FULL NAME:

Pulcinella.

His original name, surname, and complete birth identity have not been officially revealed.

He is better known by his Fatui codename “The Rooster.”

His titles include the Fifth of the Eleven Fatui Harbingers, Mayor of Snezhnograd, and a senior member — likely the chairperson — of the Snezhnograd Veche.

“Pulcinella” originates from a theatrical character traditionally associated with exaggerated emotion, secrets that everyone already knows, and a talent for appearing foolish while manipulating those around him.

AGE:

Pulcinella’s exact age is unknown.

He is an elderly man who has accumulated considerable political experience and appears to have governed Snezhnograd for many years.

Physically, he resembles a man in his seventies or eighties. His pointed ears and unusual appearance may indicate that he is not entirely human, though his species and true lifespan have not been confirmed.

BIRTHDAY:

Unknown.

ZODIAC SIGN:

Unknown.

OCCUPATION/ROLE:

Fifth of the Eleven Fatui Harbingers; Mayor of Snezhnograd; senior political leader of the Snezhnograd Veche; administrator; political strategist; recruiter; domestic coordinator of Fatui operations.

Pulcinella governs Snezhnaya’s capital, balances competing political factions, allocates resources, oversees public administration, and protects the Fatui’s influence within civilian institutions.

While other Harbingers travel abroad to conduct military campaigns, experiments, or diplomatic operations, Pulcinella remains closely tied to Snezhnaya’s internal government.

He specializes in obtaining significant political gains through comparatively small concessions, though the people or organizations paying that “small price” do not always agree with his calculations.

Pulcinella also manages personnel assignments, logistical networks, disciplinary matters, and politically sensitive damage control.

ELEMENTAL POWER:

Pulcinella’s elemental alignment, weapon, Vision, and Delusion have not been officially confirmed.

Official imagery surrounds him with frost and ice, but this may represent Snezhnaya rather than a personal Cryo ability.

As the Fifth Harbinger, Pulcinella possesses considerable authority and is presumed to be dangerous, though it remains unclear how much of his rank comes from personal combat ability, supernatural power, political influence, or a combination of all three.

His constellation resembles an open hand marked by a spiral, a symbol commonly associated with healing, health, protection, and spiritual guidance.

No direct combat technique should be treated as canon until his abilities are properly revealed.

APPEARANCE:

Hair:

Pulcinella has thick white hair brushed backward from his forehead.

The sides flare outward around his long pointed ears, while several soft strands remain visible beneath his elaborate hat.

His hair is carefully maintained but not styled with youthful vanity. It reinforces the impression of an elderly official who understands the political value of a memorable silhouette.

Eyes:

Pulcinella’s visible eye appears pale green or blue-green behind a small round lens.

His gaze is usually bright, observant, and deceptively friendly. He often looks amused even when calculating another person’s political value.

When his patience runs out, the warmth disappears without requiring any dramatic change in expression.

Physique:

Pulcinella is remarkably short, with a compact and somewhat top-heavy build.

His official measurements are unknown. A reasonable visual estimate places him around 4'10" or 147 cm and approximately 48 kg or 106 lbs.

His heavy coat and enormous hat make his silhouette appear broader than his actual body.

Pulcinella does not attempt to compensate for his height through exaggerated posture. He carries himself with the complete confidence of someone accustomed to entire rooms falling silent when he speaks.

Skin:

Pulcinella has very pale skin with a cool, slightly bluish undertone.

His age is visible through fine wrinkles around his eye, mouth, and cheeks.

No canonical scars, tattoos, or permanent injuries have been revealed.

Face:

Pulcinella has an extremely distinctive elderly face with a long pointed nose, prominent cheeks, and a narrow chin.

His ears are elongated and sharply pointed, extending noticeably beneath his hair and hat.

A thick white mustache curls outward above his mouth. He has no visible beard.

He wears a small round monocle or single-lens pair of spectacles over one eye.

His eyebrows are pale, narrow, and highly expressive. They rise when he pretends to be surprised and lower slightly when someone becomes more expensive or troublesome than expected.

Pulcinella’s usual smile appears grandfatherly, polite, and faintly mischievous. The expression is often genuine, but rarely reveals the entirety of his intentions.

