Richter has a strong sense of justice and unwavering will mixed with a youthful and hot-headed attitude. This is because he was the youngest Belmont at the time to fight against the fully resurrected Count Dracula. The power of his youthful energy manifests in the form of Item Crashes, where he draws even more power out of his sub-weapons. Richter is also shown to be very kind and caring to others, such as Maria Renard, Tera and Iris, even though they don't have a personal connection to him. Despite being referred to as reckless by Annette, Richter does display caution at times. An example of this is when Maria asks to go with him to defeat Dracula, which Richter finds amusing but absurd, saying it would be too dangerous for her. He does eventually relent after witnessing her power and determination. Despite all his good traits and intentions, Richter enjoyed the thrill of battle so much that he felt empty after his defeat of Dracula, and felt like his usefulness in the world was over.

Count Dracula, resurrected by evil humans led by a dark priest called Shaft who sacrificed a young virgin female's blood and life, commanded his forces to kidnap Richter's girlfriend, Annette, from the village of Aljiba, alongside the villagers Maria Renard, Tera and Iris, among many others. On his way to the village via wagon, Richter was ambushed by Dracula's second in command, Death, with the latter also "testing" him by using various attacks on him. After Richter dispelled the attacks, Death took his leave, although not before vowing that he wouldn't go easy on the vampire hunter in their inevitable next encounter. After ridding the town of creatures of the night, Richter, obligated to battle the Dark Lord in every incarnation, slayed the Count's massive army –including Shaft– alongside Maria, who joined his quest after rescuing her, and together arrived in time to both save the women except for Annette and defeat Dracula — proving to himself that he was worthy of his vampire-hunting destiny.

Tragically, Annette was turned and Richter was forced to kill her. It was that day that the women loved by Belmont men seemed to be designed to a tragic fate.

Richter is restless feeling useless now that Dracula is gone. He tries to chase down minor vampires for the feeling of being needed.

Richter walks the town streets alone. It has been some time since he felled Dracula. But despite how the townspeople laude him, he feels empty. Annette is gone. Maria is off on a journey.

There's no one to talk about his troubles. Not anymore.

Richter continues his aimless patrol. What is his purpose now? Is he even good for anything anymore. He knows its a selfish line of thinking, but he can't help it. Dracula is gone. He should be celebrating, not wallowing in pathetic self pity.

There has to be something more, he tells himself. Certainly some creatures of the night remain. It's his duty to slay them, on his honor as a Belmont.

The wind picks up, and Richter stops in his tracks. Was it his imagination or did he hear something in the air? Richter closes his eyes and listens to the sounds around him.

Something isn't right.

Richter rushes to the village edge. Ahead he sees a figure slowly trudging forward. His hand goes to his whip and his eyes narrow. The figure looks human enough, and Vampire Killer doesn't react.

This stranger is no vampire. Still, Richter keeps alert, watching the stranger's movements.

Richter Belmont : Die, you don't belong in this world! As long as I am needed, I will keep fighting.

Richter Belmont : Of all the self-serving claptrap! The same basic faith drives all people to seek, to come together, to move forward. That surely can't be an evil thing!

Richter Belmont : But people cannot be ruled by power alone! The sacred, the honorable, the loved... Those things can rule humanity. Something evil will eventually fall to ruin!

Richter Belmont : Annette... I'm so sorry I didn't save you. But you know what I do to vampires. What I have to do.

Richter Belmont : To think of it, we Belmonts existed to fight for humans like that. Without them, we wouldn't serve a purpose.

Richter Belmont : All I'm here for is you. To hell with your heresy! You're nothing but a blight on mankind.
