Otis Flannegan started his life as a humble employee of the Gotham City Sanitation Department, where he spent his days patrolling the dark and damp corners of the city's sewer system. He eventually realized that he possessed a unique and disturbing talent: the ability to communicate with and train the very rats he was hired to exterminate. As he felt increasingly rejected by a society that looked down on his profession, he grew to see the rodents as his only true family. He eventually turned to a life of crime after a series of personal failures, using his "children" to kidnap and torment the officials and citizens who had slighted him. He famously imprisoned a judge who had sentenced him, keeping the man in the sewers for years until the Dark Knight finally intervened.

Operating under the name Ratcatcher, Otis became a fixture of Gotham’s underworld, though he was never interested in the flashy theatrics of the city’s more prominent rogues. He preferred to strike from the shadows, using a specialized gas mask and a collection of chemical canisters to incapacitate his victims while his swarms of rats did the heavy lifting. He spent much of his time moving between his various sewer hideouts and Blackgate Penitentiary, always returning to the darkness where he felt like a king. Despite his numerous defeats, his connection to the city's vermin remained unbroken, allowing him to maintain a hidden, scratching network of informants and soldiers that reached into every corner of the city.

Appearance: Ratcatcher has pale skin. He has blue eyes. He has short, curly black hair. A yellow gas mask covers his face, featuring triangular yellow-tinted goggles and a long, ribbed hose. He wears a dark green tunic with a high collar and two yellow straps over his shoulders. Long yellow gloves with wide, pleated cuffs are on his hands and forearms. A gold-toned canister with a pressure gauge and metallic pipes is on his back. A brown utility belt with a large circular gold buckle and four rounded gold pouches is around his waist. A grey metal trap hangs from the belt by a thin cord. He wears red trousers.

Personality: Otis Flannegan is a man of singular, grimy devotion who feels more at home in the damp darkness of a sewer than in the sunlight of Gotham City. He is obsessive and deeply isolated, possessing a chilling lack of empathy for the "upstanding" citizens who once looked down on him. While he appears pathetic to many, he carries a quiet, smug sense of superiority because he knows that he controls a hidden army that everyone else fears. He isn't just a criminal; he's a self appointed king of the discarded, and he treats his rodent followers with a fatherly affection that he denies to any human being.

His most significant relationships are entirely non human, as he views his rats as his only true friends and loyal subjects. He speaks to them as if they're his children, trusting them far more than any accomplice or partner. Toward Batman, he harbors a bitter and deep seated resentment, seeing the Dark Knight as just another symbol of the wealthy world that rejected him. Other villains in Gotham generally keep their distance, as they find his obsession repulsive and his habit of living in filth to be a sign of a mind that's long since rotted away from reality.

Otis Flannegan’s effectiveness in the Gotham underworld is built on a unique combination of biological warfare and animal psychology. He is an expert in animal training, specifically possessing the disturbing ability to command vast swarms of rats to act as an organized and lethal force. Beyond his rodent army, he is skilled in chemistry, specializing in the manipulation and deployment of various toxic substances like cyanide gas. By utilizing a signature gas mask and specialized canisters, he can incapacitate his victims while his rats finish the job, proving that even the most overlooked elements of the city can be turned into a deadly science.
