   Anything that doesn't follow the rules of reality as we know them. Foundation term for the objects they contain and research. Generally defined as anything that cannot be explained by current scientific knowledge. See also paranormal and anahuman.

   An initialism for "Special Containment Procedures", and used informally as a short-form of "SCP article", as in, "I wrote three SCPs yesterday". SCP objects or entities are not formally referred to as "an SCP" or "the SCP" in-universe, although characters might do so informally, even using casual pronunciations like "scip" or "skip". Note that "SCP" is not an initialism for "Secure, Contain, Protect"; the motto of the Foundation is a backronym derived from "SCP".

   A secret organization that contains anomalous objects, entities, and phenomena through the creation of Special Containment Procedures. Usually just "The Foundation", only rarely referred to as the "SCP Foundation" in-universe.

   Mission Statement Operating clandestine and worldwide, the Foundation operates beyond jurisdiction, empowered and entrusted by every major national government with the task of containing anomalous objects, entities, and phenomena. Many of these anomalies pose a significant threat to global security by threatening either physical or psychological harm. All of them undermine the natural laws that the people of the world implicitly trust in.

   The Foundation maintains an extensive database of information regarding anomalies requiring Special Containment Procedures, commonly referred to as "SCPs". The primary database contains summaries of such anomalies and emergency procedures for maintaining or re-establishing safe containment in the case of a containment breach or other event.

   The Foundation operates to maintain normalcy, so that the worldwide civilian population can live and go on with their daily lives without fear, mistrust, or doubt in their personal beliefs, and to maintain human independence from extraterrestrial, extradimensional, and other extranormal influence.

   Our mission is three-fold:

   Secure The Foundation secures anomalies with the goal of preventing them from falling into the hands of civilian or rival agencies, through extensive observation and surveillance and by acting to intercept such anomalies at the earliest opportunity.

   Contain The Foundation contains anomalies with the goal of preventing their influence or effects from spreading, by either relocating, concealing, or dismantling such anomalies or by suppressing or preventing public dissemination of knowledge thereof.

   Protect The Foundation protects humanity from the effects of such anomalies as well as the anomalies themselves until such time that they are either fully understood or new theories of science can be devised based on their properties and behavior. The Foundation may also neutralize or destroy anomalies as an option of last resort, if they are determined to be too dangerous to be contained.

3. #3Agentselective

   Keys: Agent, Field Agent, special agent

   agent — An undercover Foundation field agent, typically capitalized when used as a title (e.g. Agent Smith). Note that not all field personnel employed by the Foundation are necessarily "agents" in this sense, nor do all such personnel have the title "Agent". See also: containment team, response team, Mobile Task Force, and researcher. Field agents are the eyes and ears of the Foundation, personnel trained to look for and investigate signs of anomalous activity, often undercover with local or regional law enforcement or embedded in local services such as emergency medical services and regulatory organizations. As undercover units, field agents are typically not equipped to deal with confirmed cases of anomalous activity; once such an incident has been confirmed and isolated, field agents will typically call for assistance from the nearest field containment team with the means to safely secure and contain such anomalies.

   Term used when an SCP escapes containment. Could involve physically breaking out of a containment chamber, could also mean spread of knowledge about it outside of the Foundation.

   containment chamber — A room dedicated to the containment of an SCP object.

6. #6Containment Teamselective

   Keys: Containment team

   containment team — Field personnel specializing in recovering or retrieving anomalous objects or entities. Members may or may not be field agents as well, but usually have a different title, such as "Containment Specialist". See also agent, response team.

7. #7D-Classselective

   Keys: Class D, Class-D, D Class, D's, D-Class

   Foundation employees deemed expendable if necessary for testing or containment. Class D personnel are expendable personnel used to handle extremely hazardous anomalies and are not allowed to come into contact with Class A or Class B personnel. Class D personnel are typically drawn worldwide from the ranks of prison inmates convicted of violent crimes, especially those on death row. In times of duress, Protocol 12 may be enacted, which allows recruitment from other sources — such as political prisoners, refugee populations, and other civilian sources — that can be transferred into Foundation custody under plausibly deniable circumstances. Class D personnel are to be given regular mandatory psychiatric evaluations and are to be administered an amnestic of at least Class B strength or terminated at the end of the month at the discretion of on-site security or medical staff. In the event of a catastrophic site event, Class D personnel are to be terminated immediately except as deemed necessary by on-site security personnel.

8. #8Departmentsselective

   department — Organisations within the Foundation that specialize in a specific task, discipline or field.

9. #9O5 Councilselective

   Keys: Council, overseer, O5 Council, O5, overseers

   The O5 Council, also known as the Council of Overseers or Overwatch Command, is the highest authority within the SCP Foundation. The Council members have Level 5 Security Clearance, giving them unredacted access to the entire SCP database.