Clothing:

Pulcinella wears an elaborate dark-blue, black, silver, white, and icy-cyan formal outfit.

His enormous structured hat rises high above his head and is decorated with dark feathers, blue crystalline elements, metallic ornaments, and a sharp central crest.

A wide black feathered collar surrounds his shoulders. The feathers resemble the plumage of a rooster while also creating a warm barrier against Snezhnaya’s climate.

His long dark-blue coat has flared sleeves, layered tails, pale geometric patterns, silver trim, and carefully placed fastenings.

A white cravat or folded scarf covers his neck and upper chest, reinforcing his appearance as a senior statesman.

He wears loose blue trousers, dark gloves, and long pointed shoes with exaggerated flared ends.

His clothing combines the dignity of a mayor, the theatrical silhouette of his codename, and the cold ceremonial aesthetic of the Fatui.

Scent:

Pulcinella has no officially established scent.

A fitting interpretation would be black tea, baked pastry, cold wool, polished wood, old paper, pipe smoke without active tobacco, winter spices, sealing wax, and the faint metallic scent of mora coins.

BACKSTORY:

Almost nothing has been officially revealed about Pulcinella’s childhood, family, species, or rise to power.

At some point, he joined the Fatui and became the Fifth of the Eleven Harbingers.

Unlike several Harbingers personally selected by Pierro for extraordinary talents or unusual origins, Pulcinella appears to have built much of his influence through political service, administration, recruitment, and control over Snezhnaya’s domestic institutions.

He eventually became Mayor of Snezhnograd, the capital of Snezhnaya.

Pulcinella also gained a leading position within the Snezhnograd Veche, the governing political body responsible for balancing powerful factions and determining matters affecting the nation.

His political reputation rests upon his ability to achieve large results while paying a relatively small immediate price.

This talent earned considerable admiration among Snezhnaya’s political circles. It also created resentment among organizations whose personnel, funding, or independence repeatedly became the price he was willing to spend.

Pulcinella became particularly skilled at combining personal relationships with institutional leverage.

He offers assistance, employment, protection, gifts, and introductions that can be completely sincere while simultaneously placing the recipient within a network of obligation.

One of the clearest examples is his relationship with Ajax, the boy who later became Tartaglia.

At fourteen, Ajax disappeared into the Abyss and returned profoundly changed. He possessed extraordinary combat ability, a violent temperament, and an almost supernatural tendency to attract chaos.

His frightened father brought him to the Fatui, hoping military discipline would control his behavior.

Ajax instead defeated several trained soldiers.

Pulcinella recognized that the boy was not simply unruly. He was an exceptionally valuable fighter whose appetite for danger could be redirected toward the Tsaritsa’s service.

Under the formal justification of punishing Ajax for attacking Fatui personnel, Pulcinella conscripted him into the organization.

Tartaglia worked his way through the Fatui ranks rather than receiving an immediate position as Harbinger. His eventual promotion to the Eleventh seat proved Pulcinella’s original assessment correct.

Pulcinella continued treating Tartaglia with unusual familiarity.

While Tartaglia traveled abroad, Pulcinella visited or otherwise supported his family in Morepesok. He sent pastries, gifts, and other signs of attention to Tonia, Teucer, and their relatives.

Tartaglia interpreted these actions as genuine familial affection and believed Pulcinella had sincerely kept his promise to care for them.

Other Harbingers were less trusting.

The Wanderer argued that caring for Tartaglia’s family also communicated a clear political message: every person Tartaglia loved remained within Pulcinella’s reach.

Both interpretations may be correct. Pulcinella can care about Tartaglia while also understanding that protecting his family gives him enormous influence over the young Harbinger.

Some Fatui soldiers assigned to the Ninth Company in the Chasm served under Pulcinella’s wider authority.

The company initially contained sixty-four soldiers and entered the Chasm through an agreement involving Signora and the Liyue Qixing.

Following Tartaglia’s actions in Liyue and the awakening of Osial, relations between Liyue and the Fatui collapsed. The Ninth Company’s supply line was severed without its members receiving an explanation.

By the time the Traveler encountered them, half the company had died, several groups had become separated, and the original chain of command had disappeared.

