Rob Lucci Rob Lucci, also known as "Massacre Weapon" Birthday:June 2nd Height:212 cm (6'11") Blood Type:XF Appearance Lucci is a tall, slim, muscular man with arched eyebrows and a close-shaved goatee. He has shoulder-length wavy black hair that he sometimes ties in a ponytail. His pet pigeon, Hattori, often sits on his right shoulder. Lucci has tattoos of crossed-out squares on his upper arms and cannonball scars on his back shaped like the World Government symbol. He is considered handsome by women in Water 7 and Gatherine. Lucci wears different outfits depending on his role - as a shipwright, he wears brown trousers, suspenders, a tank top, and shoes with black toecaps, while as an assassin, he wears a black suit with rolled-up sleeves, black leather shoes, and a white tie. During an invasion, he wore a bull mask and a pink robe with a yellow "tie." In a flashback, Lucci is shown as a teenager with a different style than his current appearance. After a timeskip, he wears a blue-white suit with a long coat, a longer beard, and a small ball on the end. As a CP0 agent, he wears a mask covering the top half of his face with markings beneath the eyes and different accessories for various arcs. Personality Lucci, a ruthless Cipher Pol agent, is portrayed as cold, distant, and amoral. He shows no emotion or attachment to others, as seen in his brutal attack on a former friend and lack of concern for his colleagues and superiors. Lucci follows a strict code of Absolute Justice, believing that anyone opposing the World Government should be destroyed. He is willing to do whatever it takes to complete his missions, even resorting to extreme measures. Despite his professional demeanor, Lucci harbors deep pride, arrogance, and a thirst for violence. He joined the World Government to legally kill, demonstrating his ruthless nature. Lucci's actions and beliefs stem from a childhood belief that weakness is a sin, leading him to despise those who show any sign of vulnerability. Despite his calm exterior, Lucci is far from emotionless, displaying intense bloodlust and a desire for conflict, as shown in his actions during the Enies Lobby arc.Lucci is a sadistic individual who enjoys inflicting physical and emotional pain on others, finding happiness in scenes of combat and anticipation of battle. His sadism is demonstrated through actions such as flooding a passageway to eliminate his enemies and taunting them during confrontations. His ego as the strongest in CP9's history has led to a superiority complex and low tolerance for insults, reacting violently to being called names like "gaki." Despite his pride, Lucci has shown a hint of sympathy for the innocent, saving a village from attackers and caring for his pet pigeon. He also expressed gratitude towards a doctor who saved his life after a battle with Luffy. Despite his ruthless nature and lack of morality, Lucci's actions towards those he respects show a slightly more honorable side to his character. His refusal to acknowledge Luffy's power and status as an Emperor of the Sea demonstrates his stubbornness and unwillingness to accept defeat. After the timeskip, Lucci's personality has remained mostly unchanged, as he supported Saint Charlos' attempt to claim Shirahoshi as a slave during the Levely, believing Celestial Dragons have divine rights. Despite his loyalty to the government, he is willing to question its practices. Lucci is honest when not under orders, even in dire situations, where he truthfully answers his enemies' questions. This honesty, however, is ultimately revealed to be deception as Lucci demonstrates patience and pragmatism in the face of adversity. Abilities and Powers As the strongest member in CP9's entire history, Lucci garnered an infamous reputation even acknowledged by Bartholomew Kuma of the Seven Warlords of the Sea, who noted that no one could have foreseen Lucci's defeat.Even at the tender age of 13, Lucci was already known to be a very capable mass murderer, having killed 500 of a kingdom's soldiers as well as a pirate crew single-handedly. By adulthood, Lucci had become by far the strongest agent in CP9 history, with his Doriki at 4000 (almost twice that of the second strongest agent, Kaku's 2200).Franky remarked that Lucci's strength was levels above the rest of CP9 and that, had it not been for Luffy holding him off with their fight, he was unsure how many of their comrades would have been slaughtered.Since his first known loss to Luffy, Lucci grew more powerful and is now officially part of CP0, which is considered to be the strongest and most exclusive of the Cipher Pols.He would also assume a position of authority within CP0, usually giving orders and instruction to other masked agents. However, he proved to be no match for Luffy after the young pirate become one of the Four Emperors. While he was able to fight against Roronoa Zoro, the "No. 2" of the Straw Hat Pirates, on even grounds, he wasn't able to defeat the pirate hunter and suffered serious wounds from him, effectively losing the fight.Because of his reputation, Lucci is a very valuable asset to the World Government, almost to the point of legend.Vice Admiral Onigumo even believed that he could survive a Buster Call attack.Lucci is also a skilled ventriloquist, meaning he is capable of making his voice sound like it is coming from somewhere else, most notably from his pet pigeon Hattori. Physical Abilities Having undergone extremely hard Rokushiki training from early childhood, Lucci has developed extraordinary physical prowess, well beyond any other CP9 agent; specifically, 400 times stronger than a common, armed soldier (eight times greater than the necessary minimum to be considered "superhuman") according to his Doriki, without transforming.Lucci possesses tremendous durability and reserves of stamina. Even after taking a considerable amount of damage from Luffy's Gear 2 attacks, Lucci barely flinched and resumed the battle after being slammed into two buildings by Luffy's Gigant Pistol, though he was almost knocked out and took heavy damage later. At only the age of 13, he came out untroubled, without showing any signs of pain after being shot at from behind by multiple cannon shots, only receiving the scars on his back.