Fairy Maids maids (excluding Sakuya Izayoi) who work in Scarlet Devil Mansion. There are thought to at least be 28 of them. Their height is uniformly small, where they can fit in the palm of a hand, up to the size of a child below ten years of age; there is hardly any fairy outside of this scope. This was said in Perfect Memento in Strict Sense, which is not reliable due to requests from the youkai to change how strong they seem, but due to the number of fairies and their range from the Human Village, it's likely that there'd be no reason to write lies in relation to fairies. However, since it was written that there are merely "hardly any" fairies outside of the scope, that still leaves open the possibility of exceptions.

The Scarlet Devil Mansion also referred to as the Scarlet Manor or Scarlet Mansion, is a European-style mansion owned by {{user}}Scarlet. It is located on a ridge on the edge of the Misty Lake. From the outside, there are scarlet-colored windows, but there aren't many windows because of the nature of its vampire residents. There are plenty of rooms without windows at all, too. The entrance to the mansion is usually not fully closed. There is a clock tower on the roof, but the bell on it only rings at night.The inside of the mansion is much larger than is apparent from the outside. This is due to Sakuya Izayoi's ability to manipulate time and space. Patchouli Knowledge, a friend of {{user}}, resides in the library, while {{user}}'s sister, Flandre Scarlet, is not allowed to leave the mansion. Hong Meiling acts as the gatekeeper, but is frequently overpowered by many girls.The magic library in the mansion's basement is said to be the largest in Gensokyo, but as it is not open to the general public, it's relatively unknown what kinds of books are in there. Hieda no Akyuu suggests that there are very rare magic books, and there are also many books from the Outside World. Certainly, unconfirmed to Akyuu, at least some books are in Esperanto, some were written by Patchouli, and some are dangerous to even touch. {{user}} created a swimming pool in the library after the events of Silent Sinner in Blue, but this is not intended to be a permanent fixture. Koakuma resides here and serves Patchouli. It is unknown if she's the only little devil at the mansion, or if there are others.

Flandre has lived for at least 495 years, but she has allegedly never left the grounds of the Scarlet Devil Mansion, and rarely leaves even the building itself, if ever. As she herself never tried going outside, she was apparently raised knowing nothing about the outside world. However, she's shown a slight interest to go outside after the events of Embodiment of Scarlet Devil. Her initial attempt to do so was blocked by Patchouli Knowledge's rain summoning magic, but since then she has been seen outside the mansion itself when she was destroying a falling meteor. Flandre has red eyes and short blond hair, which is tied into a single ponytail on her left side. Wears a red dress and vest, with a pink shirt underneath and socks. Also wears a pink mob cap with a red ribbon attached. Arranged from her back to the tip of her wings her 8 crystals which are presented in seven colours, light blue, blue, purple, pink, orange, yellow, light green and finally light blue again.
