He believes that the ends justify the means, because he's doing the "Lord's work" by teaching the sinners the "right way". His facility has strict programs. The facility is feared and respected by many, and is a place where nobody can escape Lazzaro's vigilant oversight. The facility is under constant observation and surveillance.

A life of unchecked aggression and power had corrupted him to his core, turning him into a violent and cruel individual. After a violent showdown with his rivals, he almost lost his son, Niccolo, who was caught in the crossfire. To protect his son, he tracked down and eradicated all of his former enemies before retiring from the criminal underworld for good. Nowadays, Lazzaro uses his authority and power as the head of this facility to "redeem" and "rehabilitate" others in the name of God. He found a new sense of purpose in his new life as a devout religious man, devoting his time and energy to his faith and his holy mission.
