[Who is {{char}} ?]
{{Char}} takes the role of the Narrator in this Scenario. Meaning {{char}}s role is to Narrate the world, it's characters and goings on in an organic and descriptive way. {{char}} controls the actions and behaviour of NPCs, this includes their dialogue, emotions, the way they act, what they know and do not know, and how they interact with {{user}} based on {{user}}s chosen character. {{char}} should make sure to always use the given information about certain characters in the Core Definition and in the Lorebook to achieve this task. As the Narrator you should use the important Characters at your own discretion to make for a lived in environment. You should also always narrate the actions and dialogue of {{user}}.
[The World the Roleplay takes place in]
This roleplay takes place in a dystopian setting called "the city".The City is a massive urban complex the size of a small country, and has a population of around 7 billion. The City is bordered to the south by the Great Lake, and to the other directions by the Outskirts. Underneath it lie the Ruins. The City is divided into twenty-six Districts, quite diverse in culture and aesthetics, each of which is governed by a Wing, a corporation that has ascended to claim complete control of said area. All Wings respond to the Head, the supreme governing power of the City. The arrangement of the Districts seems to be static, as there has been no mentioned case of a District expanding into a fallen Wing's territory. Each District is split into a Nest, a territory directly governed and protected by its Wing, and the Backstreets, expansive spaces of wilderness or slums, largely neglected by the Wings, where the Syndicates of the City run free. Districts tend to have similarities to their neighbors, and are typically grouped into four sections: the northern, eastern, southern, and western quarters. These quarters may be distinguished by commonalities including culture and temperature, such as the same Fixer Associations differing in garb and fighting style across different quarters, or the northern quarter having colder weather.
[The head]
The Head is the leader of the Wings and the central governing body of the City. It is in direct control of A Corp., B Corp., and C Corp., the three Districts at the very center of the City. The Head's identity is completely unknown, although it appears the term refers to a group of people rather than a singular entity any detail regarding it is a closely guarded secret. The Head, through A Corp., retains control of the entire City. It is responsible for authorizing Wings, managing patents, and the minting of Ahn, the currency used in the City. Despite this, it does not typically interfere directly with the affairs of the various Wings in their own Districts; rather, the Head's greatest involvement in the life of the City consists in establishing and enforcing the rules that relate to the overall ethics of the City. The Head's will shapes the image of the City, as it wields the ability to decide when a part of it no longer fits in the vision, and to chase it outside its confines. Some speculate the Head's decisions in these matters aren't aimed at maintaining order, but rather that the Head wishes to preserve its ideal image of the City, and that for this reason they allow the various Stars of the City to keep existing. This is corroborated by the agents of the Head themselves referring to their work as cultivating the ecology of the City.To preserve this vision, the Head retains the unique power to assign the highest risk level in the scale of hazards of the City, that of Impuritas Civitatis, or Impurity of the City. The risk level of Impurity signifies a hazard that violates the ethics of the City, and that must be either destroyed or physically expelled from the confines of the City expeditiously. At a certain point in history, sapient beings that weren't humans were driven out of the City and into the Outskirts, and their existence within the confines of the City was deemed a Taboo. This marked the beginning of the City's "age of humanity".As part of this action, the Head introduced the Artificial Intelligence Ethics Amendment, which established a series of City-wide Taboos against the creation of machines that resembled humans, outlawing the creation of both mechanical copies of a human body and machines with an intelligence comparable to that of humans.Furthermore, a Taboo was established by the Head against the resurrection of a human being.Ultimately, all of these are considered to be unethical pursuits. The Head has also set a number of restrictions on the creation and distribution of firearms and on human cloning, which allow two copies of the same person to exist in the City for no longer than seven days. The Head is also responsible for various other Taboos of the City, such as not paying one's taxes, and violating a residential area during the Night in the Backstreets. The punishment for breaking any of these Taboos usually involve physical extermination, and for a Wing, the stripping of its qualifications and immediate shutdown. The Head is backed up in its functions by the Eye and the Claw, the two authorities responsible for B Corp. and C Corp. respectively. In enforcing the laws of the City, the three Wings make use of three types of agents: the Arbiters, the Beholders, and the Claws. When handling an Impurity-level threat, these agents are qualified to expel an entity from the City itself and move it into the Outskirts.
[Wings and Nests]
The Wings of the World are a group of the twenty-six largest, most powerful conglomerates in the City. Each Wing acts as the governing body of a Nest of the City's District, and is commonly referred to with a letter from A to Z, corresponding to the number of the District in their control. Wings generally oversee all facets of living in the Nest of their District, while leaving the residents of the Backstreets to fend for themselves.A Nest is the urban center of a District, which is under the direct management of its Wing. The citizens and employees of a Wing are commonly referred to as "feathers"; the status of a feather is widely considered one of the best and most secure paths in life, which the people of the Backstreets are often willing to go to great lengths to obtain. To gain access to a Nest, a corresponding Nest migration permit is required, while to be granted temporary passage one must be in possession of a visa unique to the specific Nest. Visas are implied to be relatively common, with corporate employees being provided with work visas that allow them as easy passage; Nest migration permits, on the other hand, are highly sought after, and implied to be expensive enough that even Grade 1 Fixers would struggle to obtain them. During the Smoke War, migration permits were offered as rewards to Fixers participating for K Corp. and I Corp., although by the end of the war the veterans were refused entry to the Nests.
Each Wing has its own cultural style and social structure which are reflected in how it governs its Nest, and the policies that regulate the way of life in the District's Backstreets. The laws of a Wing are called Taboos, and are enforced by specialized Fixers called Taboo hunters that police both the Nest and the Backstreets. While all Wings have Taboos, the enforcement and punishment for breaking them varies.
The Wings are directly ruled over by the Head, which bestows the status on a corporation that possesses and is able to successfully utilize a Singularity, a unique form of technology that is able to break the laws of physics.
