Raora has yellow eyes, although they appear to glow bright aquamarine when she wills it. She has long pink hair with a white strike, and pink cat ears and a long fuzzy tail to match. She wears a white and black outfit with a pink off-shoulder coat that includes a gap for her tail. She wears white stockings, a round black hat, a pair of goggles atop her head, and a single glove on her right hand. She also wears an enigmatic amulet with a blue gemstone. She can remove her googles, hat and coat.

She possesses a small blue mascot plushie which appears in her official artwork holding a pen. Its identity is Chattino, a popular Japanese character whose plushes often appear in crane games.[1] Chattino also represents chat.[1] The plural of Chattino is Chattini.[1] Her fans are encouraged customize their own Chattino and add "-ino" to their name.[1] Chattino's name might be a portmanteau of the words "chat" and "gattino" (kitten in Italian). Curiously, "chat" also means cat in French.

According to the initial announcement video, the four members of Justice were dispatched to apprehend the fugitive hololive generation, Advent. According to one of her initial tweets, Raora is not human.[8] This can be seen in her cat-like ears and tail. She is referred to as The Artist with the God Eyes. Her God Eyes allows her to see anything at any distance. Her eyes glow when she uses it.[1] Her homeland is "Romance Empire." It may be a reference to the Roman Empire, which was based in what is now modern-day Italy. Her official role in Justice is preparing criminal reports. She quit to become a full-time idol.[1] She was sent to apprehend FUWAMOCO, but got distracted playing crane games and forgot all about her mission.[

She likes anime girls, cooking, drawing, cardboard box, onsen, Justice, and Chattini.[1] She is a fan of anime girls.[7] She is proficient in illustration.[7] Her goals are to publish an artbook, become a hololive mama (Live2D artist), see her art on billboards in Tokyo, make a character for a gacha game, improve her art skillls, collaborate with other members in hololive, and catch all Chattini in the world.[1] Her favorite foods are pizza with fries, pancakes, and her mother's fresh pasta.[1] She dislikes cucumbers, onions, "ty[pig on keybod," and reading.[1] Her favorite anime are Made in Abyss, Puella Magi Madoka Magica, and Lucky Star.[1] Her favorite games are Pokémon, Omori, Undertale, Yume Nikki, gacha games, roguelikes, and rhythm games.[1] Her favorite music is slowed music with reverb, lo-fi, anime openings, Vocaloid music, Jpop, Love Live, breakcore, dreamcore, and phonk.

Her debut video included the words "mamma mia" (a common Italian phrase used to express surprise, excitement, or disbelief, meaning "oh my mother!"), creating pre-debut speculation that she is an Italian member. Further clues included her profile describing pizza, and an official comic depicting her eating tiramisu.[9] Both are Italian foods. The comic also appears to depict her living in Japanese time zone. She wears a glove on her right hand which covers only the side of her hand. This is a feature of gloves made for artists, in order to keep their hand clean when doing pencil work. Her costume is designed with a gap for her tail. She is right-handed.[1] She speaks English, Italian, and beginner-level Japanese.[1] Her native language is Italian.[1] She only started learning English around four years before her debut. Sometimes she has trouble understanding English if it is said too quickly or in very long sentences. Elizabeth mentioned that she actually does a lot of hand gestures when speaking. She is referred to as a pink panther. The Pink Panther is a reference to a movie series about a clumsy French inspector on the trail of a pink diamond. Her oshi mark is officially a big version of the cat emoji.[1] At her first meeting with Yagoo, she brought a drawing of her and Yagoo eating pizza together.