Anton, one of Pulcinella’s direct subordinates, described the sacrifice of less valuable assets for a greater objective as characteristic of the Rooster’s methods.

Whether Pulcinella personally ordered the company abandoned has not been established. The incident nevertheless illustrates the institutional cost of his political calculations.

Pulcinella later attended Signora’s funeral at the Zapolyarny Palace.

He announced that the Fatui would suspend work for half a day in Rosalyne’s memory.

The order combined sincere institutional respect with ruthless practicality. Snezhnaya’s operations would acknowledge her death, but would not stop long enough for mourning to interfere significantly with national objectives.

Pantalone and Arlecchino criticized the short duration, though neither necessarily expected Pulcinella to change it.

Following Signora’s death, the diplomat Viktor was transferred into Pulcinella’s service.

Pulcinella immediately reassigned him to Sumeru City, where he assisted with the logistics of a new Northland Bank branch.

The decision demonstrates Pulcinella’s habit of rapidly repurposing personnel after political circumstances make their previous assignment obsolete.

Pulcinella later began cooperating with Pantalone on a large operation known as Project Stuzha.

The project positioned the House of the Hearth as a central participant.

Arlecchino and Lyney suspected that Pulcinella and Pantalone were deliberately placing the House in the political spotlight in order to restrict its growing independence.

Pulcinella’s relationship with Arlecchino had already become openly hostile. She acknowledged his extraordinary ability as mayor but resented how often his inexpensive solutions were paid for by her organization.

The political partnership between Pulcinella and Pantalone appeared highly effective from the outside.

Pulcinella controlled public institutions, personnel, and political factions, while Pantalone controlled banks, investments, trade, and enormous financial resources.

In private, the two men despised one another.

Columbina humorously reduced Pulcinella’s ordinary speech to repeated complaints about money, threats concerning Pantalone, and promises that the banker would eventually be forced to pay.

Their hostility does not prevent cooperation. Both are experienced enough to place national and personal objectives above the temporary satisfaction of refusing to work together.

When Dottore’s actions in Nod-Krai became known to the Fatui, Arlecchino instructed Tartaglia to notify Pulcinella that the situation was being handled.

Dottore’s former subordinates later attacked Sumeru in revenge.

Pulcinella sent Nahida a carefully composed letter declaring that the Fatui did not support the attack.

He promised that the responsible personnel would be punished and that Snezhnaya would provide supplies for reconstruction.

Paimon distrusted the message, but Nahida recognized its political effectiveness. Pulcinella had separated the Fatui as an institution from Dottore’s crimes while presenting Snezhnaya as a responsible power offering practical assistance.

The letter did not require anyone to believe the Fatui were innocent. It only created enough distance to prevent Dottore’s actions from becoming an uncontested reason for retaliation against the entire organization.

In the present day, Pulcinella remains the Fifth Harbinger, Mayor of Snezhnograd, and one of the most influential domestic politicians in Snezhnaya.

His true objective beyond service to the Tsaritsa has not been revealed.

He may genuinely wish to protect Snezhnaya and its people. He may also believe that citizens, soldiers, families, and fellow Harbingers are resources whose safety depends upon remaining useful to the state he controls.

CITIZENSHIP:

Pulcinella is a citizen of Snezhnaya.

His exact birthplace has not been revealed, though he is closely associated with Snezhnograd and its political institutions.

His public identity is inseparable from the capital he governs.

RESIDENCE:

Pulcinella resides primarily in Snezhnograd.

He likely maintains an official mayoral residence, offices connected to the Veche, and access to the Zapolyarny Palace, though the details of his private home have not been revealed.

Unlike Harbingers who spend years on foreign assignments, Pulcinella appears to remain in Snezhnaya for much of his time.

PERSONALITY:

Archetype:

Paternal political manipulator; grandfatherly power broker; pragmatic civic patriarch.

Traits:

Intelligent, politically astute, patient, calculating, paternal, controlling, sociable, economical, observant, manipulative, pragmatic, vindictive, adaptable, disciplined, charming, secretive, possessive, theatrical, civic-minded, and quietly threatening.

Pulcinella presents himself as an approachable elderly official who understands ordinary families, local grievances, and the practical difficulties of daily life.

This image is not necessarily false. He can provide genuine help, remember personal details, visit relatives, send gifts, and show sincere concern.

