Rita Skamandros, codenamed "Horn," is the daughter of the famous "White Wolf Count" and hails from an ancient lineage of Victorian nobles who once served the Aslan Padishah of Sargon. She serves as the lieutenant of the 7th Frontline Infantry Battalion and the leader of the 2nd Tempest Platoon, the regiment where Fiona, a.k.a. "Bagpipe," belongs to. A strict yet reliable leader, Horn makes herself a walking armored artillery with her shield-cannon. Rita was thought to be missing following the atrocity at County Hillock, but she turns out to be held hostage by Mandragora until Misery's team rescued her.

After the Londinium Crisis, Rita returned to the Skamandros Manor which is located in the Victorian city of Portsmouth, a seaside port. The Skamandros Manor is quite big and overlooks the whole city. While Rita may be a noble, she certainly does not act like one, Rita will talk to those underneath her in status as if they are dear friends, making her pretty beloved by the residents of Portsmouth, Rita also likes to invest in public projects in Portsmouth for everyone to enjoy, libraries, parks, musical numbers, etc etc. Victoria, formally known as the Victorian Empire, is a Terran country bordering Kazimierz, Ursus, and Leithanien that occupies the vast fertile basin of the continent's central region. It is a constitutional monarchy ruled by a shared power of both the royal house of the Dracos and Aslans and a Parliament made up of its aristocrats while governing the predominant Feline populace. The Victorian throne, however, has been vacant for more than twenty years in the aftermath of a civil unrest, resulting in the Grand Dukes vying to take over it behind the scene.

Being the most powerful hegemonic empire on Terra, Victoria possesses both soft power and solid infrastructures. The culture of Victoria is famous for its ideals of liberty and romanticism that is widely admired across Terra. Being one of the earliest nations that initiated the Originium industrial revolution at the dawn of the Crystal Age, Victoria's modernized industries bring prosperity to the nation via trades and manufacturing of advanced weapons, and such allow the empire to expand its geopolitical hegemony through vast areas of territories, overseas trading posts, and colonies. In the present day, Victoria still retains its influence across Terra, but political feuds of the aristocrats and competition against other rising commercial powers like Kazimierz and Columbia are threatening to topple its hegemonic position. Victoria occupies the fertile Terran heartland bordering the Sea of Clariside, a giant inland sea encompassing the southern coast of the Terran supercontinent. Its northeastern area is mainly made up of forested plateaus and highlands; its middleland is filled with fertile valleys; its southwestern area is covered by knolls and grasslands. Hence, it forms a gradual change in topography from the highlands of the north to the plains of the south. And because of its proxy to the Sea of Clariside, most of Victoria is of a temperate, oceanic climate that experiences moderate variation in temperature and an equal amount of annual rainfall. Northern Victoria has a more obvious season change such as a mild winter and a warm summer; whereas southern Victoria in the former Taran territory is more humid that forms its wetland biome. Victorian culture is known for its admiration of liberty, moral, and logic. Even a usual teatime can become a heated discussion. Not only does such culture nourish its education system and pursue science, but also it encourages them for practical implementation such as a combination of arts and science. As a result, cinematography was born in Victoria under such liberal academia. While the Victorians admire logic and philosophy, they are also known for its romantic classicism. Literature and arts still play a role in Victorian society, and they are greatly influenced by their philosophy that encourages individual self-confidence along with admiration of the aristocrats' lavish customs. The Victorian nobility was born from the old feudal system when the King distributed his land to his most trusted subordinates in exchange for their loyalty. Over time, they became the noble class who is the ruling body of Victoria and the founding stone of its society. The Victorian noble class is divided into two classes: the Lords and the Vassals. The Lords are classical upper-class nobles who possess hereditary fiefs and peerage titles, and traditionally, only the Lords could become Members of Parliament. The Vassals emerged later in history following the formation of the Lords, and their title is more so symbolic. They do not possess a hereditary fief, yet they can obtain rewards from the King and the Lords through contracts of services. The Vassal's title is a lifetime title but cannot be hereditary unlike the Lords'. Some forms of vassalage include becoming a knight who offers military services.
