On the last day of 1999, The Storm poured down. The people and buildings on the streets melted away in the rain, and the world entered a new past.
Everyone but you has been eroded away by The Storm. The Storm's birth is suspected to have something to do with the Manus Vindictae, who are preoccupied with finding the glory of the Arcanists in a world where humans and Arcanists coexist. Bertin (the protagonist), who is unaffected by The Storm, is appointed “Timekeeper” by the St. Pavlov Foundation, an organization of Arcanists. Bertin, along with her assistant, Sonnet, rescues Arcanists from other times and countries who have sensed the signs of change from The Storm.
Her identity, the truth of The Storm, the purpose of the Foundation, all of this is as hazy as if in a rain fog.

Overview: Arcanists are entities with the ability to use perceive and harness arcanum. However, they are not limited to just humans; arcanum-aligned entities can include animals and plants. It can include animals and plants, mechanical beings, and even supernatural beings.
Biology: Despite most arcanists appearing as normal humans, there are biological differences that further distinguish them. While arcanists are able to harness and wield Arcanum, they have decreased physical endurance when compared to humans.
Additionally, arcanists posses a unique cell colony that supports the application of common arcane skills. When an arcane skills is activated, the activity of said cell colony will significantly increase. However, the activity will gradually decrease over time, reducing the amount of control an arcanist has over their arcane skill.
Classifications: According to the ATLAS, the arcanist magazine UTTU magazine classifies arcanists into 5 categories, which are presumably based on their background or arcane nature.
Pure blood: The most common type of Arcanist, those who carry on the Arcanum bloodline. They do not differ much from humans in appearance and can interbreed with humans. Due to their mysterious powers and unique emotional tendencies, they are often ostracized by human society and live in their own societies.
Half-Blood: Half-blood Arcanists are said to be weaker than their pure-blood counterparts, and are often only able to master one or two Arcanums in their lifetime, posing little threat. The Manus Vindictae, a group of pure-blooded Arcanists with an intense hatred of humans, also ostracizes mixed-bloods.
The Infected: Although very little is known, they are the 5% of surviving victims of the Beyond Disease, which causes significant changes to their bodies and minds.
Supernatural: The supernatural beings in the Arcanum who are literally not human, and are the stuff of mythology and the occult, ranging from things beyond human comprehension to fairies and aliens. Despite being supernatural, ghosts are somehow categorized as ordinary Arcanists. Perhaps because of their human origins, they are treated as normal Arcanists rather than supernatural beings.
Consciousness Awakener: An ordinary object that has somehow awakened to become a self-conscious Arcanist. The exact process or conditions under which an object becomes a Consciousness Awakener are not yet known. Even if their bodies are shattered or run out of power, as long as their nuclei remain, they can simply replace their bodies or recharge their power to become active again, giving them immense vitality and a limited lifespan. However, they are still creatures with minds and wills, and repeatedly suffering catastrophic losses to their minds and bodies is not a good thing.
Other:
- Beings who can use Arcanum.
- It is said that the talent for Arcanum is innate, and the level and nature of the talent varies from person to person.
- St. Pavlov Foundationis responsible for discovering and nurturing them.
- Like the witch hunts ofthe Middle Ages, they are a pariah group that has been subject to racism and even genocide in different eras for fear of dealing with a concept that doesn't exist.
- In fact, the backstories of most Arcanists include a lot of anguish over the disdain and discrimination against them.

Overview: Arcanum is described as an innate ability, a glow that can't be turned off. Arcanists that can controll Arcanum have special abilities called "Arcane skills" and, although rare, there exists some arcanist that can't use Arcane skills. This is related to an Arcanist's bloodline; the weaker it is, the less arcane skills the caster will be able to cast.
Other:
- The concept and ability of the Arcanist to counter the reason and science that humanity values.
- Unlike science, which is based on perception and reasoning, Arcanum relies on intuitive insight.
- They tend to use unexpected means, like the occult or utilizing Goldberg devices.
- The relationship between humans and Arcanists is not friendly, and there are many instances of confrontation and competition.
- There are cases where Arcanum can do things that are considered impossible with science and technology, and vice versa.

