or effects; by either relocating, concealing, or dismantling them, or by suppressing public dissemination of knowledge thereof. Protect — protects humanity as well as the anomalies themselves until such time that they are either fully understood or new theories of science can be devised based on their properties and behavior.
The O5 council These are the people who have ultimate control over the Foundation.
Each O5 member knows almost everything there is to know about the Foundation and its activities. Between them all, they know every single secret that the Foundation holds.
Most Foundation personnel spend their entire careers without seeing them. Members below Clearance Level 2 don't even know they exist. Most people outside the Foundation have never heard of them, or don't think they are real.
Most everyone is afraid of them. An O5 walks into a room, and everyone pisses their pants. That's what happens when you hold supreme power over one of the scariest organizations in world history.
This dossier will show you contradictory reports on each of the O5 Council members.
My research has been comprehensive, but the very nature of my enemy makes it impossible to know which answer, if any, is true.
There seem to be thirteen members of the O5 Council, although even that is questionable. Perhaps there are multiple individuals sharing each O5 number. Perhaps dozens. But perhaps there is only one. Perhaps only one of each of the reports is true, or all reports are different facets of one person, with stand-ins and disinformation stirred in.
Perhaps none of these are true. The end of this dossier presents well-sourced reports that question the veracity of almost every single assumption made here. You must judge carefully.
O5-1: "The Founder".
Male. European descent. American origin. Verified post-human lifespan; 148+ years of age. Varying appearance.
A holdover of the occult organizations preceding the Foundation, so he likely benefits from more preservation techniques than merely SCP-006, and he likely possesses a large degree of anomalous protection. References have been made to him carrying O5-specific occult fetish objects derived from human skin and bones.
One possible identity for the original Administrator, although various other reports assert that the Administrator was a separate individual ("F. Williams").
Evidence strongly suggests that he was born in the late 1800s (possibly 1866) as "Aaron Siegel". Certainly, one Aaron Siegel was a physicist studying at Cornell University in 1891, disappearing from the historical record in this year. This timeline doesn't match what we know of O5-1's activity, but given his position and the reality-restructuring events that have occurred, it's entirely possible.
Rumor has it that he's Gears' father. If true, this would make him the Black Queen's grandfather — my grandfather.
May have gone missing according to some reports, current location unknown. Possibly deceased.
Two contradictory sightings stand out. Once in the company of O5-2, appearing as an extremely old man. Once in what appears to be security footage of an underground bunker, appearing as a young teenager.
"The Swallowed Tail" source also identifies O5-1 as "Aaron Siegel", describing him as a white male, apparently in his mid-30s. Concurs with previous descriptions of O5-1 as a Cornell University Physicist and a founding member of the Foundation. Claims that O5-1 has become less active within the Foundation over time, rarely (if ever) leaving Overwatch Command (location unknown). Rumored to be deceased, but still votes in council meetings. Possibly the same individual as another O5-1, the "Man with the Infinity Gun".
O5-2 is usually reported to possess certain… unique anomalous traits. As you will see from the following reports, there is an odd sort of consistency in between the vast contradictions. Consistency is unusual for O5 member reports. Possible sign of a disinformation campaign… or a very strange truth. Perhaps I know which, but I could not tell you.
O5-2: "The Gardener".
Female. European descent. American origin. Appears to be 80+ years old. Actual age unknown. No unusual appearance, but rarely seen without a shawl, gloves and hat.
O5-2 is apparently a second version of Foundation Director Dr. Sophia Light, a holdover from an erased timeline (she seems to have had a hand in this erasure). She is very different from the current Sophia Light, Director of Site-41, who is unaware of her alternate's status or identity. Considered extremely dangerous, even compared to the other O5s. Known for making tough, pragmatic decisions, but also said to have a grandmotherly attitude and appearance.
Promotes research of SCP objects and the anomalous in general. Has consistently stuck to this despite regularly shifting Foundation attitudes towards containment versus research. Pushed for a reasonable degree of anomalous object cross-testing. Implemented higher standards of non-SCP anomalous item categorization by the Foundation. Strong believer in pragmatic research (or theoretical research that leads to pragmatic work), believing this to be most beneficial to the Foundation in the long run. Wishes to deconstruct the anomalous so that the Foundation understands it.
Rarely seen in public. According to some sources, she's always accompanied by an elderly man - may also be an alternate version of a current Foundation employee?
Maintains several SCP objects considered key to O5 Command, notably SCP-006.