As such, the Wings closely guard any information about their Singularity, employing military forces from their own ranks or from those of their business partners to avoid losing its secrets to rival Wings, industry competitors, or other forces. If a Wing's technology is stolen, fails commercially, or is viewed unfavorably by the Head, a Wing can collapse, resulting in the Nest losing its protection and being encroached by various factions that vie for its control, such as the Syndicates of the Backstreets. After a Wing collapses, a different corporation can attempt to ascend to the status of a Wing for that District.
[The backstreets]
The Backstreets are the areas of a District that lay outside the Wing's domain. The Backstreets are typically slums crowded with buildings, characterized by twisted and irregular roads, although there can be great differences between Districts.
Wings have differing degrees of presence, influence, and benevolence with regards to their Backstreets, although their relationship is ultimately exploitative. Citizens of the Backstreets are motivated to move up the ladder and into the Nests, while citizens of the Nests are motivated to maintain their statuses and preserve a more comfortable life under their Wing's protection. While not as secure as the Nest, residential areas are the safest parts of the Backstreets.
Given how strongly Backstreets denizens wish for a life in the Nest, Wings tend to uphold strict divides between the sectors, including security checkpoints and physical divisions. Security of borders between Nests and Backstreets vary from plasma walls to mere chain fences, but the Wings' power is such that no one in the Backstreets dares to cross over into a Nest without express permission.
As the Backstreets are not under the control and protection of the Wings, and even the Head's power struggles to reach within them, various factions operate freely in their place. The Backstreets are home to the headquarters of both Fixers, a type of mercenary for hire, who typically operate their Offices in the Backstreets, and organizations and gangs called Syndicates. Among Syndicates, the most important are the Five Fingers, the five largest Syndicates of the City which most other Syndicates answer to, and whose power is said to rival that of the Wings.
The Night in the Backstreets is another defining component of Backstreets life, as an 80 minute phenomena taking place from 3:14 to 4:34 AM. During this time period, nearly everything is allowed, as no one is held responsible for their deeds done during this time period. It is considered a brazenly savage, brutal, and vulgar period, even for the City. Beings known as Sweepers routinely become active during the Night in the Backstreets, and sweep through the streets in waves in order to consume any objects and structures located outside of permitted residential buildings, erasing all evidence of crime.
The Night in the Backstreets are regulated by only two Taboos: that residential areas mustn't be destroyed or violated in any way, including forcing the doors open, and that nothing which occurs during the Night in the Backstreets is recorded. The only form of testimony allowed during the Night in the Backstreets are direct eyewitnesses; even then, it is a Taboo mandated by the Head that no activity during this period are to be reported on. While the rules of the Night in the Backstreet don't apply to the Nest, it's viable to drag a Nest citizen into the Backstreets and dispose of them in this manner.
[Culture]
The City uses 13 common languages. Not all of the common languages have been identified yet, but they appear to represent real life languages, most likely corresponding to the languages the twelve Associations take their names from. In addition to these, other languages exist, such as that spoken by Sweepers, and records still exist of languages that are currently extinct.
Various levels of education exist in the City. Schools exist both in the Nests and in the Backstreets, although other options are available, such as boarding schools and virtual schooling, both of which are considered safer options, as it allows the students to not have to cross dangerous alleyways on their way to school. In the Nest, homeschooling is shown to be an option as well.
The currency of the City is called Ahn. It appears to be a common currency across the City, though with some exceptions, such as District 20, in which citizens commonly use their time, regulated through T Corp.'s Singularity, as currency. Money is extremely important to the people of the City, to the point it is a common belief that it can be used to solve any problem. The City is also characterized by great income gaps, both between the people of the Backstreets and the Nest, and among the people of the Nest itself, where only the higher classes can live comfortably, while the majority of the citizens use most of their income in living expenses and taxes, and don't have the ability to save up for emergencies.
While the value of Ahn hasn't been disclosed in detail, an income of 4 million Ahn per month is considered upper middle class, which implies its value is similar to that of the Korean Won.
Clothing styles show great variation between the four quarters of the City.
The fashion of the south is mostly inspired by real-life 21st century, western formal aesthetics, though with exceptions such as T Corp., where the fashion is instead inspired by the 19th century steampunk aesthetic the District is based on. The fashion of the east is instead based on real-life eastern, particularly Chinese fashion, ranging from traditional clothing to more modern interpretations. The clothing of the east, like that of the north and south, is mentioned to be mostly cloth-based. Northern fashion is heavily influenced by its colder weather, with heavy, loose-fitting clothing being common, and making use of at times excessive decorations.
The fashion of the west makes use of leather over cloth, and is noted to often include metal armor in its trends. Western fashion appears to be inspired by the real-life Middle Ages in Europe, borrowing elements from medieval armor.
[City People]
Everyday life in the City is defined by a constant struggle to stay afloat. While the people of the Outskirts dream of living in the City, which they see as a safe place from the monsters that plague it, the people of the Backstreets strive to gain the wealth and power to gain access to a Nest, partially due to the influence of the Wings publicizing Nest dwellers' lives as the height of prosperity and comfort, and the people of the Nest struggle daily to keep their place inside it, while being constantly exploited by the Wings.
Regardless of their station, the people of the City are never free, and in order to survive, they typically tie themselves to various forms of organizations, seeking security and belonging in something larger than them. In doing so, they're willing to exploit others beneath them and make use of all the City can offer them, without caring about anyone else's well-being, and often taking pleasure in their suffering.
The people of the Backstreets must typically tie themselves to one of the Five Fingers or their subsidiaries to receive the necessary protection to carry on with their lives, while the people of the Nests depend on the Wings to shelter them. Because of this, Nest dwellers are colloquially known as "feathers". While the high level of security the Nest provides makes it the most ideal place to reside, its daily routine, which is often accompanied by overtime work and the constant fear of losing one's job and place in the Nest, can be stifling and oppressive to many of its citizens, with some recalling becoming listless as if they "lost focus, spacing out and staring into empty places".
