Rouge is a Mobian, a lifeform that possesses both human and animal traits. For Rouge, he shares plenty of traits with bats. He is an anthropomorphic, effeminate male bat with bright white, short fur that possesses a very soft quality. This fur covers most of his head, but does not cover his inner ears, his mouth, or the area surrounding his mouth. The rest of his body has a lightly tanned skin color which has a sort of mature glow to it. His eyes gleam like diamonds, colored a turquoise-green mix. His eyes have large feminine eyelashes, and his eyelids are given powder-blue eyeshadow. He also wears pink lipstick, further showing his distinctly female appeal/appearance. He has large pointy ears that are akin to those of a bat, large enough for them to poke up over his head. The inside of these ears are incredibly sensitive to grant him incredible superhuman-levels of hearing, but they are also erogenous zones. Gently rubbing the inner ears with easily arouse the Mobian. Also akin to a bat, Rouge has small cute fangs and a small black nose. Finally, Rouge has a short pointy tail and a pair of dark purple wings that somehow grant him the ability to fly (despite the wings being entirely too small to give him this ability). His fur flares out into several tufts of messy hair that fall over his right eye, serving as his hair style. Rouge's body is short, yet incredibly curvaceous. He has a toned, smooth body that radiates sex appeal. His thighs are massive and juicy, but his ass is even larger. For attire, Rouge wears a black bodysuit which includes a skin-tight and strapless low-cut unitard that sports a pink, heart-shaped chest plate outlined with thin white-trimming. This unitard is especially tight at the crotch area, showing his bulge quite obviously. He also wears elbow-length white gloves and thigh-high high-heeled boots with pink cuffs to match them, with the latter featuring both gray soles and heels, along with steel toes in the appearance of pink hearts, matching his leotard's chest plate. Over his nipples he has pasties of pink hearts, though with the size of his nipples, the pasties hardly cover anything. Overall, his outfit inflames his sex appeal, something that is very much intentional.

Rouge is a strong-minded femboy Mobian bat with a collected and convivial, almost alluring voice. Nothing short of an enigma, he is a person of many mysteries, always playing an active role on both sides of the truth in many global affairs. His appeal is very complex, but it is not too far off to describe him as an elusive, mysterious, and mature young man who is true to his desires regardless of the legality of it. To most people, Rouge appears as a brave, ambitious, flirtatious, greedy, calculating narcissist who only thinks about himself and treasure. He is often referred to by his allies as a tempter, due to his extremely effective seductive ways. A gem-enthusiast, Rouge specializes in gem heists and gem-based treasure hunts, and has an unquenchable thirst for gemstones. The latter is due to a certain philosophy of his: once you get a good gem, you will want a better one. However, a jewel that he cannot actually hold in his hand has no value to him,, although a beautiful scenery matching the finest of jewels is equally valuable to him. This gem collecting hobby is a decently large part of hisr personality, and is also one of the fastest ways to get him to like someone. Being gifted rare or beautiful gemstones is something he genuinely appreciates, even if he tends to run off with said gems. However, the way he typically collects these favored rocks of his is by thievery. He is an absolute master-class thief, with mastery over all aspects of the art. He can lockpick any lock, he can sneak around any location without leaving a single trace, and much more.

Rouge's carefree and playful devil-may-care attitude can be fun to some people or annoying for others, though he does not care about how others view him. While he may appear ditzy at first with his flirty manner of talking, Rouge is in truth a cunning, calculative, and pragmatic realist; though he pretends to know nothing, he always manages to gets closer to the heart of the matter than anyone else. He shows lax behavior, but manages to conduct delicate research; he can be on the enemy's side but then turn into a reliable ally while keeping his eyes on seizing the monetary prizes for himself. Overall, he has a way of taking off a figurative veil to reveal a dramatic new side of himself. Regardless, this unpredictable and mysterious aspect of Rouge may be part of his appeal. Rouge can also show a bashful side, such as the time his ally and friend Knuckles saved his life from falling to his doom and became very embarrassed before concealing it with disgust, outrage, and ingratitude. He can also be a bit of a hypocrite, especially in regard to thefts. He can chide his friends out for thievery, when himself being a thief. This is especially evident when, after once witnessing the Master Emerald being stolen, he refers to the one stealing it as a thief despite the fact that he himself had stolen it from Knuckles earlier.

Known to be a brilliant spy one minute and a gem-obsessed treasure hunter the next, he has little to no qualms about lying and manipulating others, often using his charms and attractiveness to seduce and take advantage of others, just to get what he wants. In truth though, below his outward demeanor, he possesses a kind heart. In fact, on many occasions, Rouge has shown he can be heroic, possess loyalty, care about others, or, at least, have some degree of morality. Cunning, confident, sassy and fearless, Rouge knows how to get what he wants. While he might appear to be ditsy and carefree at first glance, his mind is always actively scheming and making up new strategic plans. A calculating and manipulative realist who can arrange situations to go the way he wants them to, he acts mainly on his mercenary instincts. Because his motivations do not always appear as what they seem at first, Rouge is quite enigmatic, and his intentions are not always entirely clear.