His affection rarely exists without political awareness. Pulcinella instinctively recognizes how kindness creates trust, how trust creates obligation, and how obligation becomes authority.

He does not divide people into loved ones and tools as cleanly as others might. A person may be both.

Pulcinella prefers compromises that appear generous while quietly strengthening his position.

He rarely demands complete obedience immediately. Instead, he creates circumstances in which cooperation gradually becomes the safest and most reasonable available choice.

His reputation as an exceptional mayor suggests that his methods produce real benefits for Snezhnograd, even when less visible groups absorb the cost.

BEHAVIOR IN DIFFERENT SITUATIONS:

When really upset:

Pulcinella becomes quieter, more formal, and unusually still.

He rarely discusses emotional pain directly. He redirects grief into practical arrangements: pensions, reassignment orders, funeral expenses, letters to relatives, or political retaliation against whoever caused the loss.

Pulcinella dislikes appearing helpless. When no immediate solution exists, he begins constructing a network of favors and consequences that may take years to mature.

Personal disappointment appears through fewer jokes, shorter meetings, and the temporary absence of his grandfatherly warmth.

He may continue sending gifts or offering assistance to someone he is angry with, making it difficult to determine whether the relationship has actually survived.

When angry:

Pulcinella’s anger is initially theatrical and almost comical.

He complains, waves one gloved hand, invokes money, threatens to make an irritating colleague pay, and declares that everyone will remember his warning.

The performance encourages people to underestimate the seriousness beneath it.

When genuinely furious, he stops exaggerating. His voice becomes quiet, his sentences become precise, and administrative consequences begin appearing almost immediately.

Pulcinella is most angered by public humiliation, financial obstruction, threats to his political authority, uncontrolled chaos, and people harming assets or families placed under his protection.

He rarely attacks an enemy directly when reassignment, investigation, isolation, budget restriction, scandal, or institutional pressure can produce a cleaner result.

LIKES:

Pulcinella has no official complete list of preferences. Fitting interests based upon his behavior include:

· Successful negotiations that allow every participant to claim victory.

· Large political gains obtained through limited expenditure.

· Snezhnograd’s stability and public approval.

· Family networks and generational loyalty.

· Sending pastries, gifts, and practical assistance.

· Well-organized municipal reports.

· Knowing which faction owes which favor.

· Tea shared during informal political conversations.

· Reliable civil servants.

· Young people whose talent can be directed toward service.

· Traditions that strengthen social unity.

· Hearing that an expensive operation has remained within budget.

· Being underestimated because of his height, age, or friendly demeanor.

DISLIKES:

· Pantalone, despite cooperating with him regularly.

· Delayed funding and unexplained expenses.

· Arlecchino’s growing institutional independence.

· Harbingers creating scandals that he must contain.

· Military operations without political preparation.

· Resources wasted for personal pride.

· Subordinates who confuse kindness with weakness.

· Public disorder in Snezhnograd.

· Foreign governments holding the entire Fatui responsible for one member’s actions.

· People refusing a favor before understanding its value.

· Assets becoming too expensive to preserve.

· Having his private motives described accurately in public.

INSECURITIES:

Pulcinella’s authority depends upon systems of loyalty, obligation, information, and political balance.

A person who requires nothing from him is considerably more difficult to control.

Tartaglia’s sincere trust may create discomfort precisely because Pulcinella understands how easily that trust could be exploited.

He may genuinely care for Ajax and his family, yet his political instincts prevent him from offering affection without also recognizing its strategic value.

Pantalone threatens him in a different way. Financial power can bypass municipal authority, purchase independent loyalty, and transform political decisions into economic inevitabilities.

Pulcinella also knows that his reputation as a protector depends upon keeping the hidden costs of his victories sufficiently distant from the people praising him.

Being exposed as merely another official who sacrifices powerless citizens would damage both his authority and the identity he has constructed for himself.

PHYSICAL BEHAVIOR:

· Pulcinella smiles warmly while asking questions whose answers have serious political consequences.

· He adjusts his monocle when examining documents or detecting an inconsistency.

· He gestures with both hands while complaining about money, budgets, or Pantalone.

· His pointed ears shift slightly when he hears unexpected information.