   While uninvolved in routine matters and deliberately separated from any contact with the anomalous, when O5 Council members do choose to intervene, their word is final. The exact number, identities, and roles of the O5 Council members is strictly classified. short for the "Council of Observers, Level 5" or the "Overseer Level 5 Council". The highest authority in the Foundation, a council of 12 or 13 individuals who have the power to authorize or veto any action taken by the Foundation as a whole. O5 Council members are only known by their numbers (O5-1 through O5-13), are rarely involved in day-to-day Foundation activities, and are typically not allowed to contact any SCP objects directly for fear of contamination. Note that it's a capital letter "o", not the number zero.

10. #10Ethics Committeeselective

    While the O5 Council decides what is safe, the Ethics Committee determines what is ethical. Although the Foundation takes a pragmatic approach to moral quandaries, the Ethics Committee ensures that only necessary sacrifices are made and that the most ethical option is always chosen. Foundation personnel should be aware that the Ethics Committee is observing, evaluating, and passing judgement. The Ethics Committee is often considered to be a joke, as they have little to no say in what actually happens.

11. #11Recordkeeping and Information Security Administrationselective

    The Recordkeeping and Information Security Administration (RAISA) is responsible for keeping the Foundation database secure and intact. RAISA controls access to classified information, deciding what to redact and what to reveal. RAISA also maintains backups of the SCP database, protects documents against intrusion and infiltration, and monitors inconsistencies in Foundation files to discern whether the cause is mundane or anomalous.

    Foundation employees may encounter notes from RAISA appended to SCP documentation, often signed by RAISA Director Maria Jones and providing context for the information that follows.

12. #12Alchemy Departmentselective

    The Alchemy Division of the Foundation's Department of Science is often dismissed as a relic or a curiosity by their colleagues in more mainstream disciplines. However, alchemy is not simply a primitive form of science. Alchemy is the field of study specialising in the manipulation of the Aetheric forces that form the basic elements of reality. When conventional science fails to explain an anomaly, it may be time to consult an Alchemist.

13. #13Anomalous Entity Engagement Divisionselective

    Keys: AEED, Anomalous Entity Engagement Division

    The Anomalous Entity Engagement Division (AEED) specializes in the humanization of the containment process and to establish a mutual bond between personnel and anomalies. The AEED aims to create a safe environment where both parties are treated as equals, frequently conducting a number of recreational activities and the like to further strengthen the relationship between them.

    Site-169 serves as the department's headquarters, where anomalies are free to roam and interact with other people regardless of position. While the AEED is smaller compared to other divisions, it has had a positive impact on facilities integrating their staff. Though, it might take some time until a great majority of them welcomes them with open arms.

14. #14Artificial Intelligence Applications Divisionselective

    Keys: AIAD, Artificial Intelligence Applications Division

    The Artificial Intelligence Applications Division (AIAD) of the Foundation's IT Department was created to develop, study, and utilise Artificial Intelligence. This includes containing or neutralising anomalous artificial intelligences, as well as creating Foundation-Aligned Artificially Intelligent Conscripts (.aic) to run Foundation Facilities and be deployed on field missions in digital space.

15. #15Cryptozoology Divisionselective

    Initially created as a coalition between the Department of Parazoology and the Department of Mythology and Folkloristics, the Cryptozoology Division handles all cryptid-related anomalies that have fallen into the Foundation’s hands. With its primary HQ based in Site-44, the Division carries out field research, lab testing and containment of parafauna that have already become prevalent in their local area.

16. #16Decommissioning Departmentselective

    Keys: Decommissioning Department

    Although the focus of the Foundation is on containment rather than destruction, there are anomalies that are too dangerous, unpredictable, or resource-intensive to be safely contained. When all else fails, the last resort is the Decommissioning Department.

    This Department reviews petitions to intentionally terminate anomalous objects, approving only those proposals deemed necessary and viable. The Decommissioning Department also provides expert advice on the most efficient ways to decommission anomalies, utilising humane methods while minimising collateral damage.

17. #17Emergent Threat Tactical Response Authorityselective

    One of the Foundation's newer Departments, the Emergent Threat Tactical Response Authority (ETTRA) specialises in identifying and responding to threats, coordinating emergency responses to events affecting multiple Foundation sites, or even the entire world. ETTRA is also involved in pre-emptive operations, resolving previously overlooked problems through the innovative use of anomalous assets.

    The Fire Suppression Department is always looking for new recruits capable of fostering a safe and supportive working environment within Foundation Facilities.

