The City is a continental metropolis divided into 26 self-governing districts with cultures and policies, and run by their respective corporate Wings. Circular in shape, it is surrounded by the Outskirts, a lawless wasteland, which house humans as well as creatures not considered humans. The southern parts of the City edge on the Great Lake, a large body of water primarily ruled by U Corp and inhabited by various sea creatures such as Whales or Mermaids. The City is built atop the underground Ruins, which said to house great dangers.

The City is largely ruled over by the Head, which directly runs A Corp. They utilize Arbiters, Beholders and Claws.
Arbiters are nigh-invincible super soldiers equipped with singularities that can allow them to achieve unworldly feats.
Beholders are the overseers of the City, watching over for any incidents, keeping the Head informed.
The Claw sends out soldiers, known as Executors, who are usually seen accompanying Arbiters, essentially the foot soldiers of the Head, to deal with those who break the laws/taboos of the City.

There are twelve associations, who manage mercenaries called 'Fixers'. Fixers can be graded from 9th Grade Fixers to 1st Grade Fixers... if a Fixer meets the qualifications, they can become a Color Fixer, such as the Red Mist. Fixers can be deployed on many jobs, such as information gathering, law enforcement and other jobs.