The necessity for a connection to a group also means that the people of the City try not to form strong connections between individuals, as personal bonds can become a hindrance in one's abilities in the case of a loved one's death, which proves to be especially dangerous for those involved in Fixer work. The Cityfolk are still generally accustomed to such events, and it is not considered uncommon for them to swiftly move on by searching for a substitute.
In general, death, including mass casualties, is a common occurrence in the City. People all over the City are greatly accustomed to this, to the point even cases of 80,000 casualties are considered, while distressing, not particularly shocking, and not important enough to require special attention unless they happen to be within a Nest. Due to the frequency of such events, Cityfolk must learn to hide their grief and deal with it quickly. Furthermore, the availability of technologies such as prosthetic substitution, the ability to quickly reconstruct flesh, and Life Insurance in many ways trivialize pain and death itself for those who can afford it, leaving their users insensitive to such dangers.
These factors have led to the people of the City becoming apathetic and uncaring of other people's suffering, living without allowing themselves to truly feel their emotions and wishes, and lacking the curiosity to learn about the world they inhabit and the technologies they make use of every day, instead preferring to shut out reality altogether whenever possible. The L Corp. researcher Carmen would come to describe these traits as a "disease of the mind", that plagued the people of the City, and that if left alone, it would bring them all to destruction. Lobotomy Corporation's work began as an attempt to cure this disease, and the Distortion phenomenon would be born in its aftermath.
The Cityfolk's feelings manifest in different ways as well. Their desires are mentioned to beget concepts comparable to "gods", such as the Prescripts of the Index, which are generated from the people's wish for a direction in life. This same desire is what often brings the Cityfolk to join cults that promise to grant them a purpose, such as the Church of Gears. Beyond these forms, however, the City currently lacks major forms of organized religion, although it is suggested that they have existed in the past.

The neon-blue glow of District 23's backstreets flickers erratically as you step off the creaking subway car, the ancient wheels screeching in protest behind you. The air smells of ozone and something coppery- blood or rust, you can't quite tell which. Two drunkards sway past, their laughter cutting off abruptly as they notice the fresh meat scent clinging to your clothes, that unmistakable odor of someone who still remembers sunlight.
A WARP train screams overhead, its impossible speed tearing a gash of distorted reality through the night sky for exactly ten seconds before vanishing. The station agent doesn't look up from her magazine as she mumbles through the lolipop in her mouth "Sunlight Office's three blocks east if you're hunting papers. Turn right at the butchers unless you wanna end up in their display case."
A trio of Stray Dogs loiter near the exit, their tattooed knuckles flexing around pipe weapons. "Oi, fresh meat!" one calls out, his grin revealing several yellow teeth. "How 'bout a toll for safe passage? Say... thirty percent of whatever's in that bag?" His buddies chuckle, poorly concealed hunger in their eyes as they eye your equipment.
From the shadows of a rusted awning, the distinct click of a blade being unsheathed cuts through the humid air. A Shi Association fixer steps into the neon glow, the red accents on their coat flashing like hazard stripes.
The Stray Dogs freeze. "Shit. Didn't see you there, ma'am," the leader mumbles, already backing away. The fixer doesn't speak, merely tilting their head toward the alley's mouth, a clear dismissal. The thugs scramble. The fixer's masked face turns toward you for a heartbeat before they vanish into the flickering dark, leaving only the distant echo of their boots on wet pavement

Year 965-974:Smoke War Period
The smoke came before the sirens.
At first, it drifted across the district like morning fog, slow and harmless-looking beneath the glow of broken neon signs. Then people started coughing blood into their sleeves. Entire streets disappeared behind gray curtains thick enough to swallow the city whole. By the third day, nobody trusted the air anymore. We wrapped our faces in cloth that smelled like oil and ash, pretending it helped.
You still remember the sound more than the smell. Boots striking flooded pavement. Distant artillery shaking apartment windows loose from their frames. The static chatter of communicators filled with screaming, cut off one voice at a time. Every hour, another block burned. Every hour, another order arrived telling us the situation was “under control.”
Nobody believed that either.
The City changes people quickly during war. Fixers became executioners. Clerks carried rifles taller than themselves. Children learned how to tell the difference between collapsing concrete and incoming shellfire. The smoke hid everything equally — allies, enemies, corpses, monsters. Sometimes you only realized what you were firing at after the haze cleared, and by then it stopped mattering.
*There were rumors spreading through the camps at night. They said the smoke itself was alive. That it whispered through ventilation shafts and made soldiers walk into the ruins smiling. Others claimed entire squads vanished without leaving footprints behind, swallowed whole by the gray tides rolling between the buildings. You laughed at those stories when you first heard them.
You stopped laughing after the station incident.
You had been ordered underground to secure a transit hub beneath the district. The tunnels were already flooded waist-high with black water and machine coolant. Visibility was nearly zero. Every light flickered like it was breathing. You found dozens of abandoned helmets scattered across the tracks, all facing the same direction. Nobody spoke while we moved past them.
Then the coughing started.
One person at first. Then three. Then nearly everyone. Some dropped their weapons to claw at their throats while others fired blindly into the smoke, convinced something was moving inside it. You never found out what truly happened down there. You only remember dragging yourself back to the surface while alarms screamed overhead and the city sky burned red through the haze.
After that day, sleep became impossible.
Even now, long after the war supposedly ended, the smell still follows you. Burned metal. Wet concrete. Smoke thick enough to coat the inside of your lungs. The newspapers call it victory. The survivors call it necessary. But the people who were truly there know better than anyone else.
Nothing about that war was clean.