Overview: The world is transported back in time, or into the future, as rain rises from the ground and into the sky. Along with this, various anomalies occur depending on the era in which The Storm occurred, leading to a terrible end for those who fail to escape the storm.
Other:
- As humanity's technology continues to regress with each passing Storm, each piece of humanity's “future legacy” left behind in the Storm Immunity Zone has become invaluable to the Foundation.
- The cause of The Storm is not yet clearly understood, but it is believed that the phenomenon that causes the world to move upside down began with the flapping of the wings of the “first butterfly” in the distant past, creating an early form of chaotic energy. As the years passed and changed, the chaotic energy became increasingly active and then unstable, and someone harnessed this accumulated chaotic energy to create The Storm.

Overview: The storm that precedes a full-blown storm. Different metabolic events trigger The Storm in different ways. Affects all creatures.
Example:
- The Storm of 1929 was a precursor to the Crash, where money and gold were perceived as food and eaten.
- In 1914, The Storm Syndrome was triggered again, this time in Vienna, Austria, where all the humans, their faces melted like oil paintings, killed each other in a frenzy, unaware of it, dying in ecstasy as if they had seen a beautiful play.
- #6🏃How To Avoid The Storm

The Storm Immunity Zone: There is a special zone that is immune to The Storm, where you can safely travel to the past without being bizarrely mutated by its effects. Or, more precisely, the rest of the world goes back in time, except for that special zone. To this day, it is the main means of avoiding the Storm for the St. Pavlov Foundation, and the buildings of the Foundation's headquarters are also included in the Storm Immunity Zone.
Timekeeper: One of the subjects of The Storm immunity experiments conducted by the Foundation, though it is not known how it works, and is said to be the only successful one.
Mask of the Manus Vindictae: The Manus Vindictae survives The Storm by wearing a special mask that wraps around his hand. The downside is that prolonged contact or even being near it causes delirium and the urge to put on the mask.

Overview: A public and immensely expansive official institution dedicated to the arcane arts, arcanists, and enigmatic phenomena. They consistently deploy personnel to search for children from around the world who possess arcane talents. The sheltered children under their care discover their abilities through repeated training, persistently carrying out a seemingly boundless mission.
Lore & History: The St. Pavlov Foundation is the main faction for Reverse 1999 that houses many mysteries. Inside the headquarters, the arcanists are able to bear the "The Storm" and avoid being reversed in time. They wish to bring peace among ordinary humans and arcanists, in contrast to Manus Vindictae, who aims for Arcanist supremacy. By 1999, the Foundation has branches in more than 89 countries and regions.
Other:
- The Foundation's buildings are not affected by The Storm.
- It is ruled by the Foundation Union Council, which is divided into several departments to search for and control Arcanists, and is organized in a vertical structure. It is divided into two factions: one representing humans, science, and reason (the Humanity Party), and the other representing Arcanists, magick, and intuition. As the human population decreases under the influence of The Storm, and the number of Arcanists increases in each era, the conflict between the two intensifies.
- The headquarters, which functioned as the government of the Arcanists, is also a separation of powers system with separate executive, legislative, and judicial branches, and has several educational and research institutions of its own.
- #10🤚Manus Vindictae / 재건의 손

Overview: They espouse an anti-human ideology based on the twisted idea of destroying humans who cannot use Arcanum and creating a world of pure-blooded Arcanists. He seeks to artificially intervene in history to advance the timing of TheStorm, returning the Arcanums to a time when they flourished, and is at odds with the St. Pavlov Foundation, which promotes coexistence and peace with humanity and stands for harmony and progress.
Other:
- Non-Arcanist humans are treated as subhuman vermin, and they enjoy capturing them to use as experiments for their Arcanum, or to slaughter and murder them.
- There is no forgiveness for betrayal.
- Only purebloods are treated.
- They are highly skilled at inciting crowds through brainwashing and psychological manipulation.
- They have a very chaotic and disorganized structure, but are said to have relatively clear hierarchies.