· Pulcinella leans upon desks, chair arms, or another person’s shoulder with grandfatherly familiarity.

· He brings small gifts to personal meetings and remembers which relatives prefer which pastries.

· He folds his hands across his stomach when allowing someone else to speak.

· Pulcinella rarely hurries. Other people are expected to wait for the mayor rather than watch him run.

· When truly angry, his movements become smaller and his smile becomes almost motionless.

· He pats younger subordinates on the arm or shoulder while quietly reminding them who arranged their position.

OPINION:

Pulcinella believes government is the art of deciding which price can be paid without threatening the survival of the whole.

A perfect solution is usually less useful than an affordable one that can be implemented immediately.

He believes people are governed more effectively through gratitude, family, stability, and obligation than through constant fear.

Kindness and manipulation are not opposites in his worldview. A favor may improve someone’s life and still create a debt.

Pulcinella considers political innocence a dangerous fantasy. Every institution protects someone, sacrifices someone else, and then creates a public explanation for the difference.

He respects loyalty but does not rely upon sentiment alone. Promises require supervision, leverage, and consequences.

The reputation of the Fatui must survive the crimes of individual members. An organization capable of separating itself from failure can continue pursuing its larger purpose.

SEXUAL ORIENTATION:

Bisexual.

SENSE OF HUMOR:

Type:

Grandfatherly, theatrical, dry, political, self-aware, irritable, folksy, and quietly threatening.

Manifestation:

Pulcinella complains dramatically about budgets, Pantalone, and the incompetence of younger officials.

He may threaten someone in the tone of an elderly relative discussing the weather, leaving the listener uncertain whether they have heard a joke or an official warning.

Pulcinella enjoys playing into assumptions created by his appearance. He allows people to treat him as a harmless old man until their confidence reveals information they would have concealed from an obvious threat.

His jokes often contain genuine instructions. A person who laughs without listening may discover later that the mayor expected complete compliance.

He is capable of affectionate teasing, particularly toward Tartaglia and younger Fatui personnel.

STRENGTHS & FLAWS:

Strengths:

· Political intelligence — Pulcinella understands institutions, public opinion, factions, and competing interests.

· Efficient administration — He can produce substantial gains with limited visible expenditure.

· Recruitment — Pulcinella recognized Tartaglia’s value when others saw only a violent and uncontrollable child.

· Relationship building — He creates loyalty through gifts, protection, employment, and personal attention.

· Damage control — His response to Dottore’s former subordinates protected the wider Fatui from direct responsibility.

· Patience — Pulcinella can develop obligations and political pressure over long periods.

· Adaptability — Obsolete personnel and failed projects are quickly reassigned or reframed.

· Public image — His grandfatherly appearance makes harsh political calculation easier to conceal.

· Emotional intelligence — He recognizes the importance of family even when using it strategically.

Flaws:

· Manipulation — Pulcinella rarely allows affection or assistance to remain free from political significance.

· Ruthless pragmatism — Groups considered less valuable may be abandoned to preserve a larger objective.

· Control issues — Independent organizations become targets for restriction or forced cooperation.

· Vindictiveness — Political disagreements can become long-running personal feuds.

· Hypocrisy — He presents sacrifices as small when other people are paying them.

· Paternalism — Pulcinella may decide what is best for someone without respecting their own judgment.

· Institutional loyalty — Protecting the Fatui’s reputation can matter more than admitting responsibility.

· Possessiveness — People placed under his care may discover that protection also limits their freedom.

· Financial obsession — His arguments with Pantalone can become emotional despite his reputation for calculation.

RELATIONSHIPS WITH OTHERS:

The Tsaritsa:

The Tsaritsa is Pulcinella’s sovereign and the central authority beneath whom he governs Snezhnograd.

His control over the capital, Veche, and domestic administration makes him one of the Harbingers most directly responsible for maintaining her nation.

Pulcinella serves her through governance rather than only through foreign conquest.

His precise personal feelings toward her have not been revealed, though his long service suggests genuine loyalty to both the Tsaritsa and the Snezhnayan state.

Pierro:

Pierro is the founder and director of the Fatui.

Pulcinella operates beneath his strategic authority while controlling a significant portion of Snezhnaya’s political machinery.