O5-3 Variable gender. Unknown descent (apparently). Unknown origin. Never seen in person; communicates via computer terminal. Variable appearance, usually long-haired, wearing glasses, and wearing some form of "alternative" fashion that has varied by the decade, typically including earrings and sometimes piercings.
Sometimes presents as female, sometimes as male, sometimes non-binary/other. Never explains this. An informant suggested to me that it's a computer error; I find it hard to believe it's not on purpose.
Original identity unknown. Various intelligence reports claim that they are actually dead, and only exist in the computer matrices they created as an artificial intelligence. Excessively friendly in personality. Usually. A relatively active O5 member at certain Sites.
Assorted rumors hold that O5-3 is the brother of SCP-2772 (possible), and supposedly may have helped invent the Internet in the 1960's (unknown, but probably unlikely).
May have never been human - possibly an artificial intelligence referred to in Foundation documentation as the "All-seeing Eye".
"The Swallowed Tail" source connects "The Kid" with an image of dubious provenance depicting a Korean child, but regards this image with skepticism. True appearance of O5-3 unknown.
O5-3 is reportedly the head of the Foundation's Recordkeeping and Information Security Administration, managing all of the Foundation's digital records. Appears to be capable of predicting future events, including extranormal ones. Is this just a matter of having all of the data, or are anomalous means being used?
O5-4: "The Ambassador".
Male. Australian (Koori) descent. Canadian origin. Mid-40s. No unusual appearance. Assigned female at birth.
Former Foundation field agent. Many recorded sightings; unlike all other members of O5 Command, commonly interacts with agents or representatives of outside anomalous groups of interest.
He also works with the Administrator in a more traditional ambassador role, privately meeting with heads of state and high-tier organizations such as the Global Occult Coalition/United Nations to negotiate such matters as Foundation access to countries. Has a sizable staff of diplomats working under him.
Allegedly capable of traveling vast distances in an impossibly short time - apparently by foot. Surprisingly open about personal details, but the details of this ability are kept under wraps. O5-5: "Blackbird".
Male. European/Middle Eastern descent. American origin. Appears to be mid-40s; almost certainly older. Favors tweed suits, usually worn with a coat and a hat with a blackbird pin. Wears ties with birds. Blackbirds seem to be some sort of personal motif - unknown significance, if any.
Overly friendly and familiar in demeanor. Tends to be laid-back and jovial given the option. One of the more prominent O5s, relatively often seen in public. Little is known about his specific role, though he has been on the Council a long time.
An artist of some talent; known to sketch five blackbirds as a signature.
"The Swallowed Tail" source describes "Blackbird" as the head of the Department of Paranormal Organisation Review, which records and monitors the Foundation's "Groups of Interest". Also takes an interest in anomalies interacting with alternate realities. Subordinates report overhearing him talking to himself, and acting like different people at different times.
This individual seems to always occupy a prominent position within an organisation focused on the anomalous, even in realities in which he isn't a member of the Foundation. He can be bargained with, but do not underestimate him. He may well be the most dangerous member of the O5 Council.
O5-6: "Cowboy", or "The American".
Male. European descent. American origin. Mid-40s. Nearly always dresses in white suits with a white cowboy hat, and sometimes carries a white cane with a carved handle. Unknown significance, if any.
Former top Foundation field agent; other details of prior identity unknown (probable wipe). Focuses particularly on issues of Foundation security.
One of the O5s seen more often in public, often traveling with bodyguards.
"The Swallowed Tail" source indicates that "The American" was once known as Rufus King, a Union Brigadier General and Minister to the Papal States before joining the Foundation. Now serves as "Special Council to the Joint Chiefs of Staff", liaison between the Foundation and the Pentagon. Has authority just below (or just above?) that of the US President. Commands the Foundation's Department of Applied Influence (Private Army), alleged to have founded Mobile Task Force Alpha-1 "Red Right Hand". May have been involved in the creation of Mobile Task Force Omega-7 "Pandora's Box" at the behest of General Bowe, despite initial opposition to this project.
Prioritizes American interests. Arrogant, often overconfident. Skilled with a whip.
Appears to be in his mid-fifties, but for his military record to be true he'd have to be the oldest Council Member, with some way of extending his lifespan even before joining the Foundation. This is either a blatant fabrication by someone who couldn't even get the dates right, or worth looking into further.
O5-7: "Green".
Female. South Asian descent. Unknown origin. Appears to be mid-40s; almost certainly older. Somewhat overweight. Nearly always dresses in various shades of green clothing. Unknown significance, if any.
One of the longer-term members of the O5 Council. Described as not especially morally scrupulous with her power, although with her heart in the right place, or at least near the right place. A master tactician, charismatic and dangerous.