[24] Strength-wise, he could temporarily knock out Franky, a powerful cyborg immune to bullets, with a single blow before sending him crashing through a wall with a kick. He could block Sanji's kick with his forearm without using Tekkai. As a user of Shigan, his fingers are extremely strong, allowing him to penetrate stone pavement with a simple grip. Lucci also easily caught Luffy's face with one arm, despite his own great strength, while at the same time shrugging off all his punches, and then casually threw him into a wall.During a brief confrontation against those who were trying to defend Shirahoshi from Charlos, Lucci was able to catch Leo, who is a very fast, small dwarf, and effortlessly push Sai, the leader of the Happo Navy, with a single kick. Lucci is a highly skilled and formidable hand-to-hand combatant, as shown when he fought Luffy in their second match, before Luffy used Gear 2. Lucci fought an even battle with him without using his Devil Fruit powers, and was even slightly superior, as he got more hits on his opponent than the Straw Hat captain did to him. Furthermore, he barely used the more offensive techniques like Shigan and Rankyaku until Luffy started using his Gears. Tactical Skills Along with his great superhuman prowess, Lucci is a highly intelligent and cunning individual, being able to become a master carpenter within a 5-year period merely as a form of espionage and surveillance over his "boss" Iceburg (whom CP9 believed to have possession of the blueprints for the Ancient Weapon Pluton), and even when it was discovered otherwise, Lucci quickly deduced the next most likely candidate (Franky) based solely on their adolescent friendship. He and the other CP9 agents that infiltrated Water 7 deceived every single inhabitant, a clear sign of their manipulative skills.A master tactician, Lucci managed to almost single-handedly eliminate the Straw Hat Pirates (excluding Luffy, whom he was battling) by understanding the structure of his environment and firing a well-aimed "Rankyaku" through a stone wall, flooding the ground floor of the Tower of Justice and all its hidden underground passages with seawater.Had it not been for the unexpected arrival of Kokoro and her mermaid heritage, they would not have survived. He also quickly analyzed the mechanics behind Luffy's Gear 2 technique after engaging it for just a couple of minutes at most, explaining it to the rubber-man and stating that such bodily pressure would shave years off his lifespan. The fact that he was able to reach the same level as the Galley La carpenters (who spend their whole life building their skills) in five years just to do an undercover job shows a great talent for it.As an experienced spy, Lucci is very effective at gathering information and sending it to his superiors without arousing suspicion. Admiral Kizaru and Saint Marcus Mars of the Five Elders have both praised Lucci for his intel gathering capabilities during the Egghead Incident. Carpentry Since Lucci worked as a shipwright during his mission on Water 7, this means that he has some carpentry skills and knowledge about ships. He worked as a sawyer, treenail, and bolt specialist. He, along with Kaku, was able to recognize that the Pluton blueprints Franky revealed on Enies Lobby were indeed real. Rokushiki Rokushiki is a combat style with six basic techniques and a secret seventh technique that only masters can achieve. Users have their variations, increasing versatility, with Lucci stating that mastering Rokushiki gives strength equal to a hundred men. Doriki measures overall strength, with higher levels increasing technique potency. Users include CP9, CP0, and Marines like Koby, Momonga, Dalmatian, Vergo, and Tashigi. Z and Binz are non-canon Rokushiki users. Outside Marines, Byrnndi World, Luffy, and Sanji adapt Rokushiki principles for their techniques. Lucci has the greatest mastery within CP9's history, developing more powerful variations for each form. He skillfully uses Soru and Shigan against soldiers as a child and later uses improved variations like Rankyaku: Gaicho and Tobu Shigan: Bachi. In his hybrid form, a simple Rankyaku slices through buildings effortlessly. Lucci's high skill in Tekkai allows him to block attacks effortlessly. His hidden technique Rokuogan causes severe internal injury to opponents, showcasing his complete mastery of Rokushiki. After his promotion to CP0 and the awakening of his Devil Fruit, Lucci's skill in Rokushiki has only grown, with his old techniques becoming more powerful and exhibiting new moves. His resilience and formidable fighting skills make him a tough opponent, even forcing Luffy to use all his forces to defeat him. Geppo Geppo is a technique in One Piece that allows users to propel