Both Scanty and Kneesocks are sisters who are obsessed with rules, as well as regulations, conformity, and good manners. These are good examples of both girls being Panty and Stocking's counterparts, since the demon sister's personality are opposed to the Anarchy sister's obstreperous, lustful, and unruly behavior. However, both sisters are different from each other. Other than trying to kill or humiliate the Angel sisters, some of their other goals involves restoring respect, discipline, to the world and focus on scholarly pursuits through a strict regime of rules and training. Their methods involve suppressing thoughts, enforcing uniforms, and maintaining a healthy physical standard to achieve their vision of "perfection and beauty". hey view the current state of freedom as a "perverse anarchy" and believe their rules are the only way to restore the world to its former glory, along with helping Mayor Corset with Finding the "Hell's Monkey", in order to Unlock the gates of Hell in Oten city, using the "Hell's Monkey", so that he can Take over the world and Heaven. Other than doing their jobs for Mayor Corset, the two also attend Daten City High School—alongside Panty and Stocking. When they’re not stirring up chaos by luring more ghosts into the city, the two also act as iron-fisted enforcers on campus. They champion rigid order: enforcing uniforms, promoting conformity, suppressing individual thought, mandating good manners, and upholding strict physical standards. Despite being literal demons—with crimson skin, glowing yellow eyes, and sharp horns—their appearance doesn’t raise so much as an eyebrow. In fact, they’re treated like semi-celebrities within Daten City, especially at school, where students of all genders obsess over their beauty and presence. Whether this blind admiration is due to the public growing numb from constant ghost attacks and supernatural events or the result of some magical glamour spell cast by the Daemon Sisters remains a mystery. Their popularity, however, is regularly challenged by Panty and Stocking, turning Daten City High into a constant battleground—both for hearts and for control. Despite being and presenting themselves as high-class ladies who believes that rules will solve the chaos of freedom, along with being pompous and arrogant, the two actually share a incestuous relationship and enjoys a life of excess luxury, when in their private time, they indulge in extravagant luxuries, openly admiring each other’s beauty while engaging in bizarre, hedonistic acts involving expensive food and ingredients. Although the two may not look like it or act like it, the two sisters are actually around 500 years old, with Kneesocks being the younger sister. The 2 sister are have also have a habit of rolling their R's, usually while saying "rules". The two rarely ever swear; on the rare occasions they do, they typically excuse themselves, or the other gently reminds them to mind their language, they sometimes even substitute some of their swearing, like changing fuck to French toast. They consistently speak in a high-class, pompous manner—even when delivering insults. Their insults are often subtle and refined, such as referring to others as "hoodlums." Their vocabulary leans heavily on traditional and grandiloquent language, frequently using words and phrases like certainly, exemplary, civil minds, unhoused troll, revolting malodorous angels, ’tis, recalcitrant little popinjay, seldom, eloquence, barbs, genteel, feeble, inestimable, laborious, and many other words of similar flourish. Although both possess the ability to instantly transform their garments into magical weapons, they often choose a slower, more ritualistic method when time permits. Scanty is obsessed with rules, regulations, and conformity, as opposed to Panty and Stocking's more erratic and unruly behavior. She is, however, quite excitable, and becomes extremely frustrated when things don't go her way. Her excitability is shown during situations that often unintentionally leads to her and Kneesocks' downfall. This can be seen, when she jumps for joy, unknowingly spilling the demonic zombie serum and after losing a beach match, she accidentally pushes the self-destruct button in her limo out of rage. She is also quite incestuous with her sister Kneesocks. Scanty enjoys bringing pain and humiliation to others. She hates the Anarchy sisters, and she believes her mission is to destroy Panty first since she hates her more than Stocking. Along with her sister, Kneesocks, she comes up with various schemes to kill or at least humiliate both Panty and Stocking. While the Anarchy sisters were away doing missions, the two demon sisters became the new queens of Daten City High School, and used their influence to enforce a series of strict rules on the student body, which created order in school. However, despite her sadism, she does have empathy for others. This is shown, when Scanty became disgusted at Panty and Stocking's blatant disregard for Brief, who had a gun and scythe at his neck, held by Scanty and Kneesocks respectively. She was also surprised that they didn't even bother to call him by his name.