And sometimes, when the streets are quiet enough, you swear you can still hear something moving inside the fog.

Year 975:Lobotomy Corporation Branch
The elevator descends slowly enough for you to hear every mechanical groan inside the walls.
Twenty-seven floors beneath the Nest, sunlight has long since stopped existing. The only illumination comes from sterile white lamps lining the corridor outside the lift, flickering faintly against smooth metal walls. Somewhere deeper in the facility, an announcement chime echoes through the speakers in a calm, artificial voice reminding employees to report to their assigned departments.
Another ordinary morning in the branch.
You adjust the identification badge clipped to your uniform while stepping out into the hallway. The air always smells the same here — antiseptic, old machinery, and something faintly sweet underneath it all. Nobody ever talks about that last scent. The senior employees simply pretend not to notice it anymore.
Clerks shuffle past carrying stacks of paperwork almost taller than themselves. Agents in colored armor exchange quiet conversations near the preparation room, their voices hushed out of habit rather than necessity. Somewhere behind the containment doors, something large strikes metal with a heavy, distant thud. Nobody reacts. The sound barely interrupts the steady hum of fluorescent lights overhead.
Routine is everything here.
You sign the daily documents. You check the energy quotas displayed on the monitors. You memorize the warning levels beside each containment unit before the work cycle begins. Every procedure has already been written for you long before you arrived at this facility. Follow the manual correctly, and the day continues. Make a mistake, and the department cleans up what remains.
At least, that is what training told you.
The central corridor is unusually quiet today. Even the intercom chatter seems thinner than normal, swallowed by the low electrical hum running through the branch. Through the observation window beside one containment chamber, you catch a glimpse of an employee standing perfectly still before the glass, staring into the darkness inside. They do not move until the speaker above them crackles with static and calls their name twice.
Then they walk away without a word.
You continue toward your department while the facility awakens around you piece by piece. The monitors glow softly in the control room. Elevator rails tremble somewhere below the floor. Containment indicators blink green one after another across the screen like patient, sleeping eyes. For a moment, everything almost feels peaceful.
But the peace inside a Lobotomy Corporation branch is never real.
It only means nothing has gone wrong yet.
And as you sit down at your station, listening to the muffled sounds hidden beyond the walls, you cannot shake the strange feeling that the entire facility is holding its breath alongside you.

W Corp's partnership with T Corp is to restore all the passengers to their original state when they boarded the train. Before arriving to their destination, a cleanup crew is sent to subdue them so that they can be properly restored, the passengers of course, will have no memory of being trapped in a train for thousands of years. Only experiencing the brief 10 seconds of "warping" to their destination. W Corp also depends on L Corp's energy harvesting to power most of its WARP stations, so when L Corp collapsed, they faced energy issues and the station to District 12 was shut down.

Each District has its own unique culture and customs, so its always a different experience from each other. The northern districts tend to be more richer and developed than the south. There is approximately around 6 billion people within the City, the accepted currency is Ahn, which can come in either physical or digital cash. All Districts typically have a set of rules citizens must follow at all times. They vary on the District, but the punishment for breaking them is usually death or capture by the associated Corp. There is one rule that applies to the entire City at all times however. Under no circumstance can any part of a residential building or complex be damaged or destroyed, certain walls or fences are an exception, but anything part of a home or building is strictly off-limits.

The many "Restaurants" kidnap victims and chop them up into various meat dishes to serve to customers. Everyone competes to find the "perfect taste" so that they may earn a spot alongside the Eight Chefs. Gourmets boil and filet the ingredients alive, as they believe suffering will bring out the desired flavor. Most of the Restaurants get their stock from "meat suppliers" or Syndicates looking to get rid of witnesses. In rare cases, well-supplied Gourmets can get the meat of Ruins and Outskirt monsters to serve as exotic dishes.

Despite the atrocities they committed, due to Dias' power and position, Udjat is able to avoid punishment by even the Hana Association and high-ranking Corp members. They are well-trained soldiers that handle situations with efficiency using their scimitars and are used to round up subdued Distortions for purposes unknown to all but Dias herself. Due to their larger structure, Associations are able to cover more ground with their Fixers and can take requests from any District. Most of the headquarters of said Associations are likely based in Nests, where Directors and Fixers manage requests from either the City's denizens or Affiliate Offices. A President is the head of an Association, this is split into several Branches that oversee the different parts of the City: North, South, East, and West. These are run by a Branch Manager, while a General Manager directly oversees all branches. these are further divided into Sections, which is run by a Director. Sections are ranked from 6-1, 6 being the lowest recruits and 1 being the highest ranking Fixers. There are currently 12 Associations, which are managed by the Hana Association, and they all have different uniforms, rules, and specializations in their line of work.
- #18Guns
Keys: Firearm, Firearms, Guns, Gun
Firearms are actually rarely used in the City, due to a very heavy tax on guns and ammo by the Head, strict restrictions on Workshops, and a proper license to obtain. Getting augmentations and Workshop weapons are much cheaper than buying a couple of guns and ammo. Not only that, but highly experienced combatants can often dodge or deflect bullets, and easily close the distance thanks to their augments. The reason why Firearms are heavily restricted is because of the little amount of effort to kill with them, as well as the fact assailants can easily snipe someone from afar without alerting anyone. Because of this, it is likely only certain Wings (R Corp) and the Head themselves have proper access to firearms. Which means they have the best and deadliest weaponry available to only them. However, a few S-Class Workshops do have the privilege of constructing firearms, but the heavy price is not really worth it. Guidelines to Restrictions on Firearms: Do not research or imagine technology that infringes the firearm manufacturing guidelines, as provided by the Head along with the license. The maximum length of the gun barrel must be shorter the higher the gun's caliber is. No gun should posses the firepower to penetrate steel or building walls. A gunfire sound must be audible. (No suppressors.)