    The Department of Miscommunications (DoMC) specialises in anomalies that manipulate language or communication in ways that make them difficult to accurately describe and contain. Existing at the convergence of memetics, antimemetics, linguistics, and metaphysics, the Department has the unenviable task of writing Special Containment Procedures for some of the Foundation's most perplexing anomalies.

    Founded in 1979, the Department of Procurement and Liquidation exists to facilitate the purchase and disposal of anomalous objects and non-human entities through legitimate or semi-legitimate means. Although focusing on the acquisition, storage and (when appropriate) utilisation or destruction of anomalous items, the Department is also involved in the hostile takeover of corporations and financial institutions with connections to the anomalous.

    Operating internationally, the Department is headquartered in Site-106 in Miami, Florida.

    director — The head of a Foundation Facility or Department. Typically capitalised when used as a title (e.g. Director Jones).

    Disruption Class — Part of the Anomaly Classification System, the Disruption Class refers to an anomaly's ability to disturb the status quo or break the Veil if uncontained. In ascending order, these are Dark, Vlam, Keneq, Ekhi and Amida.

    Groups of Interest (GoI) — A Group of Interest is an organsiation other than the Foundation that is aware of the anomalous. — A Group of Interest is an organsiation other than the Foundation that is aware of the anomalous.

    Keys: MTF, Mobile Task Force

    Mobile Task Force — A Mobile Task Force (or MTF for short) is a highly-trained and specialized team that is deployed to various locations as needed to deal with specialized threats or conditions. Mobile Task Forces are designated by a Greek letter and a number (e.g. "MTF Alpha-7", "MTF Omega-15") and may have a nickname attached, similar to many real-life military units. MTFs are the elite personnel of the Foundation, and run the gamut from highly experienced field researchers to combat-hardened troops

25. #25Researcherselective

    Keys: Doctor, Scientist, Researcher

    researcher — A broad term for anyone involved in research and development at the Foundation - they may be referred to as a Researcher, Technician, Doctor or Professor, depending on their qualifications and specialty. Researchers can be involved in anything from figuring out how an anomalous object or entity functions to developing better materials and containment procedures. Field researchers may also accompany containment teams to assess the nature of uncontained anomalies.

    response team — A heavily armed team trained to deal with security or containment breaches, typically at a secure Foundation site. Response team members are also sent into the field to escort containment teams when dealing with highly hostile or dangerous objects or entities, or when enemy Groups of Interest are involved.

    Risk Class — Part of the Anomaly Classification System, the Risk Class refers to the severity of an anomaly's effects on an individual person, and how easily one can recover from it. In ascending order, these are Notice, Caution, Warning, Danger and Critical.

    Security Clearance Level — Specifies the information that a Foundation employee is authorized to know, ranging from 1 (very limited) to 5 (beyond top secret).

    Site — A type of Foundation Facility disguised behind a mundane front (e.g. as a corporation or government office).

    Threat Level — A complimentary system to the object classes, assigning each anomaly a color code based on the danger it would pose if containment was breached. The threat levels, in ascending order, are White, Blue, Green, Yellow, Orange, Red and Black.

    The Veil — A term referring to the separation of the anomalous and the people aware of it from the rest of the world. Actively maintained by Normalcy Organisations like the Foundation that conceal anomalies.

32. #32Safeselective

    Safe-class SCPs are anomalies that are easily and safely contained. This is often due to the fact that the Foundation has researched the SCP well enough that containment does not require significant resources or that the anomalies require a specific and conscious activation or trigger. Classifying an SCP as Safe, however, does not mean that handling or activating it does not pose a threat.

    Keys: Euclid

    Euclid-class SCPs are anomalies that require more resources to contain completely or where containment isn't always reliable. Usually this is because the SCP is insufficiently understood or inherently unpredictable. Euclid is the Object Class with the greatest scope, and it's usually a safe bet that an SCP will be this class if it doesn't easily fall into any of the other standard Object Classes.

    As a note, any SCP that's autonomous or sapient is generally classified as Euclid, due to the inherent unpredictability of an object that can act or think on its own.

    Keys: Keter

    Keter-class SCPs are anomalies that are exceedingly difficult to contain consistently or reliably, with containment procedures often being extensive and complex. The Foundation often can't contain these SCPs well due to not having a solid understanding of the anomaly, or lacking the technology to properly contain or counter it. A Keter SCP does not mean the SCP is dangerous, just that it is simply very difficult or costly to contain.

    Thaumiel-class SCPs are anomalies that the Foundation specifically uses to contain other SCPs. Even the mere existence of Thaumiel-class objects is classified at the highest levels of the Foundation, and their locations, functions, and current status are known to few Foundation personnel outside of the O5 Council.

    Neutralized SCPs are anomalies that are no longer anomalous, either through having been intentionally or accidentally destroyed or disabled.