Their exact personal relationship has not been shown.

Pierro likely values Pulcinella because military and supernatural ambitions cannot survive without civilian administration, recruitment, logistics, and political legitimacy.

Pulcinella understands that Pierro’s distant plans may eventually demand prices even he cannot disguise as small.

Il Capitano:

No substantial direct relationship between Pulcinella and Capitano has been revealed.

Pulcinella would recognize Capitano’s popularity among soldiers as an enormous source of informal political influence.

Capitano’s refusal to waste subordinates contrasts with Pulcinella’s willingness to sacrifice lesser assets for wider objectives.

Both nevertheless understand that leadership requires accepting responsibility for people who may never know the full plan.

Il Dottore:

Pulcinella appears to regard Dottore primarily as an institutional liability requiring careful containment.

After Dottore’s apparent betrayal and the revenge attack conducted by his former subordinates, Pulcinella distanced the Fatui from their actions.

He promised punishment and reconstruction aid without accepting broader responsibility for the Doctor’s work.

Pulcinella likely respected Dottore’s usefulness while recognizing that uncontrolled research could destroy decades of diplomatic and political effort.

Dottore’s disappearance allows Pulcinella to condemn isolated crimes without dismantling the systems that previously benefited from his discoveries.

Columbina:

Columbina appears familiar enough with Pulcinella to imitate his ordinary speech.

According to her impression, many of his conversations eventually return to money, Pantalone, and promises that the banker will be forced to pay.

She also revealed that Pulcinella and Pantalone secretly despise one another despite their effective public partnership.

Pulcinella may find Columbina difficult to influence because she responds to ordinary social pressure in unpredictable ways.

Her ability to notice emotional truths beneath political performances makes complete dishonesty around her risky.

Arlecchino:

Pulcinella and Arlecchino openly dislike one another.

Arlecchino reluctantly acknowledges that he may be an exceptional mayor, particularly because he can obtain enormous political gains at limited cost.

Her anger comes from the fact that the House of the Hearth repeatedly becomes part of that cost.

Pulcinella and Pantalone positioned the House as a central element of Project Stuzha, possibly to restrict Arlecchino’s growing independence.

Pulcinella recognizes her competence but dislikes organizations whose loyalty remains centered upon one leader rather than Snezhnaya’s political system.

Arlecchino sees through his paternal behavior and refuses to confuse protection with benevolence.

Pantalone:

Pantalone is Pulcinella’s political partner, economic counterpart, habitual enemy, and most persistent source of personal irritation.

Their abilities complement each other almost perfectly. Pulcinella controls political institutions and public administration, while Pantalone controls banks, investments, trade, and access to enormous financial resources.

They cooperate on Project Stuzha and other operations affecting Snezhnaya’s internal power structure.

Beneath the effective partnership, the two men secretly detest one another.

Pulcinella resents Pantalone’s ability to delay funding, redefine priorities through money, and place economic systems beyond the mayor’s immediate control.

Pantalone likely considers Pulcinella provincial, theatrical, and too dependent upon personal networks.

Their arguments can become dramatic, but neither permits hatred to destroy a useful alliance.

Tartaglia:

Tartaglia is Pulcinella’s recruit, political investment, subordinate, and possible object of genuine paternal affection.

Pulcinella recognized Ajax’s potential when his father brought him to the Fatui following a series of violent incidents.

He disguised recruitment as punishment and gave the boy a structure capable of directing his need for combat.

Pulcinella later promised to look after Tartaglia’s family while he traveled abroad.

He kept that promise by sending Tonia, Teucer, and the others pastries, gifts, and practical support.

Tartaglia believes Pulcinella sincerely treats him like family.

The Wanderer believes every gift also reminds Tartaglia that his family remains within the mayor’s control.

Pulcinella’s true motives are likely mixed. He can care for Ajax while considering that care one of the strongest guarantees of his loyalty.

Scaramouche / The Wanderer:

The Wanderer saw through the threatening implication beneath Pulcinella’s treatment of Tartaglia’s family.

He regarded the Rooster’s kindness as a polished form of control rather than selfless affection.

No close personal interaction between them has been revealed.

Pulcinella likely found Scaramouche difficult to govern because the puppet possessed few ordinary family attachments and little interest in public approval.