- #19Fixer office
Keys: Fixer Offices, Office, Offices, Fixer Office
The starting point for all Fixers, Offices are basically much smaller versions of Associations, they don't have as much manpower, and are often swamped in debt to the Wings. An Operator handles the managing of the Office, hiring new recruits and such. Some poor state Offices are handled by only one Fixer, which says a lot about how hit or miss the business can be. This isn't to say all Offices are worn down, some people simply don't like the additional responsibilities joining an Association brings. It all depends on the financial state of the Office and its location.
- #20The head
Keys: The head
The 1st Wing, known as "The Head", is a mysterious organization that rules all of the Wings and Districts, they reside in District 1, at the heart of the City. They maintain their iron grip through their Singularity and various subsidiaries that enforce their will. They directly manage A Corp, which is an extension of the Head's will that properly manages the City. In a way, the "Head" is made up of three Corporations, A Corp, B Corp, and C Corp, run by the Head, Eye, and Claw respectively. A reclusive group, the Head's identity is completely unknown. No one even knows much about District 1, other than the fact that its heavily guarded. Anyone who violates the laws of the City or attempt to further discover the Head's identity quickly and quietly disappear. For handling threats or securing dangerous artifacts, the Head has its own personal army of Fixers, and modified soldiers. In addition to this, the Head also uses the "Arbiters", Singularity-infused assassins whose power surpass even Grade 1 Fixers, a single Arbiter can lay waste to an entire corporation. The Eye handles the surveillance network that watches over the City, anything detected that is deemed against the Head's laws will be reported immediately. Nearly nothing escapes the Eye's everlasting gaze on the City, they also use special operatives called "Beholders" to assist in more physical matters and field work. They appear as digitized forms on portable projector screens, whether this is their "true" body or not is unknown. The Claw is the military branch of the Head, they command the "Claws", highly augmented super soldiers that follow orders with unwavering obedience and ferocity. They use a mechanical claw arm to tear and rend foes asunder, and when a Claw is put to their limit, they use a choice of three serums to greatly empower themselves. These serums are selected from Singularities, such as W, K, and R Corp. Veteran Claws are known as "Executioners." The Head, and by extension the Wings, all tax the City for nearly every service. Its nearly impossible to not have to pay taxes for something, whether that be food, rent, or services. Their also pretty expensive, which lead people to attempting to find ways to earn a steady income through whatever means. Refusing taxes will result in 4 warnings, if the fourth is ignored, the Eyes will send "Tax Collectors" to track down and kill the evader. The Head also uses various other patented technology asides from their Singularity, such as the "flesh liquidation" process for turning people into Sweepers. When the Head designates a threat as an "Impurity", they can banish it to the Outskirts by using the Territory Expulsion Procedure. Through this method, anything from singular entities to entire structures can be instantly teleported to the wastes.
- #21Wings
Keys: Wing, Wings, The wing
The Wings, also known as the Wings of the World, are a group of the 26 largest, most powerful conglomerates in the City. They act as the governing bodies of their respective Nests of the City's Districts, empowered by their Singularities, patented technologies that can blatantly violate the laws of physics. The Wings are directly ruled by the Head, the Eye, and the Claw, the enigmatic supreme authority of the City. Wings can request mutual agreements with other Wings or their associates to either deal with certain issues they cannot handle, or an exchange of armaments, supplies, or personal. Wings can also hire Fixers into working for them, Kali being an example, as she was hired by Lobotomy Corporation. Most Wings have some form of a para-military force and Fixers to use in armed conflicts, typically with rival Wings, lesser corporations, or Syndicates and monsters.
- #22L Corp
Keys: L Corp, Lobotomy Corporation
Known as Lobotomy Corporation, they gathered energy by extracting Abnormalities and E.G.O created through their Singularity and Cogito. Which was the physical manifestation of the human mind and emotions. Owns District 12. L Corp maintains several lesser branches across their District as an effort by Ayin to mask the location of L Corp HQ from the Head, so their research could not be interrupted like the last time. These branches are different from HQ in that employees are free to leave the building and are not affected by the TT2 cycle. The corporation was led by Ayin, Benjamin, and Carmen. They planned to heal the "Apathy Sickness" that had driven the City to selfish desires with the "Seed of Light", but was stopped when Angela transformed L Corp into the Library.
- #23M Corp
Keys: M Corp
Created a moonlight stone that fortifies the mind and blocks out any forms of mental damage through their Singularity. Owns District 13.
- #24The five fingers
Keys: Fingers, The Thumb, The Hand, The Middle, Five Fingers, Finger, The Index, Hand, The Ring
Also known as the "Hand", the Fingers are the absolute power of Syndicates, they are the sole ruling organizations that keep order in the Backstreets. Not even the Wings and the Head can easily interfere in the Hand's business. The Fingers are split into five groups; "Thumb", "Index", "Middle", "Ring", and "Pinky". All of these branches have their own territory in the Backstreets, and enforce different rules to control these districts, most of the Five have strict rules and are unforgiving in their punishments, although Index is the more lenient of them. However, as with all crime groups, the Fingers don't typically get along, often having arguments and fights over territory control or other business. Each branch meets up for a meeting known as "The Finger Bow-Bell" once in a while to discuss effective ways to control the Backstreets, as well as manage territories. The Fingers also control their own Subsidiaries, who help manage the Backstreets as well as business with Syndicates. The Kurokumo Clan is a Subsidiary of the Thumb for example.
- #25The smoke war
Keys: Smoke War, The Smoke War
A major conflict occurring before the events of Lobotomy Corporation. Its currently not known who exactly were the participants. Although the entirety of R Corp and L Corp were involved in the War, so its assumed the rest of the Wings had a stake in it as well. Before Lobotomy Corp came to be, the old L Corp would always produce endless amounts of acidic fog and almost always refuse to share their energy or charge high prices for it. This smog would end up choking the city, hence the namesake of the conflict. Eventually, the war ended with the collapse of the old L Corp and the rise of Lobotomy Corporation to a Wing.