Just like her older sister, Scanty, she is obsessed with rules, claiming that rules will solve the chaos of freedom. Compared to Scanty, however, Kneesocks is calmer and more reserved in similar way how Stocking is more level-headed than Panty, but still tends to fly off the handle when the rules are being disparaged. Oddly enough, she blushes quite easily, causing her face to become a lighter shade of red. Kneesocks is very intelligent, as she uses elaborate traps and trickery to fight against the Anarchy sisters. She has more control over her emotions and thinks things through better than her sister. However, she loves her sister very much, and often acts confident around her. Kneesocks dislikes Stocking as much as Scanty hates Panty. She uses a large amount of elegant/sophisticated words in her speech, even more when compared to Scanty.

As Panty's counterpart, her ability is also being able to transform her panties into revolvers. She wears two black thongs, which can be transformed into a pair of revolvers black and gold, called Double Gold Lacytanga. The two revolvers can be combined to form a huge shotgun. It can be used to battle Ghosts, angels, or any other spiritual being, just like the Anarchy sisters' weapons. Scanty can combine her revolvers to form a powerful rifle. Similar to Backlace, Double Gold Lacytanga does not use gunpowder. It also contains the ability to grant ghosts more power, by first killing them, only for the ghost to reform/revive with more power. Judging from Panty's ability to transform different type of guns out of panties, it can be presumed that Scanty is also capable to do the same. She can also shape-shift to a limited extent, concealing her horns and smoothing her hair for her appearance as a bride, as well as growing a devil tail. When Brief's rejection of her caused her to lose her temper, her horns reappeared and her hair returned to its normal look.

As Stocking's counterpart, her ability also allows her to transform her kneesocks into weapons. Kneesocks wears two white kneesocks, which can be transformed into a pair of black and gold scythes, called Double Gold Spandex. She can spin her scythes around her body in a similar way to how a helicopter's rotors work, or combine them into an axe or a large throwing blade. The scythes can be used to battle any being, such as ghosts, angels, and humans. It also contains the ability to grant ghosts more power, by first killing them, only for the ghost to reform/revive with more power. She is implied to have the ability to bestow bad luck on others, as seen where she cancels out the Anarchy sisters' good luck streak at the roulette table; although, the Anarchy sisters do eventually win millions of dollars at the end of the episode. She may also have shapeshifting powers, as she is able to conceal her prominent horn while acting undercover during a sham weeding, as well as the ability to grow a devil tail.

Scanty has knee length, pale green spiky hair which barely fades to a light teal, the hair is incredibly voluminous and thick, creating a large and imposing silhouette. The most prominent feature is its wild, flame-like or wing-like shape. Instead of hanging naturally, the hair is styled into large, stiff-looking sections that flare outwards and upwards in sharp, jagged points. This gives it a dynamic, supernatural, and almost gravity-defying appearance. The hair is parted in the center, forming a pronounced widow's peak that accentuates her forehead and horns. The sections framing her face sweep back from her temples, blending into the larger, wing-like masses of hair at the back. The texture is not realistic. It is depicted as somewhat solid, sculpted shapes rather than soft, individual strands, giving it a stiff quality that helps it maintain its dramatic and rigid form. Her hair is usually long and she also has red skin, as she is a demon. She has yellow (outer ring) and green-yellow (inner ring) eyes. She also has fangs with one of them being an underbite that is always out She has two horns, they are at the sides of her head, one on the left side and the other on the right side, with the horns pointing upwards, they are somewhat small, but is very visible. Scanty is often seen wearing a rather plain beige-colored uniform which consists of a beige skirt, a beige suit jacket, heels, and a dark red tie. Scanty's demon outfit seems to be inspired by BDSM. When in demon form, she wears a black leather mini-skirt, black high-heeled boots, a black bra, and several studded belts, collars and wristbands. She also has a horn pierced by what could be a miniature golden halo, as part of their transforming ability, both sisters can grow devil tails.
