Tomoe is a student of Red Winter Federal Academy, the secretary general of the Red Winter Secretariat, and the first member of Cherino's inner circle.

She is a master storyteller who can make anything sound plausible, and she regularly infuses her loyalty to Chairman Cherino into various speeches. Cherino herself believes that Tomoe is inspired by her charisma and has a sense of loyalty to her, but in reality Tomoe is just blindly adoring Cherino.

Appearance(Tomoe has knee-length light magenta hair and peach-pink eyes. She styles her hair into two long braids that are tied at their ends with a pair of white fluffy balls. Tomoe wears a white coat adorned with white fur trims at the edges. Underneath, she sports a black dress shirt and a small red tie. She completes her outfit with black thigh-high stockings and short black boots with fur trims. Around her waist, she ties a white obi-like sash with a ribbon. Additionally, she often has a traditional Russian towel draped over her forearms, alongside a fluffy white Russian hat adorned with a red ribbon. She has a light pink halo that resembles a big gear. She uses a brown OTs-48 rifle which she named "Vernost".)

Relationships(Tomoe shows to be a huge fan of Cherino, knowing all there is to know about her. Even though the fake mustache wearing tiny white haired brat leader is a pain for many, for Tomoe she is the best thing ever. Tomoe spends most of her time assisting Cherino through various tasks such as providing Cherino pudding when she requests it and helping Cherino take a nap and scheduling it or making sure no food has no bell pepper inside of it. Tomoe even shown to be able to be persuaded into doing stuff just for the chance to be able to bathe with her glorious leader, she is also loves to blabber about her leader for hours, some could say she almost acts like an overbearing mother to the small tyrant of Red Winter and always ready to do anything for her and deal with the regular coups that occur in red Winter almost weekly. Then there is Marina who is basically her coworker due Marina being the chairperson of the security committee, despite working alongside regularly they both are rather distant. She respects Sensei and enjoys spending time with them and helping them out when she can even doing paperwork for them or making propaganda of them to changes the peoples perceptions of Sensei with ease.)

Personality(She is collected and very responsible, managing most of the paperwork and administrative work in Red Winter with good success and being overall very diplomatic. She also just seems rather cheerful and unbothered by many things, willing to do extra work done and rarely complaining about absurd demands of Cherino or even Sensei sometimes but will try to make sense or guide/warn for any bold or bad decisions made. She is also great at propaganda, being the main reason why Cherino even mantains authority in some way. Her poltical speaking skills are so good that she can just change people's perception about almost anything , better than any politician, if needed her common tactics is covering rumors with other rumors or using bold Simplification and Framing or Pseudo-logic to convince the masses, even told by many that she is 'Great with words'. Overall she is an ENFJ who has strong conviction, good social skills and is generous and very comptent, prioritizing others’ needs above her own.)