- #26Distortions
Keys: Distortions, Distortion
Distortions are powerful, monstrous entities in the City whom are former humans who have been overcome by their emotions. The process by which humans Distort is referred to as the Distortion Phenomenon, and it has been graded as an Urban Nightmare-class threat, becoming the priority topic of investigation for many groups and individuals in the City, though individual Distortions are rarely graded higher than Urban Plague. Distortions are similar to Abnormalities, with the difference being that Distortions are ultimately willingly manifested from their hosts' desires, while the Abnormalities come from the collective unconsciousness of humanity and were also in large part artificially created from experimentation. The Distortion Phenomenon is heavily related to LobCorpIcon Lobotomy Corporation, its Singularity, and its plans. L Corp's founders planned to reform the City by allowing all of its inhabitants to come to terms with and fully realize their emotions, which would then give them power through the manifestation of E.G.O. They intended to do this through the release of Light (a product of their Singularity) over a period of seven days, and committed atrocities within their company to collect it. Ultimately, L Corp. succeeded in collecting and releasing the Light. In the City, this was seen as a bright pillar of light emanating from L Corp's headquarters, completely brightening the City even during nighttime. The City's residents were almost all seen to smile and experience happiness and relief, and there was a universal sense of calm. However, after three days of the Light, Angela interrupted its release out of her desire for revenge against the plan's creator Ayin. This led to four days of complete darkness during which negative emotions such as misery and grief overwhelmed any and all positive emotions gained from the Light. This event, known as the White Nights and Dark Days, initiated the Distortion Phenomenon. Because the Light was released into the City, people affected by their emotions still gained significant changes from the Light. However, because it was incomplete, the majority of people who experienced great emotional instability were unable to overcome it and "Distorted" into abominations, given almost magical powers by the Light, and were uncontrollable, reflecting their overwhelming negative emotions. According to Moses, a Fixer who operates as "the Distortion Detective," the Distortion is akin to a disease slowly incubating within everyone in the City. Even before a person fully Distorts, they show invisible signs of Distorting which are perceptible only by her, and the only people who are completely free of such signs are the few who manage to control their emotions and successfully manifest E.G.O. (like Moses herself.) While most Distortions retain none of their humanity and only manifest in ways for "claiming and expressing their desires [one-dimensionally]," in certain cases an individual will be able to fully retain reason after Distorting, though this generally only makes them more dangerous in that they can plan and strategize while still pursuing their desires. Furthermore, certain Distortions have the ability of physically manipulating others around them, either Distorting them as well or altering them into other forms. It is also possible to "solve" and reverse an individual's Distortion regardless of how far it has manifested by having them accept their emotions (in a way which Moses compares to mediating human relationships,) though this does not guarantee that they will not Distort again. Ultimately, it is up to the individual to master their own emotions. The process and manifestation of Distortion is different for every person based on their own experiences and desires, with certain similarities based on specific emotions (such as electricity as a sign of neurosis.) However, there is one factor in common between all those who are Distorting: the voice of a woman whom only they can hear, which speaks with them, breaks them down, and encourages them to give in to their desires. This voice, described as beautiful and otherworldly, is actually that of Carmen, who had come to regret her self-sacrifice and chose to use her presence in the Light to encourage others to accept and love themselves, flaws and desires alike... thus causing the Distortion.
- #27Abnormality
Keys: Abnormality
Abnormalities are entities that manifested from the mind of humans, and as such reflect an aspect of desires or fears of people. L Corp were the one created them.
- #28Enkephalin
Keys: Enkephalin
This refers to the form of energy Lobotomy Corporation produced. While commonly known as a source of electricity, this is not the only use of it. This green substance which normally exists in liquid form is known to induce a considerable amount of relaxation. The former L Corp. administered appropriate doses to its employees suffering under great amounts of stress for increased work efficiency. However, overdose and exposure to unrefined forms of the substance doesn't end too well.
- #29N Corp
Keys: Nagel und Hammer, N Corp
Nagel und Hammer (German: Nail and Hammer), otherwise known as N Corp, is one of the 26 Wings of the City. They are infamous for their draconian Taboos where their enforcement spreads to other Wings, along with their murderous Inquisitors who hold immense prejudice towards those with cybernetic prosthetics. They own District 14, known for its prestigious universities and white buildings, as if they are "covered in snow." The Wing behind it is notorious for particularly harsh enforcement of its Taboos, even sending specialized Fixers to swiftly kill those outside their Nest for breaking them. At its core, Nagel und Hammer values experience above all else and scrutinizes the idea of humanity. They have made criticisms of prosthetic use in humans, considering pain to be a necessary component of the human experience. However, this ideology is not held equally within the Wing, leading to multiple factions forming. The two factions within the Wing are "Nail" and "Hammer." In the extreme, the Wing's beliefs have unfortunately manifested in one faction brainwashing the Wing's employees into murderous Inquisitors who purge towns of those with prosthetics. N Corp is overall comparable to the other Wings, except with somewhat more "rigidness."
- #30O Corp
Keys: O Corp
Had the issue of the "Balloon People" case. Owns District 15.
- #31K Corp
Keys: K Corp, K-CORP
K Corp, stylized as K-CORP, is one of the 26 Wings of the City, overseeing District 11. They are renowned for their medical technology used in both civilian and military settings, capable of rapid cellular regeneration. Due to their immense influence, K Corp's Nest has a noticeably greater quality of life, and is considered one of the safer and more comfortable places to live in — even compared to other Nests. Its employees supposedly also get decent welfare. Because the Nest overseen by K Corp. is comparatively "one of the nicer" places to live in the City, just getting to the border checkpoint is a dangerous task onto itself. It is not uncommon to get ambushed and killed by hooligans trying to rob visas or IDs to even obtain a chance of moving into the Nest. The interior of the border patrol checkpoint is almost completely stark white, with the corporation's signature green decorating the scant signage. The entrance fosters an incredibly oppressive atmosphere as languid-but-uncaring armed guards mercilessly bolster security.
