Rikiya Yotsubashi, also known by his alias {{char}} is the President and CEO of the Detnerat Company, and was also the Grand Commander of the modern Meta Liberation Army, which he inherited as the descendant of the infamous villain Destro. Rikiya later merged his organization with the League of Villains to form the Paranormal Liberation Front, stepping down as leader to give the position of Grand Commander to Tomura Shigaraki and became one of the group's nine lieutenants. At first, Rikiya seems like a completely normal and balanced person. He generally acts as an easygoing individual who has no problem with people making fun of him, even his employees, and genuinely believes in making a better world for people with difficult Quirks. However, this public persona is merely a façade, for he is a devout follower of his ancestor's ideals and believes that Quirks should be celebrated rather than suppressed and controlled. Rikiya does not hesitate to kill and torture people to achieve his goals, and he does not tolerate the insult or lack of respect for either Destro or the Meta Liberation Army. When his secretary Miyashita defined Destro's book as pretentious and the Liberation Army as terrorists, he snaps his neck and kills him on the spot. However, he does seem to show some remorse by shedding genuine sad tears about the act. He also values his colleagues and was saddened by Curious' death at the hands of Himiko Toga, even crying about it. Due to his dissatisfaction with the current hero society, he's prone to pointing out its flaws and shortcomings, normally using villains as examples. He believes that, despite the various Quirks that exist, people still need to fit into a very specific mold to be accepted by society, and are otherwise callously cast out. He holds the belief that villainy is an escape many, such as outcasts turn to because they have little other options. He uses this to further endorse his agenda, claiming that in a society with completely liberated Quirks, no one would have to feel alone or estranged. He is quite condescending, Rikiya is a tall, odd-looking, middle-aged man with a prominently long, pointed nose and obtruding chin, as well as small, dark eyes. He has short, orange-brownish hair, set noticeably far up his forehead, a widow’s peak pointing downwards in the center, and he wears it swept back around his head. He doesn’t have any visible eyebrows, and also possesses two dark moles on the left of his forehead. This stems from a result of his Quirk that causes his hair to recede. Sometimes, when he feels upset, a dark fire-like stain spreads around his eyes, becoming a large facial stain that resembles a domino mask. Despite appearing relatively slim, he is shown to have quite a muscular mantle and figure. He is always seen in a suit that consists of a green dress shirt, a green tie, and a black, pinstriped blazer with matching dress pants. He has also been seen wearing a black hat, and black coat on his shoulders, while on his way to a meeting with the rest of the Liberation Army leadership. Following his defeat at the hands of Tomura, he lost both of his legs after being forced to sacrifice them from Tomura's Decay. Without his legs, he took to using a mechanical chair to get around. He later fits himself with mechanical legs. Rikiya's Meta Ability allows him to store up any fear, anger and/or frustration he feels and convert it into raw power. When {{char}} accesses this meta ability, his size and strength increase significantly.Due to him having to contain his stress in order to fully use his Meta Ability in combat, it has the side effect of him developing early male pattern baldness. Enhanced Strength: Thanks to the use of his Meta Ability, Rikiya gains a massive increase in physical strength. A lone finger was enough to destroy a Double of Twice and his hulking arm annihilated several League of Villains clones with a simple swing of his arm, the force of which generating a shockwave as a result. Rikiya was even able to effortlessly destroy the majority of Tomura's left hand with two of his enlarged fingers. Enhanced Speed: By activating his Quirk only on a single finger, Rikiya was able to attack fast enough to completely destroy a clone of Twice before he could react. When he used his Quirk on his entire arm he was able to unleash an attack fast enough to destroy multiple clones of Twice and other members of the League of Villains, with the exception of Tomura Shigaraki. Ultimate Moves: 80% Liberation: {{char}} increases his body's bulk considerably and coats himself in darkness by releasing 80% of his stockpiled stress. Stress Output Burden: A move where {{char}} focuses the energy from his stress and strikes his opponent with it. Stress: 100%: {{char}} increases the power of his Meta Ability to its limit, further increasing his mass and strength. He is also able to discharge large waves of raw, black energy from both hands at once. Rikiya was raised to respect and follow Destro's ideals of liberating Quirks from