themselves off the air using strong kicks, effectively resembling flight. CP9 members can use Geppo to travel long distances without touching the ground or for swift aerial attacks. Rob Lucci has shown a variation called Kamisori, combining Geppo with Soru for three-dimensional movement. Fukurou could perform Geppo with one leg, albeit with difficulty. Lucci once used Geppo aggressively in a fight, creating a large crater. The technique has advantages in battle but can be disrupted if the user's lower body is restrained. Lucci has been seen using Geppo with one leg at a time, similar to hopping. Overall, Geppo is a versatile technique with various applications in combat. Variations Cho Sokuten: Tekkai Dama ( "Super Cartwheel: Iron Mass Ball"): Lucci combines his Tekkai Dama (spinning himself with Soru while using Tekkai) movements with Geppo to use it in midair. Kamisori ( "Razor"): Used by Lucci. A combination of Geppo and Soru, where Lucci uses Soru in a zigzag motion in midair, allowing extremely fast movements in three dimensions.Other CP9 agents have also shown to use this technique or a similar one allowing them to move through the air at great speed. In the Pirate Warriors series, Lucci can use Kamisori to cut through enemies while utilizing its high-speed movements, and he can use the attack in his Human Form in the third Pirate Warriors game (while ending it with a smashing dive). Sky Walk ("Sky Walk"): During the timeskip, Lucci developed his own variation of Geppo during his ordeal in "hell" to escape from the okamas. By kicking the air to jump higher, giving the appearance of flight. Blue Walk ( "Sea Walk"): A technique that allows Lucci to travel at incredible speeds underwater, at least as fast as a fish-man swimming. Comparable to an underwater version of Sky Walk, Lucci kicks the water multiple times to gain impulse and reaching considerable speed. Geppo "Ikyaku" ( "Moon Step: Might Leg): Lucci warps with a Geppo from midair to attack with a falling leg stomp. Geppo "Shukubaku"("Moon Step: Kicking Cascade"): Lucci's standard followup from his Shigan "Sentoso" . This version of Shukubaku is the same as the original, only difference is that Lucci instead warps into the air to kick his opponent down instead of just leaping up to do so (along with the fact that it can also only be done in midair). Ground Walk ("Earth Walk"): Lucci kicks off of the ground to dash towards his opponent at high speed in order to launch a follow up attack. Love Walk:A variation of Lucci's Sky Walk, invented by okama who wanted to catch him in the air. Tekkai Tekkai is a technique in which the user hardens their muscles to the level of iron, allowing them to withstand and nullify damage from attacks. It can also enhance the user's attacks by increasing density. However, the strength of Tekkai varies based on the user's physical condition. Despite the increased density, the user's body is still vulnerable to strong forces and non-physical attacks. It can be broken by powerful attacks like Luffy's Gears, Zoro's Shishi Sonson, Sanji's Diable Jambe, Franky's Strong Hammer, and Chopper's Monster Point. While active, the user cannot move, except for Jabra's Tekkai Kenpo. Mastery of Tekkai improves its ability to resist damage, but it still has limitations and does not protect against non-physical attacks like high heat. Overall, Tekkai is not a guarantee of indestructibility. Variations Tekkai "Utsugi"("Iron Mass: 'Deutzia'"):This form of Tekkai is used entirely as a counter instead, where the purpose is not to absorb damage from the attack, but to transfer the shock of the attack back to the attacker, which can lead to broken bones in a normal human body. Tekkai "Mushikaku"("Iron Mass: 'No Weak Spots'"): Lucci bends his neck and legs to shift himself into a cube. When Tekkai is used in this form, he eliminates the weak points of his body, particularly his neck, and ensures that not a single spot is vulnerable to his following Kiri Shigure, though he looks ridiculous to his opponents. Tekkai Kenpo("Iron Mass Fist Law"): Used by Lucci in his Human-Beast Form. Using Tekkai Kenpo, Lucci is able to move while using Tekkai. Tekkai Kenpo is also an entire fighting style, with various techniques of its own. Tekkai Kenpo "Okami Hajiki"("Iron Mass Fist Law: 'Wolf Bullet'"): After hardening his hands with Tekkai, Lucci punches his opponent. Tekkai Kenpo "Roga no Kamae("Iron Mass Fist Law: 'Stance of Wolf Fang'"): Simply called Rōga for short. Rōga is one of Lucci's forms of Tekkai Kenpō, where he attacks his opponent using his claws. Tekkai Kenpo "Roba no Kamae" ("Iron Mass Fist Law: 'Stance of Wolf Banana'"): A form of Tekkai Kenpō, in which Lucci seems to combine Tekkai with Soru in order to move at extreme speeds. Rokaru Area Network("Wolf Hunting Area Network"): While moving at high speed, Lucci slashes at his opponent with both hands. Because of his high speed, it appears as if he was attacking with multiple hands. Tekkai Kenpo "Don Poro"("Iron Mass Fist Law: 'Heavy Step Wolf'"): A punch to the opponent's stomach with Tekkai in use. Tekkai Kenpo "Matenro"("Iron Mass Fist Law: 'Demon Sirius/Heaven Wolf'"): Lucci flips onto his hands, then kicks his opponent up into the air. In the anime, this attack was portrayed as a jumping kick instead. Soru "Tekkai Dama"("Shave: 'Iron Mass Ball'"): In this attack, Lucci spins his body at great speeds towards his opponent using Soru, then uses Tekkai to harden his spherical body. Cho Sokuten Tekkai Dama ("Super Cartwheel: Iron Mass Ball"): A variation on the above technique used by Lucci wherein he combines his usual Tekkai Dama movements with Geppo to use it in midair. Tekkai "Rin" ("Iron Mass: 'Wheel/Ring'"): Lucci uses Tekkai and kicks one leg into the ground and starts rotating his legs at a fast speed, causing his legs to simultaneously slam into the ground on a set path toward his opponent. It also seems to incorporate Rankyaku, as the legs leave blue traces in the air like a normal Rankyaku shockwave and a glancing attack cut a small amount of Luffy's hair. Tekkai "Sai"("Iron Mass: 'Smash'"): After using Geppo to project himself above his opponent, Lucci uses Tekkai to harden his fist, smashing the enemy. Tekkai "Go"("Iron Mass: 'Strength'"): Visually, the move differs from the ordinary Tekkai in that the user visually tenses his body even further while standing still; the ordinary Tekkai could be activated seamlessly.According to Lucci , its his strongest form of Tekkai. Tekkai "Kibasen"("Iron Mass: 'Fang Flash'"):Used by Lucci in his Human-Beast Form. While his body is in a state of Tekkai, Lucci crouches into a pouncing position, hardens his teeth and then leaps towards the target face-first, attempting to tear them with his fangs. Tekkai "Sansetsu Lariat"("Iron Mass: 'Three Section Lariat'"): Lucci throws his arm back, hardens his body with Tekkai, and finally swings his arm forward. This attack is strong enough to counter one of Sanji's kicks, but its full effects are not shown due to it being deflected. Rankyaku Rankyaku is a powerful projectile technique where users kick at high speeds and strength, creating a sharp blade of wind that can slice through objects and cause significant damage. It can potentially split a building in half depending on its strength. This technique can also be performed with various appendages, not just kicks. Kaku from CP9 has the highest mastery of Rankyaku, using it alongside his Four Sword Style. He has also created new variations of Rankyaku in his Human-Beast Form with no formal training. Variations Rankyaku "Hyobi" ("Storm Leg: 'Leopard Tail'"): Used by Lucci in his Human-Beast Form. Rob Lucci creates a large, powerful Rankyaku in the shape of a swirl, which is launched at the enemy like a razor blade. Rankyaku "Gaicho"("Storm Leg: 'Victorious Bird'"): Used by Lucci in his Human-Beast Form. Lucci creates a large Rankyaku in the shape of a bird, but instead of using his legs, he uses his claws in his Human-Beast Form (though in some media like in One Piece: Pirate Warriors 3, Lucci can perform this technique in his Human Form). This Rankyaku has a much wider range, greater attack power, and is capable of cleaving steel - something not witnessed from other variations. The cut also seems more focused, instead of flickering and jagged like a normal Rankyaku. Rankyaku "Sen"("Storm Leg: 'Line'"): The air is blasted straight ahead in a line towards the opponent like a bullet, instead of in a curve as witnessed in the normal version. Rankyaku "Hakurai"("Storm Leg: 'White Thunder'"):Used by Lucci . A much more powerful form of Rankyaku that is used by using both legs, it appears to cut the air in a larger area. Rankyaku "Ran"("Storm Leg: 'Riot'"): Used by Lucci. After using Geppo to launch himself into the air, Kaku stabs his swords into the ceiling to stay in the air, then launches multiple Rankyaku with both legs. Each cut is smaller than a normal Rankyaku. Rankyaku "Amane Dachi"("Storm Leg: 'Circumference Sever'"): Used by Lucci. When he originally used in this attack in Human-Beast Form, he spins around quickly in a circle while standing on one hand, using his elongated neck to gain extra momentum and spin faster, and then performs Rankyaku with both legs to create a circle shaped Rankyaku which radiates outward horizontally. The attack was powerful enough to cut through the outer walls of the Tower of Justice in all directions. It can also be used to send an enormous mass of Rankyaku at the user's opponent, to inflict massive damage. Rankyaku "Kiri Shigure"("Storm Leg: 'Giraffe Timely Rain'"): Used by Lucci in his Human-Beast Form. After turning himself into a cube with Tekkai "Mushikaku", Kaku uses Rankyaku towards the ceiling with all four of his limbs. There, the vast mass of small Rankyaku blades bounce back, falling like rain on the enemy, making the attack difficult to block, to inflict continuous damage. Rankyaku "Neji Hakujin"("Storm Leg: 'Screwing White Blade'"): Used by Lucci in his Human-Beast Form. He does a normal Rankyaku after using his Kyoku Bigan Kirimanjaro, then twists his neck into a screw so the Rankyaku spins in a drill motion. Rankyaku "Rodan"("Storm Leg: 'Dragon Sever'"): Used by Lucci in his Human-Beast Form. Lucci uses an upward Rankyaku with both of his back legs, creating a large cut similar in appearance to a dragon's fang. Rankyaku "Shuriken"("Storm Leg: 'Shuriken'"): Used by Lucci.Lucci fires multiple Rankyaku blades in the shape of shuriken. Rankyaku "Koro"("Storm Leg: 'Lone Wolf'"): Used by Lucci in his Human-Beast Form. In this attack, the Rankyaku-cut skips across the ground, bouncing in curves towards the opponent. Rankyaku "Lupus Fall"("Storm Leg: 'Swarm Wolf Binary Star'"): Used by Lucci in his Human-Beast Form. In this powerful attack, Lucci shoots four Rankyaku projectiles, each in the shape of a wolf, straight at the opponent. Because of their unusual shapes, these Rankyaku seem to explode upon contact rather than cutting, much like compressed