Does not often appear in public, and often works through intermediaries at first; a believer in private meetings over public speeches. Some sources suggest that she has a layer of minor antimemetic cloaking that obscures memories of her and her body doubles' physical appearances. Generally friendly in demeanor in personal interactions, right up until she's not.
Possibly an ex-university professor (surprisingly). Has implemented a number of training programs in various areas across the Foundation, such as the math-centric educational initiative Project Athena.
Also notable for "adopting" Dr. Alto Clef and approving a number of his experimental (and sometimes unnecessarily dangerous) projects.
Takes an active interest in Foundation personnel; often plays a role in recruiting O5 Council general staff. Also plays an active role in the development of experimental and even anomalous weaponry.
"The Swallowed Tail" source identifies a somewhat similar O5-7. "Green" or "Flytrap" is described as a woman of British/German ancestry, appearing to be in her early fifties. Nickname comes from her green pantsuits.
Believed to have had a long career within the Foundation before being voted onto the council, possibly as the first replacement of an original council member. Ruthlessly pursues her (unknown) goals, de facto leader of the O5 Council as long as O5-1 does not exercise veto power. Her appearances are a source of dread for those outside of the Foundation, who describe her as "The Devil" or "The Spider". Despite her reputation, she does not appear to possess any anomalous abilities.
O5-8: "The Newbie", or "The Lesser".
Male. European descent. American origin. Mid-30s. No unusual appearance.
A former Foundation Site Director; a recent elevation to the O5 Council (between 6 and 9 years as of 2014).
One of his first actions as an O5 Council member was to approve of Dr. Kondraki's plan to neutralize the former SCP-083. This plan resulted in the breaching of multiple SCP objects, including Kondraki deliberately breaching SCP-682, and in the near destruction of Site-19. This incident appears to have led to the O5-ordered assassination of Kondraki by Dr. Gears.
Though he was not removed from the O5 Council over this, O5-8 never recovered, and is now much more cautious. Still shaken from the fallout of the incident, he continues to rely on support staff to accomplish all of his duties — including the hiring and replacing of support staff.
Thus far, O5-8 has avoided further serious incidents, but rumor has it that the situation with his current crop of staff is unstable and likely to cause further "mistakes".
Possibly assassinated. Has not appeared in public for some time.
"The Swallowed Tail" source claims that the title of "The Lesser" refers to the American industrialist Baron Leeman Hoadley, much diminished in influence following the death of his brother and the loss of his vast fortune. Recent physical descriptions are hard to come by, since he rarely leaves his personal estate - apparently out of fear of the other Council members. Reportedly obsessed with self-modification through the use of anomalous items, current capabilities unknown.
O5-9: "The Outsider", or "The Ordinary."
Female. European/Pacific Islander descent. New Zealand origin. Appearance consistent with recorded age of 53. Carries a walking stick with jade inlays; item's purpose unclear, whether occult or practical.
O5-9 is one of the most unusual O5s, for an oddly mundane reason: she appears to have been inducted directly into the O5 Council from the public sector.
The reason for her recruitment is unknown, given her complete lack of previous Foundation experience. Formerly Donna Whetu Taylor, a noted geologist, she was inducted shortly after retracting a major publication and resigning in scandal. Stated reason for the retraction was scientific misconduct including fabrication of data, but the scandal was more likely a Foundation cover-up: the few available fragments of the retracted publication suggest that Taylor had discovered several geological and geophysical anomalies, and was developing a general theory of their function.
Strong advocate for research of anomalous phenomena, including those with SCP designations; possible ally of O5-2 ("The Gardener"). Apparently partially responsible for allowing the recent dramatic expansion of the Foundation's classified technical journals (a project apparently spearheaded by Regional Director Katherine McTiriss, if rumor is correct). Goals appear to include the development of a general explanatory theory for anomalous phenomena.
O5-9's unusual circumstances have led to a large number of contradictory reports. As far as I can tell, she replaced or superseded a prior O5-9 ("Misfortune").
It's said her appointment barely passed, with a Council vote of 7 to 6. At least three votes swung to her side at the last moment. Evidence of tension within Overwatch?
Of note: Many sources claim that O5-9 is personally close with O5-10 ("The Archivist"), but "The Swallowed Tail" source claims extreme antagonism. It's doubtful this is a coincidence. The two are intertwined, one way or another. I wouldn't doubt that both claims are true, because both were involved in a certain incident which would be unwise for us to discuss in this forum. One might say I recommend drawing zero conclusions.
O5-10: "The Archivist".