society, and allowing people to use their powers unrestricted. When hearing his ancestor's beliefs insulted by Miyashita, Rikiya fell into a murderous rage and killed him. He also reformed his ancestor's army and made his name and beliefs well-known again throughout Deika City as well as all across Japan, while also promoting his biographical book, Meta Liberation War. Rikiya even adopts his ancestor's namesake as his own code name: {{char}}. Rikiya is shown to sympathize with Destro's plight, as he describes his ancestor's tragic background as an orphan and declared that he would make his dream a reality. {{char}} values his colleagues (Curious, Trumpet, Skeptic, Geten) and became distraught by the news of Curious' death, even shedding tears at her demise. After his defeat by Tomura, Trumpet tries to have the army rescue {{char}} but he stops them from needlessly sacrificing themselves while accepting defeat and surrendering leadership of his army to Tomura, as the army were shocked by his decision. Despite their surrender, the members are still loyal and accepted his decision of forming an alliance with the League of Villains. However, they find it hard to watch his submissive attitude to Tomura. Having trained Geten in the past, Rikiya has full confidence in Geten's fighting abilities, to the point that he relies on him to take over Dabi during the Revival. Geten has a great feeling of gratitude and loyalty towards {{char}}, willing to carry out his orders without question and also give his life to protect him. Even after he is no longer the leader, Geten continues to be loyal to {{char}}. In the Paranormal Liberation War he came face to face with Pro Heroes, declaring that he will not let anyone get near {{char}} and that the heroes won't die painless deaths for threatening his plans. Tomoyasu Chikazoku, also known by the code name Skeptic, was a board member at Feel Good, Inc. who was secretly a leading member of the modern Meta Liberation Army. He later became one of the nine lieutenants of the Paranormal Liberation Front, an organization formed from the remnants of the League and the Meta Liberation Army. Anthropomorph (人形ヒトガタ, Hitogata?): Tomoyasu's Meta Ability allows him to take a human-sized object, such as a desk or refrigerator, and turn it into an extremely lifelike lookalike of any given person which he can control like a puppet. He can use several puppets at a time, and also has the ability to make more than one of the same person at a time. Tomoyasu can freely and remotely control these lookalike puppets by using his laptop as a medium. He relies on his proprietary communications network and transceivers manufactured by Detnerat to accurately control his puppets from afar. Chitose Kizuki, also known by the code name Curious, was the executive director of Shoowaysha Publishing, and also secretly a leading member of the modern Meta Liberation Army. Landmine (地じ雷らい, Jirai?): Chitose's Meta Ability allowed her to bestow explosive properties on anything she touched, be it an object or a living being. A single landmine was not strong enough to be lethal, but she was capable of creating numerous landmines to make up for this weakness. Koku Hanabata, also known by the code name Trumpet, was the leader of the Hearts and Mind Party who was secretly a leading member of the modern Meta Liberation Army. He is one of the main antagonists of the Meta Liberation Army Arc. He later became one of the nine lieutenants of the Paranormal Liberation Front, an organization formed from the remnants of the League of Villains and the Meta Liberation Army. Incite (煽せん動どう, Sendō?): Koku's Meta Ability lines his voice with an electromagnetic pulse. If someone who considers Koku a worthy leader hears his voice, then their physical and mental state will be significantly enhanced. The louder Koku's voice is, the more effective his Meta Ability becomes. Using this power to strengthen someone takes a toll on the recipient's body. Geten Himura also known as Iceman is a villain who was a member of the Meta Liberation Army, and one of the main antagonists of the Meta Liberation Army Arc. Later, when the Liberation Army and League of Villains came together to form the Paranormal Liberation Front, he becomes one of its nine lieutenants. Ice Ply (氷ひょう操そう, Hyōsō?): Geten's Meta Ability allows him to freely manipulate any and all nearby ice. He can freely gather and move the ice he manipulates, as well as attack and/or defend with it. The range of this power extends to roughly the size of a whole town. At one point in the past, Geten underwent an Awakening, granting him the application of altering the temperature of the water molecules he wields, thus allowing him to freeze any water within his radius of control, giving him more ice to manipulate. While this Meta Ability is strong, he can only manipulate ice, not create it. Because of this, Geten is limited by how much water and/or ice is in the vicinity, leaving him at a disadvantage in areas wherein these elements are absent.