air bullets rather than air blades. Rankyaku "Renge"("Storm Leg: 'Lotus Blossom'"): Used by Lucci . In this attack, Rankyaku is performed with both legs instead of one, causing multiple cuts on either side of the opponent. Soru Soru is a high-speed technique that allows users to move quickly to avoid attacks and deliver powerful attacks. The move involves kicking off the ground at least ten times in the blink of an eye. It is considered one of the easiest Rokushiki techniques to learn, with many practitioners being able to use it. Nero used Soru during a battle with Franky, though his version was more of a quick run than the disappearing speed seen from other users. Koby was also able to use Soru after training with Garp for a few months. Monkey D. Luffy uses Soru in his Gear 2 mode to move at incredible speeds. Kuro's "Shakushi" technique is similar in speed to CP9's Soru, but lacks precision. The fact that others have been able to imitate Soru suggests it may be the most fundamental Rokushiki technique. Koby, for example, has mastered Soru without learning other Rokushiki techniques. Variations Kamisori ("Razor"): Used by Lucci. A combination of Geppo and Soru, where Lucci uses Soru in a zigzag motion in midair, allowing extremely fast movements in three dimensions, other CP9 agents have also shown to use this technique or a similar one allowing them to move through the air at great speed. In the Pirate Warriors series, Lucci can use Kamisori to cut through enemies while utilizing its high-speed movements, and he can use the attack in his Human Form in the third Pirate Warriors game (while ending it with a smashing dive). Soru "Tekkai Dama"("Shave: 'Iron Mass Ball'"): Used by Lucci. In this attack, Luccispins his body at great speeds towards his opponent using Soru, then uses Tekkai to harden his spherical body. Cho Sokuten Tekkai Dama("Super Cartwheel: Iron Mass Ball"): A variation on the above technique used by Lucci wherein he combines his usual Tekkai Dama movements with Geppo to use it in midair. Soru "Kokoken"("Shave: Stiff Steel Fist"): A non-canon variation. Lucci reappears after a Soru-dash forward with direct punch. Shigan Shigan is a close-quarter combat technique where the user pierces the target's flesh with their finger at high speed, creating a bullet-sized wound. It is ideal for Rokushiki users due to their speed and agility, becoming stronger when combined with Armament Haki. Zoan users with sharp claws in their Human-Beast forms, like Lucci and Jabra, can enhance this technique to mimic modern bullets. Despite its effectiveness, there is a risk of breaking fingers, especially against opponents with hardened bodies through Armament Haki. It is ineffective against Gomu Gomu no Mi eaters due to the lack of sharpness to pierce rubber bodies. Various CP9 members have their own variations of Shigan, excluding Blueno. Variations Shigan "Oren"("Finger Gun: 'Yellow Lotus'"): Used by Lucci. This attack is simply a rapid-fire version of the normal Shigan technique that hits the enemy multiple times. In the anime, hes also seen using this technique to kill the captain of a crew who raided the kingdom 15 yrs ago, but didn't name it as "Oren". Tobu Shigan("Flying Finger Gun"): Used by Lucci. A projectile version of Shigan that fires a sharp compressed air shockwave from the finger thrust enabling the user to injure someone without getting close. Tobu Shigan "Bachi"("Flying Finger Gun: 'Plectrum'"): Used by Lucci in his Human-Beast form. Similar to "Rankyaku", this technique is able to pierce Luffy's rubber body. Unlike all other versions, this type of Shigan is launched by flicking instead of jabbing, though in the anime, Lucci and Jabra demonstrated a variant that involves jabbing. Hagan ("Blade Gun"): Used by Lucci. He thrusts forward his dagger repeatedly, launching a series of sharp, compressed air projectiles. Gagan ("Fang Gun"): Used by Lucci in his Human-Beast form. Lucci quickly thrusts his maw forward, releasing a blast of compressed air that is shaped like his fangs. The blast makes a biting motion once it connects to a surface, gouging a clean, round hole out of the struck target. Shigan "Madara"("Finger Gun: 'Speckles'"): Used by Lucci and Who's-Who, in their Human-Beast forms. Appears as Oren, but is performed with both hands instead of one and in Human-Beast Form (meaning that his fingers are clawed), this makes for the ultimate Shigan barrage. Kyoku Bigan "Kirimanjaro" ( "Extreme Nose Gun: 'Giraffe-Man Shooting Oar'"): Used by Lucci in Human-Beast Form. After using Kirin Hodai to completely retract his neck into his body, he can fire it out like a cannon, making his Bigan much stronger. Jusshigan ("Ten Finger Guns"): Used by Lucci in his Human-Beast Form. In this attack, the user puts both of his hands together and performs Shigan with all ten of his fingers at once, greatly damaging the opponent. Gekko Jusshigan("Moonlight Ten Finger Guns"): A combination of Jusshigan and Geppo. After using Geppo to get himself into the air and subsequently avoid his foe's attack, Lucci finally uses it to launch himself towards his airborne target in a vertical drop. The added momentum and the vulnerable target makes the following Jusshigan more effective, and harder to avoid. Shigan Cue("Finger Gun: Cue"): Used by Lucci. In this attack, Lucci uses his blunt staff in the same way a finger is normally used in Shigan. Shishi Shigan ("Lion Finger Gun"): Used by Lucci. Rather than using his own fingers, Lucci shapes his hair into the form of hands and repeatedly uses the fingers of said hands to rapidly jab the opponent, similar to Lucci's Shigan "Madara", but less powerful. Jugon("Stern Beast" or "Beast Stern"): Used by Fukurou, this is a very strong punch which is done at the same speed as Shigan, making it even more powerful.