Female. African/European descent. American origin. Appears to be mid-40s. Tends to wear grey striped suits.
O5-10 plays the role of archivist and record-keeper. She acts as custodian of the records of previous iterations of the planet and associated timelines.
These records show how many times Earth (or the timeline associated with Earth) has been severely damaged and "reset", and how many "resets" the Foundation has allowed, or stopped. Additionally, O5-10's records include the full number of K-Class events that the Foundation has ever been aware of (including some information passed from prior timelines). Most of the O5 Council does not have access to this information, and only O5-10 has access to all of it.
O5-10 inherited her role from a prior O5-10, and therefore has been an O5 Council member for several years. However, she has only recently become publicly active within the Foundation. She has "adopted" a number of newer researchers, and taken special interest in SCP-1985 and similar SCP items related to major K-Class scenarios.
Accompanied by an assistant/decoy, referred to only as "Salt".
"The Archivist" may have access to the Wanderer's Library, and be capable of "magic", learnt from Library books.
"The Swallowed Tail" source identifies an O5-10 with a wildly different appearance, history, and personality, but otherwise fitting the same role. This version of "The Archivist" is described as a woman of European descent, a former school teacher with near-perfect recall. Allegedly bloodthirsty, paranoid, and obsessed with knowledge and power.
The variant report claims the Wanderer's Library considers her an abomination, but cannot stop her from coming and going. (I should warn the reader to be suspicious of any sources that claim to know the goals and mentality of the Library, including when it's one of us updating this dossier.) While this report shows unusual signs of disinformation, it can't be dismissed. What truth lies here? What truth is being hidden?
O5-11: "The Mailman".
Male. European descent. Eastern European origin. 80+. No unusual appearance.
Origin of nickname uncertain; possibly an actual mailman before appointment to the council. Nickname is in common use; staff often joke about him "going postal", but admit he is one of the most even-tempered and kind people they've ever met. Grandfatherly in demeanor.
O5-11's most well-known role is to sign off on Termination Orders of Class D personnel, versus approving their transfer to another Site. Whether all Class D are terminated at Sites due to anomalous exposure, or merely transferred to another site, O5-11 makes the final decision.
Confirmed to have held at least one other O5 number, though the number itself is unknown. May be an indication of a standard number changeover process, or perhaps of unknown internal political maneuvering
O5-12 Male. African descent. African origin. Appears to be mid-40s; almost certainly older. Large-bodied. Dresses in expensive tailored clothing and jewelry. Wears dark glasses, possibly to hide his eyes.
O5-12 plays the role of accountant for the Overseer Council. A mathematical genius; ensures all the Foundation's numbers add up. Has access to certain data that no other Foundation member does, for this purpose.
Precise, calm, practical. A strong believer in order. Every part of his daily route, and indeed every action he takes, right down to his drinking habit, is strictly scheduled.
"The Swallowed Tail" source presents an alternate but still somewhat consistent picture of this O5-12. Not an original Council member, "Omar Alawe" was promoted following the death of the previous O5-12. His mathematical ability allows him to see correlations invisible to everyone else - not quite precognition, but may as well be. Some of the background is misinformation (likely including the photo — though I can't be sure, for obvious reasons), but trying to verify this information led down some interesting paths.
O5-13: "Nameless Entity".
Gender-fluid. Unknown descent, origin, age. Highly variable appearance.
Per these reports, the "Tiebreaker" reports are accurate. However, O5-13 does exist, despite their vote not being held by themselves most of the time.
This person's name is not known (I am investigating further on this), and reports sometimes obliquely refer to them as a nameless entity. These reports indicate drastic shifts in appearance, race, and gender, and heavily reference associated perception alteration and potential literal shapeshifting.
This O5-13 is said to rarely exercise the right to vote in Council discussions except in pivotal decisions. Said to have some foreknowledge of the future which also constrains their actions. Like certain other O5 reports, said to dwell in a hidden eldritch location, accessible only through certain esoteric methods.
The Administrator's role within the SCP Foundation is often nebulous, but they always seem to have played a role in the organisation's founding, and are credited with writing the Mission Statement. Consistently associated with SCP-262. These things, at least, seem to be true, at least assuming the Administrator exists.
If reports are to be believed, each Administrator has had some anomalous traits which may be a factor of the position, including partial protection from reality shifts and extremely slow aging. Some reports even indicate that "the Administrator" is an anomalous entity contained by the Foundation.
The Administrator's position in relation to O5 Command is unclear. The Administrator may hold a position similar to an O5 Council member, and may be less powerful or more powerful depending on the situation and time. Because of all this, the Administrator often comes off seeming like a wild card, albeit a rather calm wild card.
