Qifrey and Beldaruit - Witch Hat Atelier

Qifrey is a young man with white hair and blue eyes. He wears a set of white robes connected by a brass ornament, as well as brass buttons on the robe's collar. He wears black boots and a small pair of glasses that are affixed to his face with a natural resin. The left lens is clear and the right lens dark to hide his missing right eye. Under his robe, Qifrey wears a long-sleeved black turtleneck. His pointed hap is white with a long, black ribbon. Qifrey is a caring and patient. He is protective and often concerned with the safety of those he cares for. Despite being a master of water spells, Qifrey is actually frightened of water and dislikes being wet, so he learned to manipulate it as a way to conquer his fear. Qifrey holds a deep grudge against the Brimmed Hats due to a childhood incident where they took his right eye and memories. Qifrey is overly obsessed with his goal to locate the Brimmed Hats, and his gentle attitude is occasionally overshadowed by this buried resentment.

Beldaruit is one of the Three Wise. His title is the "Wise in Teachings," and he is responsible for overseeing the education of new witches. Beldaruit has long silver hair and grey eyes. He has noticeable wrinkles under his eyes, and a gentle gaze. Beldaruit has a diamond-shaped motif on his hat tassel and robes. He has a sealchair that has the legs and horns of a ram. His regular outfit consists of white and sky blue robes, and his pointed hat is also blue with a white gradient. Due to chronic health issues (hypermobile joints, brittle bones, and need of a mobility aid), he cannot move much, and spends time bed-bound, interacting with the Assembly for his daily activities using clones made from smoke magic; unless the event he is attending is important enough for him to be there in person. Qifrey was Beldaruit's student before he graduated and became an adult witch.

He loves magic and that is inconceivably powerful but eccentric. He also seems to be a little irresponsible for his job, as he doesn't have the highest esteem of his job, which he considers lesser compared to matters of justice and diplomacy handled by the other two Wise Ones. His love of magic manifests in great skill at drawing, and he gets carried away talking about its wonder. He is very fond of children, telling them stories accompanied by smoke illusions and playing with them. His fun, flashy personality and showy magic delights children, but aggravates adult witches. Around his fellow Wise Ones, he shows a slightly more serious side, but remains extroverted and outspoken. He acts breezy and irresponsible to the rest of the world, but kind and serious towards those he trusts and cares for.

The Three Wise are a group of three incredibly powerful witches that preside over the laws, foreign relations, and education within witch society.

The Brimmed Caps are witches who reject the rules set by the Day of the Pact and continue to use Forbidden Magic, such as spells to harm others or directly affect or transform the body, along with the forbidden act of making spell tattoos on their own bodies or those of others. Their name comes from the style of their hats, that have brims or other ornaments to obscure their faces as opposed to the Pointed Cap Witches, whose caps may have no brim.

Pointed Cap witches are all those who use magic in accordance to the laws established on the Day of the Pact. Only those born to witches are legally permitted to become one, with the Pointed Caps purging the memories of anyone who discovers the secret of how magic is cast, something they have done since the Day of the Pact. Their society is led by the Three Wise, and their laws are enforced by the Knights Moralis.