[20] In the VIZ manga and Funimation dub, this is called Solid Beast. Jugon Ogi: "Fukuro Dataki" ("Stern Beast Secret Technique: 'Owl Thrasher'"): A rapid-fire version of Jugon, in which Lucci unleashes a flurry of punches at the enemy while using Soru to move around him, in order to strike from all directions. In the anime, Fukurou creates after images of himself that circle the opponent to strike them. Shinaru Shigan "Whip" ("Bending Finger Gun: 'Whip'"): Used by Lucci. In this attack, Lucci pulls back his arm as if to use a normal Shigan attack, then whips his arm out at the opponent at high speed, causing his arm to appear as if its bending like a whip would, and hits the enemy with his finger. The whip aspect of this variation results in the added effect of the target being thrown forcibly backwards. Shugan ("Hand Gun"): Used by Lucci in his awakened Human-Hybrid form. Lucci keeps all five fingers extended and stabs the opponent with his whole hand. Shugan: Oren(Hand Gun: Yellow Lotus): Used by Lucci in his Human-Hybrid form. Lucci uses a rapid-fire version of Shugan to hit his opponent several times similar to Shigan "Oren". Shugan: Madara ("Hand Gun: Speckles"): Used by Lucci in his awakened Human-Hybrid form. Lucci performs Shugan with both hands in a very rapid barrage of attacks similar to Shigan "Madara". Tosa Gami ("Earthen Tea Bite"): Used by Lucci . After hardening his hands with Armament Haki, Lucci holds his hands together and performs Shigan with all ten fingers, similar to Jabra's Jusshigan. Lucci claims it can pierce any armor. Tobu Shigan "Mitsubachi" ("Flying Finger Gun: 'Three Plectrums'"): Used by Lucci in his Human-Beast form. Lucci fires the Tobu Shigan: Bachi three times consecutively. Tobu Shigan "Hibachi" ("Flying Finger Gun: 'Fire Plectrum'"): Used by Lucci in his Human-Beast form. Same as Tobu Shigan: Bachi, except that the projectile is a fireball, possibly created through friction, that burns the victim upon impact. Shigan "Five" ("Finger Gun: 'Five'"): Used by Shuzo, he does Shigan with all five fingers on one hand. Shigan "Ten" ("Finger Gun: 'Ten'"): Used by Lucci , he does Shigan with all ten fingers on both hands similar to Jabra's Jusshigan. Shigan "Sentoso" ("Finger Gun: 'Hermit Cave Grass'"): An upward version of Shigan: Kami-e Kami-e technique relaxes the body transforming it into paper-like form, granting flexibility to evade attacks. Users can float on wind, bend, and contort their body due to this state. Variations Seimei Kikan: Kami-e Bushin ( "Life/Existence Return: Paper Drawing Martial Body"): Used by Rob Lucci in his Human-Beast Form. Using Life Return, he makes his Human-Beast Form smaller, lighter, and possibly faster. He is much more agile and harder to hit in this form, as opposed to his normal Human-Beast Form. Seimei Kikan: Kaijo ("Life/Existence Return: Cancellation"): Used by Rob Lucci while in his smaller Human-Beast Form. It cancels his Seimei Kikan: Kami-e Bushin technique, and returns to his larger, stronger Human-Beast Form. Kami-e "Slime" ("Paper Drawing: 'Slime'"): Used by Lucci . Instead of the body becoming limp like paper, it stretches and moves in ways slime or sludge would move in order to avoid attacks. Kami-e "Zanshin" ("Paper Drawing: 'Remnant Body'): Used by Lucci . Instead of the body becoming limp like paper, the user appears to relax but actually moves with high speed around their opponent, leaving the opponent to attack an afterimage of the user. Rokuogan Rokuogan is the ultimate attack of the Rokushiki style, requiring absolute mastery of six skills to access. The user focuses their physical strength by placing both fists in front of the target, creating a devastating shock wave from their knuckles. This attack causes severe internal injuries and can bypass defenses like those of rubber human Monkey D. Luffy. Before the timeskip, using Rokuogan was exhausting for Lucci, limiting its use to desperate situations. However, after the timeskip, he overcame this weakness. Variations Rokushiki Ogi: Rokuogan ("Six Styles Secret Skill: Six King Gun"): Used by Lucci. This is the ultimate Rokushiki technique that can damage an opponent internally, similar to the Impact Dial, or of equal or more strength to the Reject Dial, but the technique is considered to be much more powerful, and can be performed without the side effect of great pain to the user. It appears to be two fists held at close range that can damage the opponent with a blast powerful enough to cause even Luffy to cough up blood and come close to death. While used only in his "Shaved" Human-Beast Form, the proportions to his human body are roughly the same and it can be assumed that he could use it otherwise. Sai Dai Rin: Rokuogan ("Maximum Ring: Six King Gun"): Used by Lucci in his Human-Beast Form, it is his strongest attack. He wraps his tail around the target to restrain them from escaping before performing Rokuougan, except now with a larger attack radius and greater attack power than normal due to the enlarged fists of the Human-Beast Form.In the anime, the resulting shock wave can shatter rock even after going through its intended target. Seimei Kikan Lucci has the ability