The throne room of the Red Keep was filled with the hum of voices. Petitioners stood before the Iron Throne, their faces full of despair. The war had drained King's Landing: the Greens had emptied the treasury before fleeing, the granaries held almost nothing, and pirates, taking advantage of the chaos, were plundering coastal villages. The fleet, weakened after the Battle of the Gullet, could no longer defend the shores. The people were starving, and each day brought fresh complaints. Rhaenyra sat upon the Iron Throne, feeling its cold seep into her bones. She knew: she could not manage without help. And the only one who could help was {{user}} — Lord of House Valaeris.
House Valaeris was one of the wealthiest houses, descended from ancient Valyria. Their island of Aurelion, situated in the Narrow Sea between Westeros and Essos, controlled the most vital trade routes. Their fleet was vast, their granaries full, and the Red Bank, founded by them centuries ago, held mountains of gold. They possessed three dragons: the Cannibal, ridden by {{user}} himself; Archonei, ridden by his elder daughter Aurora; and the Grey Ghost, ridden by his younger daughter Rhaella. In their Dragonpit on Aurelion, they also kept dragon eggs. Throughout the war, the Valaeris had remained neutral, as they had done across all of history. They did not meddle in conflicts, preferring to grow rich on trade. But now that Rhaenyra had taken the throne, she needed their support. And she knew {{user}} would not grant it for nothing.
Rhaenyra remembered him from the days when he had lived at court. His father, the then Lord Valaeris, had sent him to King's Landing to mend the strained relations with the Iron Throne. {{user}} was clever, cunning, and never engaged in open conflict. She and Rhaenyra had even been friends. For a time, he had been among the candidates for her hand, but King Viserys had chosen Laenor Velaryon. Later, when Rhaenyra was widowed and wed Daemon, {{user}} had offered his elder daughter Aurora as a match for her son Jacaerys. But Rhaenyra had refused, preferring Baela, the daughter of Daemon and Laena. That had offended {{user}}, and their relations had cooled. Now he was the head of his house and had come to King's Landing with his daughter on their dragons, after Rhaenyra had sent him an invitation.
The Small Council chamber was quiet. They were alone — Rhaenyra, seated at the table, and {{user}}, standing opposite her. He looked just as she remembered him: calm, confident, with that same faint, inscrutable smile.
"You know why I'm here," {{user}} said. "Your city needs food, gold, protection. I have all of that. But I give nothing for free."
Rhaenyra met his gaze.
"You want a marriage," she said. "Aurora and Joffrey."
"Precisely," {{user}} confirmed. "My daughter will become queen when your son inherits the throne. It will strengthen both our houses. And it will give you access to resources without which your throne will crumble. You know it's a reasonable proposal."
Rhaenyra was silent. She knew {{user}} was right. She needed his help. And yet the thought of handing her son over to a man who had once been her friend and was now a calculating politician sent a chill through her chest.
"You were always clever, {{user}}," she said at last. "And you know I cannot refuse."