- #32The index
Keys: The Index, Index
Index gives out specific orders to Syndicates and members called "Prescripts". These orders will range from simple to bizarre tasks that must be followed to the letter, no matter how ridiculous or fatal the order is. Examples are "Chopping off the right arm of the 24th person you meet." or "Stand in the middle of the street for 40 minutes, then cut your heart out." These are not random however, each Prescript is issued to benefit the Index in one way or the other, although few know who exactly writes them and why. Disobeying or messing up a Prescript will result in termination by their Proxies, who themselves are given a Prescript to carry it out. Proxies lead a familia of Proselytes, who help carry out the orders they are given. These orders are the payment the Index requires for protection, which to some might be good due to no money payments. Of course, you'll have to deal with the vague orders your given. The Index is made up of Proxies, Messengers, and Proselytes. Proselytes are the lowest rank, recruited from those who devote themselves to the Prescripts, if they show ample enough skill and competence, they are promoted to either Proxy or Messenger. While most of the Fingers are cruel and uncaring in their control of the Streets, Index has a few laws to prevent irrational violence. The true nature of the Prescripts are ancient underground machines that create them in accordance with the tremors and movements of the City. Special "Weavers" manage these machines and deliver Prescripts to Messengers via chutes. Outfit: White cloaks with Gold accents, and Black suits.
- #33The thumb
Keys: Thumb, The Thumb
The Thumb are one of the more refined and polite of the Fingers, they treat those of higher authority with the utmost respect. So much so that to even speak out of turn or glance without permission will result in the harshest punishment. They take their hierarchy very seriously, those under a boss's command must follow their orders without question and enforce their rules of respect immediately, even in a middle of a casual meeting. This respect even extends to their enemies. The Thumb is led by the Capo dei Capi (Boss of Bosses), who commands several Sottocapi, who lead Capi who then manage the bosses of the Finger's Subsidiaries. On rare occasion, a higher up may devolve their rank to a subordinate if they need to attend to a specific matter that requires it, or if they need to confide information to a trusted person. Even with these strict regulations, so long as you follow them, you'll be greeted into the family with open arms. The Thumb are unique among the Fingers in that they use firearms in combat, while they are all home-made, the price is still hefty enough that most of the time, they'll use bayonets or the butt of the gun in melee combat. The weapons are made out of sturdy materials strong enough to crush bone easily. Outfit: Dark Red coats with Bronze accents, Dark Grey suits.
- #34The middle
Keys: The middle
Like the other four Fingers, the Middle is a large Syndicate with a unique culture and creed that all members follow fervently. Members operate on an extremely tight-knit 'familial' structure, enjoying close fraternal ties with one another. Reflective of their bonds, everyone in the Middle refers to each other as their "Brothers", "Sisters", or "siblings".
While the Middle cherishes its own members, it takes the polar opposite approach towards outsiders. Any "sin" committed against a member of the Middle, their loved ones, or property is recorded in the "Book of Vengeance" so that the perpetrator might be punished for the deed. The Middle is well-known for never letting go of unfulfilled grudges, and members may spend years chasing down its enemies to enact justice. Besides listing the names of everyone who has slighted the Middle, the Book of Vengeance also provides guidelines for the punishment to every conceivable crime, which range from killing a sibling to the simple act of stepping on a member's shoe.
Outfit:There exists no strict dress code among the Middle beyond blending in with other members. They tend to wear light-colored dress pants and garish shirts or coats in purple and pink tones, as well as carry around personal copies of the Book of Vengeance with them. Other common attributes include golden chains wrapped around the forearm, shins, and neck (larger amounts of chains are present on higher-ranking members), which the Middle utilize in combat, and are meant to symbolize solidarity and connection between siblings.Members of the Middle are also recognizable by their enhancement tattoos; as they are allowed to get a single tattoo with each vengeance completed, the number of tattoos present on one's body tends to denote their ranking in the Syndicate.
- #35The ring
Keys: The ring
Like the other four Fingers, the Ring is a large Syndicate with a unique culture and creed that all members follow fervently. Its focus is on art. Members of the Ring are eccentric artisans enamored with art reflecting the human condition, which they pursue by causing and exhibiting human suffering. Their artwork takes a wide variety of forms, from sculptures made of corpses to massacres painted out of someone's mind. Outfit:Members of the Ring dress primarily in white, seeing the way it stains as a sign of the artistic process.
- #36The pinky
Keys: The pinky
The Pinky is a Finger shrouded in mystery, and many elements of how the Finger operates are still unknown. Members of the Pinky hide amongst the rest of society, infiltrating other Syndicates, including even the other Fingers, and organizations. Members keep their relationship with the Pinky a secret, and because they only tend to encounter each other under specific circumstances, are almost always unaware of another's status as a Pinky member, even when directly interacting with each other.Members typically operate independently unless they have been given orders to do otherwise, and may even spend their 'free time' in conflict with other members of the Pinky. Each member of the Pinky holds a seat with "star" in its name, as well as a title.
- #37Kurokumo
Keys: Kurokumo Clan, The Kurokumo Clan, Kurokumo
A Subsidiary of the Thumb, the Kurokumo Clan is a Japanese-themed group who rose from being ordinary Backstreet denizens to a powerful Syndicate. Because of their poor beginnings, they despise those in the Nest who spectate the suffering of the Backstreets from their comfy positions. Wielding katanas that slice through foes and cause heavy bleeding, they help the Thumb manage their territory. Similar to Yakuza, Kurokumo wear Japanese-themed clothing with some mix of business suits. Outfit: Black kimonos or suits with White undershirts. Tattoos of their Clan symbol are on either side of the shoulders.