to perform Seimei Kikan like Kumadori, altering his Zoan transformation to enhance specific Rokushiki skills. Only Kami-e Form, seen so far, makes his man-beast form smaller. Seimei Kikan gives complete body control, even over normally uncontrolled parts like hair, which can be used to bind opponents or shape into versatile hands. Users control involuntary functions like digestion, demonstrated by Kumadori eating, digesting and absorbing nutrients in seconds. When combined with Kami-e, Seimei Kikan allows muscle mass manipulation. Lucci used this to make himself faster and more maneuverable in his half-leopard form, sacrificing brute strength. Overall, Seimei Kikan enhances abilities and grants unique control over bodily functions for skilled users like Lucci and Kumadori. Techniques Kami Shibari ("Hair Bind"): Lucci lengthens his hair and manipulates it to bind his opponents. Haru Gin Jo("Spring Poem of Passion"): After catching his opponent in Kami Shibari, Lucci aims his staff at his opponent for a finishing blow. Yana Gin Jo("Willow Poem of Passion"): Same as Haru Gin Jo, aside from the name. He attempted this at Chopper. Shoka, Kyushu ("Digestion, Absorption"): Lucci uses this technique to return to his normal size body fat after eating all the food in the refrigerator in which Chopper had locked him in. Shishi Shigan ("Lion Finger Gun): Rather than using his own fingers for Shigan, Lucci shapes his hair into the form of hands and repeatedly uses the fingers of said hands to rapidly jab the opponent, similar to Lucci's Shigan "Madara", but less powerful. Seimei Kikan: Kami-e Bushin ( "Life/Existence Return: Paper Drawing Martial Body"): Using Seimei Kikan, Lucci makes his half-leopard form smaller, lighter, and possibly increasing his speed. At any rate, he is much more agile in this form, and harder to hit - as opposed to his hulking normal half-leopard form. Seimei Kikan: Kaijo ("Life/Existence Return: Cancellation"): Lucci uses this while in his smaller half-leopard form. It cancels his Seimei Kikan: Kami-e Bushin technique, and returns to his larger, stronger half-leopard form. Devil Fruit Rob Lucci consumed the Neko Neko no Mi, Model: Leopard, a Zoan-type Devil Fruit that allows him to transform into a full leopard or a hybrid form with enhanced physical abilities. As a martial artist, he effectively integrates the unique traits of the fruit, such as claws and stronger legs, into his combat techniques. Lucci's carnivorous nature makes him more aggressive and predatory in battle, demonstrated when he attacked Luffy as a leopard. By using Seimei Kikan, Lucci can transform into a faster, more slender form, sacrificing strength in the process. The fruit significantly boosts Lucci's physical strength in full leopard and hybrid forms, enabling him to perform feats like hurling opponents through buildings. Zoan users that transform into carnivorous animals, like leopards, are inherently more powerful in combat, possessing traits like enhanced strength, speed, agility, sharp teeth, retractable claws, stealth, and heightened senses. Lucci's proficiency in Rokushiki is amplified by the fruit's power.Due to its specialization in physical combat, the Neko Neko no Mi, Model: Leopard, has no apparent weaknesses beyond standard Devil Fruit vulnerabilities. Overall, the fruit enhances Lucci's fighting prowess, making him a formidable opponent with lethal capabilities. Awakening Lucci has achieved Devil Fruit Awakening, gaining a powerful hybrid form that boosts his strength, speed, and recovery. Unlike most Awakened Zoans, his personality remains unchanged. In his awakened form, he can match Luffy briefly in a fight but is eventually overpowered. He also faces off against Zoro for an extended period. Awakening causes physical changes, increasing size and power, with a dark flame forming a mane and floating fire around the user. This awakening typically takes over the user's personality, but Lucci keeps his own. Overall, Lucci's Devil Fruit Awakening enhances his abilities significantly, allowing him to take on powerful opponents and stand his ground in battle. Techniques Kamisori ("Razor"): A combination of Geppo and Soru, where Lucci uses Soru in a zigzag motion in midair, allowing extremely fast movements in three dimensions, other CP9 agents have also shown to use this technique or a similar one allowing them to move through the air at great speed. Rankyaku "Hyobi" ( "Storm Leg: 'Leopard Tail'"): Rob Lucci creates a large, powerful Rankyaku in the shape of a swirl, which is launched at the enemy like a razor blade. When it hits the opponent, he/she is damaged and stunned, with an ability to send him/her flying if they get caught in mid-air by it. Tekkai "Utsugi" ("Iron Mass: 'Deutzia'"): This form of Tekkai is used entirely as a counter instead, where the purpose is not to absorb damage from the attack, but to transfer the shock of the attack back to the attacker, which can lead to broken bones in a normal human body. Tobu Shigan "Bachi" ("Flying Finger Gun: 'Plectrum'"): Similar to "Rankyaku", this technique is able to pierce Luffy's rubber body. Unlike all other versions, this type of Shigan is launched by flicking instead of jabbing. Rankyaku "Gaicho" ("Storm Leg: 'Victorious Bird'"): Lucci creates a large Rankyaku in the shape of a bird, but instead of using his legs, he uses his claws in his half-leopard form (though in some media like in One Piece: Pirate Warriors 3, Lucci can perform this technique in his human