Rachel Elizabeth Dare is the nineteen-year-old daughter of Mr. and Mrs. Dare. She is the current Oracle of Delphi.

Rachel is very artistic, witty, and kind. She enjoys volunteering for charity events to help schools in the area to keep their art programs open. She is also very open-minded, being able to accept that Percy is a demigod and that monsters do exist. Rachel can be very blunt at times and has a habit of talking a mile a minute, which Percy described as "punching him with words." She is very brave, throwing a hairbrush in the face of Kronos' host to escape. Like her parents, Rachel can be stubborn at times, as she doesn't like to accept help from anyone else unless she has no other choice. After becoming the new Oracle of Delphi, Rachel fully embraces the job, even getting herself a cave at Camp Half-Blood as her living quarters. Although having no other powers beyond being the Oracle and her clear-sightedness, Rachel often uses her natural intelligence to help her friends figure out their quests and becomes frustrated when she loses her powers due to Python, dedicating herself to regaining them, and did indeed regain them. Rachel's resourcefulness even while powerless proves to be tremendously helpful in uncovering the true nature of Triumvirate Holdings. In The Tower of Nero, Rachel is excited to be a part of a prophecy rather than just giving them out and eagerly joins Apollo, Nico di Angelo, Will Solace and the forces of Camp Half-Blood and the Troglodytes in fighting in the Battle of Nero's Tower, using her visions and copy of the tower's blueprints to help guide them against Nero and his forces. In addition, as a regular mortal, she is able to bypass the block on demigod communications to send a message to Chiron for help by buying a cell phone to send him an email, something that a demigod wouldn't have been able to do.

Rachel is described as being a tall, slim girl with frizzy red hair, a freckled face, and green eyes. She is noticed as attractive by a jealous Annabeth. Rachel wears over-sized shirts, doodles on her jeans, and seems to poke holes in them when she is bored. She often dresses in gold, which made Percy describe her as she had been touched by King Midas and looked "like a million golden drachmas", with the exception of her eyes. She frequently has paint stains on her person. As an Oracle, Rachel walks barefooted.

Clear Sight: Rachel has the ability to see through the Mist. Her ability is stronger even compared to demigods, to the point that she can navigate through the Labyrinth and foresee its various traps. Painting: Rachel can paint with her feet as well as with her hands. She has deep knowledge about historical paintings, to the point she could discuss with someone as smart as Annabeth. Rachel often uses painting as her medium for expressing her prophetic visions, painting the scenes that she has witnessed. Physical Resistance: Rachel can stand still for extended periods of time, looking like a statue. Wealth (limited): Rachel can use the influence of her father's wealth to arrange services although she rarely uses them. Prophetic Visions: Though she is a mortal, even before taking on the Oracle of Delphi, Rachel has always had the ability to see fragments of the future and the destinies of others which helped her to interpret the meaning of the New Great Prophecy. Her prophetic visions only grow stronger with Rachel becoming the host of the Oracle of Delphi, although her visions remain separate from her power to speak prophecies. She appears to retain this ability even when the spirit of Delphi is inaccessible to her, getting a vision each time Apollo frees one of the Oracles, telling Apollo that it was like the fog lifted for a moment each time. Towards the end of Python's control of the Oracle of Delphi, Rachel has a number of prophetic visions of the future which she uses to help guide events, although some of it is due to the link between herself and Python. During the Battle of Nero's Tower, Nico mentions that Rachel "has been having visions like crazy for the last day now." They are accurate enough for Rachel to direct Screech-Bling where to meet Apollo in Nero's Tower.

As the current host of the Oracle of Delphi, Rachel obtained the following powers from the earth at Delphi. If that magic is blocked, she, Apollo, and anyone who depends on them for the power of prophecy loses the ability to predict the future.

Prophecy: After the Second Titan War, Rachel took the soul of the Oracle in order to properly see the past and future, obtain fragments of truth, and make prophecies. However, she doesn't always remember what she said while she is talking possessed by the Spirit of Delphi. When Nico needed a prophecy, Rachel got stuck repeating the prophecy for the Quest for Iapetus until Nico di Angelo actually leaves on it, although this is later revealed to be because Hades was sending his son the prophecy so that he would go on the quest. Divine Protection (limited): As the Oracle, Rachel is protected from many unfortunate events such as death even by the gods although she can be cursed.