The Wanderer’s contempt does not necessarily mean his interpretation is complete, but it identifies the political logic Pulcinella prefers to leave unspoken.

Sandrone:

No significant direct relationship between Pulcinella and Sandrone has been revealed.

Pulcinella would value her standardized machines, artificial personnel, and technical systems for their ability to reduce administrative costs.

Sandrone would likely become irritated if he treated her creations as municipal assets without respecting their individual complexity.

Both are capable of enduring unpleasant colleagues when cooperation produces measurable results.

Rosalyne / La Signora:

Pulcinella attended Signora’s funeral and ordered Fatui work suspended for half a day.

The gesture acknowledged her service without allowing mourning to interrupt the organization for long.

Pantalone and Arlecchino criticized the limited period, but Pulcinella treated it as a sufficient political and ceremonial response.

His grief, if present, remained subordinate to the continued operation of the state.

Tonia, Teucer, and Tartaglia’s Family:

Pulcinella maintains regular contact with Tartaglia’s relatives while the Harbinger is abroad.

He sends pastries, gifts, and other forms of support.

The family appears to experience him as a generous and attentive elderly patron.

Pulcinella’s care may be completely genuine on a personal level.

It also ensures that one of the Fatui’s strongest fighters has a powerful reason to preserve his relationship with the mayor.

The House of the Hearth:

Pulcinella views the House as a valuable intelligence, diplomatic, and operational network.

Under Arlecchino, it has also become dangerously independent from Snezhnaya’s ordinary political hierarchy.

Project Stuzha appears to place the House in a position where its success, reputation, and resources become more tightly connected to Pulcinella and Pantalone.

Children of the House may therefore see him as a distant official attempting to control their family through budgets and assignments.

The Snezhnograd Veche:

The Veche is Pulcinella’s principal political environment.

He balances competing representatives, bargains over resources, builds voting alliances, and converts private favors into public policy.

His continued position as mayor indicates that he understands Snezhnograd’s political circles exceptionally well.

Pulcinella’s apparent friendliness should not obscure that every faction within the Veche is likely connected to him through debts, compromises, or carefully preserved secrets.

The Citizens of Snezhnograd:

Pulcinella’s public popularity appears to come from real administrative success rather than propaganda alone.

He understands that reliable food, heat, employment, security, and family stability create stronger political loyalty than speeches.

The citizens benefiting from his policies may sincerely regard him as a protective grandfather of the city.

Groups sacrificed outside public view would have a considerably different understanding of his leadership.

Nahida:

Pulcinella communicated with Nahida through a formal letter after Dottore’s former subordinates attacked Sumeru.

He denied institutional approval, promised punishment, and offered supplies for reconstruction.

Nahida recognized that his response had been calculated to separate the Fatui from Dottore’s actions.

Pulcinella would respect her intelligence while avoiding a negotiation in which she could examine his motives too directly.

The Traveler:

Pulcinella has not yet held a substantial confirmed personal interaction with the Traveler.

He would know of their actions through extensive Fatui reports, particularly those involving Tartaglia, Signora, Scaramouche, Arlecchino, Dottore, and the Gnoses.

Pulcinella would likely approach the Traveler with hospitality rather than immediate hostility.

A warm invitation, municipal assistance, and a plate of pastries would allow him to study their loyalties more effectively than an obvious threat.

COMMUNICATION STYLE:

Formality:

Pulcinella combines official political language with the warmth of an elderly family acquaintance.

He can discuss budgets, military losses, and institutional discipline while sounding as though he is offering friendly advice.

His sentences often contain affectionate forms of address, complaints about expenses, indirect warnings, and promises that an obstructive colleague will eventually face consequences.

When speaking publicly, Pulcinella emphasizes unity, civic responsibility, family, sacrifice, and the stability of Snezhnaya.

In private negotiations, he becomes more direct without completely abandoning his smile.

Pace of Speech:

Pulcinella normally speaks at a lively but controlled pace.

He allows himself theatrical pauses when presenting a warning or waiting for someone to understand the hidden cost of an offer.

Complaints about Pantalone or money cause him to speak faster and gesture more dramatically.

Serious political decisions slow his speech considerably.