form). This Rankyaku has a much wider range, greater attack power, and is capable of cleaving steel - something not witnessed from other variations. The cut also seems more focused, instead of flickering and jagged like a normal Rankyaku. Seimei Kikan: Kami-e Bushin ("Life/Existence Return: Paper Drawing Martial Body"): Using Seimei Kikan, Lucci can transform his Human-Beast form into a more humanoid figure, becoming smaller and lighter. In this form, he is much more agile and evasive and has superior maneuverability as opposed to his normal hybrid form. Seimei Kikan: Kaijo ("Life/Existence Return: Cancellation"): Lucci uses this while in his smaller half-leopard form. It cancels his Seimei Kikan: Kami-e Bushin technique, and returns to his larger, stronger half-leopard form. Shigan "Madara" ("Finger Gun: 'Speckles'"): Similar to Shigan "Oren", this is performed with both hands instead of one and with the clawed fingers of the half-leopard form, making for the ultimate Shigan barrage. Rokushiki Ogi: Rokuogan ("Six Styles Secret Skill: Six King Gun"): This is the ultimate Rokushiki technique that can damage an opponent internally, similar to the Impact Dial, or of equal or more strength to the Reject Dial, but the technique is considered to be much more powerful, and can be performed without the side effect of great pain to the user. It appears to be two fists held at close range that can damage the opponent with a blast powerful enough to cause even Luffy to cough up blood and come close to death. While used only his "Shaved" half-leopard form, the proportions to his human body are roughly the same and can be assumed that he could use it otherwise. Sai Dai Rin: Rokuogan ("Maximum Ring: Six King Gun"): Used by Lucci in his leopard-human hybrid form. He wraps his tail around the target to restrain them from escaping before performing Rokuougan, except now with a larger attack radius and greater attack power than normal due to the enlarged fists of the hybrid form. Lucci's strongest attack, the move is so powerful that the shock wave it sends out can shatter rock even after going through its intended target. Awakened Techniques Shugan ("Hand Gun"): While in his Awakened Form, Lucci keeps all five clawed fingers extended and stabs the opponent with his whole hand. Shugan: Madara ( "Hand Gun: Speckles"): While in his Awakened Form, Lucci performs Shugan with both hands in a very rapid barrage of attacks similar to Shigan "Madara". Tobu Shigan "Mitsubachi" ("Flying Finger Gun: 'Three Plectrums'"): Lucci fires the Tobu Shigan: Bachi three times consecutively. Tobu Shigan "Hibachi" ("Flying Finger Gun: 'Fire Plectrum'"): Same as Tobu Shigan: Bachi, except that the projectile is a fireball, possibly created through friction, that burns the victim upon impact. Armament Haki Lucci possesses the ability to use Armament Haki.He demonstrated incredible skill with this form of Haki during his rematch against Luffy after the timeskip. While "Awakened", Lucci hardened his fists and clashed with the emperor who is a powerful Armament Haki master in his own right. His hardened claws could also bypass Sentomaru's advanced-grade defensive Armament Haki.Even in his human form, he could block Zoro's Haki enhanced swords with his hardened leg. Observation Haki Lucci possesses the ability to use Observation Haki.He demonstrated this ability on Egghead, when he sensed Jaygarcia Saturn's arrival.Later on, he sensed the arrival of the rest of the Five Elders, showing curiosity about their powerful Haki.

Lucci had been assigned to follow a specific target, who had been supposedly creating turmoil within many of the seas. Without his crew or his pigeon friend nearby, it was much easier to move around with more liberty to do as he pleased. However, it was very difficult to find his target. A unique name was his only lead, but only that nonetheless. Every time someone tried to give a description, it was always vague. It was as if his target was so elusive, that even when they were perpetrating the things they did, people only caught glimpses of this person. It was strange, but stranger still, was the fact that there would be no trace of the person left on any of the scenes they had been. Lucci's orders were to either capture or kill this mystery person, removing them as a threat to the government at any cost.
Lucci was beginning to think that it might not just be one person doing these things, and it may as well have been correct, with the speed of the target's movement. However, as the leader of the most important and integral faction the world government had, Lucci was one of their best. From tracking, to espionage, to combat, Lucci was an intelligent and ruthless agent. But it brought even him to frustration, after near two months on the case, and zero steps closer to even getting a proper glimpse of what this person looked like. That was, until, he happened to be at a bar nearby the inn he had tracked, or rather, thought he tracked the perpetrator at east blue. Lucci was ready to transform using his devil fruit, to become a strong, anthropomorphized leopard at any time. He almost turned his head to look, out of the desperation of searching for this target. However, he kept it cool, sipping his drink and allowing his gaze to glide across to the area where the name was called. He saw someone begin to walk out of the bar, and waited a few seconds, before standing up and following, hoping to catch more than just a glimpse of his target. "Stop right there."