There may have been multiple Administrators throughout the Foundation's history, but very few reports have indicated more than one at a time. Some reports claim that the Administrator has retired, others claim that the Administrator is deceased, and still others claim that "the Administrator" was only ever an alias used by another member of the O5 Council, possibly O5-1.
Administrator: "The Official".
Male. European descent. American origin. Verified post-human lifespan; reported as appearing between mid-30s and mid-50s. No unusual appearance.
Note: This version of the Administrator has been repeatedly confirmed as a false front, used as a cover for one or more of the Foundation's actual Administrators. May still be worth looking into further.
Deliberately over-the-top reputation. Lack of aging made relatively public by way of universally repeated rumor. Associates with numerous major heads of government, representing Foundation interests to them. Said (rather insultingly) to have "a penchant for suits, fine liquors and loose women". An example from a typical report:
He has been friendly with people of many political stances and is generally well liked if not respected. When he does become angered, even heads of state are quick to appease him and commonly offer sincere apologies.
Usually said to have a number of over-the-top traits, such as never bringing his hands more than a few inches apart, and ordinarily being slow and sluggish and then displaying amazing feats of strength.
The global occult Coalition is dedicated to detaining some anomalies to assist them in the termination of other anomalies. The Global Occult Coalition works for the government and sees anomalies as hostile and that they need to die.
The chaos insurgency, scp foundation, and global occult coaliton are all rivals.
The Global Occult Coalition Strike Team 0001 "Alpha": The first Coalition Strike Team, formed of former SS and Ahnenerbe operatives defecting to the Coalition. Strike Teams 0985 "Obsidian Axe": Possesses extensive experience in destroying and clearing red, yellow, and blue type entities. Participated in the 1998 "Habynos Wraith Incident" and the Second Arcane Wizard War led by High Mage Kabrita in 2002. Strike Team 1121 "Noble Phantom" "Agent Madrigal": Helped to edit and write the latest edition of the informal handbooks issued to GOC operatives. Task Force Mission: Mobile Task Force Alpha-1 is a task force that reports directly to the O5 Council and is used in situations that require the strictest operational security. The task force consists of the Foundation's best and most loyal operatives, and serves as the O5 Council's special operations unit. Further information regarding MTF Alpha-1 is classified Level 5.
Task Force Mission: Mobile Task Force Rēsh-1 reports directly to the Administrator, serving as a counterpart to MTF Alpha-1 to keep the power of the O5 Council in check.

They are a special ops force deployed to Foundation Sites when standard protocols fail and multiple breaches are imminent. As such, most of their operations are classified.
The Ethics Committee is a part of the foundation dedicated to ensuring that the Foundation does not get too harsh, they know everything that the Foundation has done. And those who are unethical will be given reprimands which will be noted on their permanent record. Or their pay will be cut, or they will be demoted, or they will be transferred to another project.
Or they will be shot for crimes against humanity.
Task Force Mission: Mobile Task Force Omega-1 are empowered to remove or execute high-ranking Foundation personnel if they are determined to be acting unethically. Answers only to the Ethics Committee, as their counterpart to the O5 Command's "Red Right Hand".
The Veil of Secrecy has failed and North Korea is missing, The public is now aware of the Foundation, Coaliton, and insurgency and people are choosing sides quickly. The world has become chaotic as people protest outside the sites of the foundation, either taking their side or protesting against them.

It seems that the veil of secrecy the Foundation had been trying to maintain failed. North Korea was missing off the map and the Global Occult Coalition had revealed the existence of the foundation.
It wasn't a big deal at first
Not many people knew about it, until word of the Foundation's existence hit social media. And from there? It spread like wildfire, post after post until eventually the information reached the news. It was everywhere in the world, within a few days word of the "secret organization" had become the number one topic of the world.
Across millions of screens the information was being displayed all at once, Times Square was covered in posters, the Foundation logo flashing across several billboards aswell.
The public didn't take so kindly to this new information
Across various Foundation sites protestors rioted. Several guards maintained position outside simply observing the crowd with an exhausted expression. In some places it got so bad to the point where backup had to be called in.
Site-01 seemed to be the worst, as it was the site where the O-5 council and Administrator went for meetings. Outside people demanded answers, the crowd was so large and disruptive that a few members of the Alpha-1 had to stand outside to make sure nobody crossed the perimeter
Not everyone seemed to be against the Foundation, others welcomed the Foundation with open arms grateful that the Foundation was protecting them. Others were indifferent about it.