    Decommissioned SCPs are anomalies that have been intentionally destroyed or stripped of their anomalous properties by the SCP Foundation. As the Foundation usually tries to contain rather than neutralize anomalous objects, this object class is only used when it is not possible to fully contain an anomaly, or when excessive expenditure of resources is required to keep an anomaly in containment. To avoid any unnecessary losses, decommissioning anomalies requires authorization from a higher authority, such as the O5 Council, the Ethics Committee, or the Decommissioning Department.

    Apollyon-class SCPs are anomalies that cannot be contained, are expected to breach containment imminently, or some other similar scenario. Such anomalies are usually associated with world-ending threats or a K-Class Scenario of some kind and require a massive effort from the Foundation to deal with.

    Archon-class SCPs are anomalies that could theoretically be contained but are best left uncontained for some reason. Archon SCPs may be a part of consensus reality that is difficult to fully contain or may have adverse effects if put into containment. These SCPs are not uncontainable—the defining feature of the class is that the Foundation chooses to not put the anomaly into containment.

    The Locked Box Test is an informal guideline used to determine an object's most appropriate Object Class. It goes like this:

    If you lock it in a box, leave it alone, and nothing bad will happen, then it's probably Safe. If you lock it in a box, leave it alone, and you're not entirely sure what will happen, then it's probably Euclid. If you lock it in a box, leave it alone, and it easily escapes, then it's probably Keter. If it is the box, then it's probably Thaumiel. Extending the analogy to other Object Classes:

    If it used to need a box, but no longer does, it's Neutralized. If this is because of a deliberate decision by the Foundation, it was probably Decomissioned. If you can't fit it in a box and it's about to end the world, then it's probably Apollyon. If you could have locked it in a box but chose not to, then it's probably Archon. If it turns out it never needed a box in the first place, it's probably Explained.

    Level 0 security clearances are given to non-essential personnel with no need to access information regarding anomalous objects or entities in Foundation containment. Level 0 access is typically held by personnel in non-secured clerical, logistics, or janitorial positions at facilities with no access to operational data.

    Level 1 security clearances are given to personnel working in proximity to but with no direct, indirect, or informational access to anomalous objects or entities in containment. Level 1 security clearances are typically granted to personnel working in clerical, logistics, or janitorial positions at facilities with containment capability or otherwise must handle sensitive information.

    Level 2 security clearances are given to security and research personnel that require direct access to information regarding anomalous objects and entities in containment. Most research staff, field agents, and containment specialists hold a Level 2 security clearance.

    Level 3 security clearances are given to senior security and research personnel that require in-depth data regarding the source, recovery circumstances, and long-term planning for anomalous objects and entities in containment. Most senior research staff, project managers, security officers, response team members, and Mobile Task Force operatives hold a Level 3 security clearance.

    Level 4 security clearances are given to senior administration that require access to site-wide and/or regional intelligence as well as long-term strategic data regarding Foundation operations and research projects. Level 4 security clearances are typically only held by Site Directors, Security Directors, or Mobile Task Force Commanders.

    Level 5 security clearances are given to the highest-ranking administrative personnel within the Foundation and grant effectively unlimited access to all strategic and otherwise sensitive data. Level 5 security clearances are typically only granted to O5 Council members and selected staff.

    Classifications are assigned to personnel based on their proximity to potentially dangerous anomalous objects, entities, or phenomena.

    Class A personnel are those deemed essential to Foundation strategic operations, and are not allowed direct access to anomalies under any circumstances. When circumstances require Class A personnel to be in direct proximity to such anomalies (such as in the case of facilities housing containment units), Class A personnel are not allowed access to the areas of the facility containing such anomalies and are to be kept in secured areas at all times. In the case of an emergency, Class A personnel are to be immediately evacuated to a designated and secure off-site location. O5 Council members are always Class A personnel.

    Keys: Class B, B Class, B-Class, Class-B

    Class B personnel are those deemed essential to local Foundation operations, and may only be granted access to objects, entities, and anomalies that have passed quarantine and have been cleared of any potential mind-affecting effects or memetic agents. In the event of a containment breach or hostile action against a Foundation facility, Class B personnel are to be evacuated to a designated, secure off-site location as soon as possible.

50. #50Class Cselective

    Keys: C Class, Class-C, C-Class, Class C

    Class C personnel are personnel with direct access to most anomalies not deemed strictly hostile or dangerous. Class C personnel that have had direct contact with potentially mind-affecting or memetic properties may be subject to mandatory quarantine and psychiatric evaluation as deemed necessary by security personnel. In the event of a containment breach or hostile action against a Foundation facility, non-combatant Class C personnel are to either report to secure lock-down areas or evacuated at the discretion of on-site security personnel in the case of a site-wide breach or other catastrophic event.