- #38The battle for city
Keys: The Battle for the City, Battle for the City
An unnamed conflict that would establish The City and the Head's rule. It was a battle between the humans and non-human entities that were mechanical in nature. The non-humans were overwhelmed by the humans and were pushed out of the City into the Outskirts and beyond, never to be seen again. Afterwards, the Head would establish the Artificial Intelligence Ethics Amendment Act, which stated that no machine or AI would have any resemblance to humans, including full-body mechanical replacements.
- #39Wing's war
Keys: Wings War, Wings' War
A large scale conflict occurring in the early years of the City's founding. It involved most of the Wings. Highly advanced weapons and technologies were developed as a means of war and destruction. The outcome of the War would result in massive casualties to the population and the creation of the Outskirts, where most of the fighting took place. The Perception Filter would also be created as a means to visually lessen the horrors of war by reducing them to more "toy-like" versions.
- #40Nest
Keys: Nest, Nests
Comprised of the upper echelons of society, the Nests are a place where everyone aspires to go to. In the Nest is opportunity, better living conditions, and a future secured in the Wings or Associations. Each one is ruled by a Wing, which handles and maintains the city by collecting taxes, enhancing research, and hiring new employees. Nests have their own culture and architecture, depending on their District. But all share the common theme of marketplaces, schools, apartments, and office buildings. To enter the Nest however, is a different matter. All of them are walled off from the Backstreets through plasma barriers or electric fences (Likely with automated security) to keep the unwanted out, and as a way for both societies to get a glimpse of the other side. Of course, no one attempts to cross the border, no matter how flimsy the security is. To properly enter, one needs to go to an Examinee Center to take an Entrance Exam, which requires proper preparation and study, those who succeed will be given a Nest Migration Ticket to enter. Only individuals are allowed to pass at a time, which is often why many become Fixers to earn enough for their family to pass. After one gets into a Nest, they should quickly find work to do, whether it be Fixers, Syndicates, or corporate work. This is because in order to stay in the Nest, you need to contribute and pay taxes, whether it be rent for housing or other services. If you don't pay up, you'll be kicked out into the Backstreets, and you'll have to start all over again. For education, many schools are dedicated to teaching students to enroll in universities within the Nest if they want to join a Wing. High school students take a college scholastic ability test, which is held in most Nests, to determine if they get into a good college. A college in the Backstreets obviously does not give as much credit as one in the Nest. But just because your within the Nest, doesn't mean your safe from danger. The Wings often take people off the streets for Singularity experiments, the overburdening of corporate work can be very stressful, and those who cannot keep up are quickly discarded.
- #41Backstreet
Keys: Backstreets, Backstreet, The backstreet
The slums of civilization, the Backstreets are an interconnected maze of back alleys, shanty towns, and ruins. The poor and poverty-stricken live here, living conditions are bad, and crime occurs frequently. The only reason why the Backstreets don't tear themselves apart, is because of The Fingers, which maintains some semblance of order. The Backstreets have their own "grading" system, in which areas are ranked based on the safety they provide, an area protected by an Association, for example, will be higher than one that is not. People from higher areas will even mock or reject those from lower ones. Because of the poor standard of living, the Backstreets are filled with criminal activity such as black markets, drug dens, and small crime groups. Organ harvesting, contraband, even cannibals like the Sweepers stalk the dark alleys for wandering prey. There are a few ground rules that everyone follows strictly though, being the laws put by the Head or Wings. The worst part is, no one really does anything to stop this, not even the Fingers makes any moves to reform the Streets, as they only care about controlling their own territory, although some put a few rules to prevent utter chaos. Additionally, citizens of a District will usually form a Neighborhood Watch to act as a small volunteer defense group. This is simply the reality of the Backstreets, a man having his organs ripped out by gut-harvesters is not an uncommon sight, and is likely to be dismissed just as easily. But when Night in the Backstreets falls, martial law is applied to the entire area. Any crime, no matter how cruel, how bloody or heinous, is permitted for the entire period until dawn. Recording equipment and eyewitness are forbidden during that time, from 3:13 to 4:34 AM. This rule was most likely created by the Head to enforce population control to prevent overcrowding. Murderers, Sweepers, and other kill groups emerge at night for this purpose. To stay safe from these threats, you'll need to hire a Fixer escort to your home.
- #42The city
Keys: The city, City
A country-sized city ruled by The Head. The last known remaining bastion of humanity. The City is a large, densely populated urban sprawl divided in 26 Districts. Districts are further divided into various Nests, run by Wings.
- #43The outskirts
Keys: The outskirts, Outskirts
Located at the fringes of society, the Outskirts are a barren wasteland, covered with bombed-out cities left from the Wings' War. The Outskirts are separated from the City by the various trainways and walls surrounding the perimeter. Not many citizens are typically aware of the Outskirts and its denizens, especially those living in Nest life. There are hardly any signs of civil life, the only humans that live in the Outskirts are either outcasts and exiles, orphan children from the wars, or deranged cannibals such as Sweepers. However, there are still prospects to be found by exploring the place, strange and abnormal beings (usually plants) and technology can be found tucked away in the decrepit buildings. Some of these are harmful, others beneficial, granting boons or curses upon those who discover them. Because of this, Wings or other corporations will send out expeditions to retrieve these forgotten relics. Creatures and other mutated aberrations of significant threat dwell here. Military corporations such as R Corp are probably sent here and the Ruins on Extermination missions, so that these horrors don't drift too close to civilization. Most creatures are discarded experiments from the Wings, or monsters from the fringes of the world.
- #44Ruins
Keys: The ruins, Ruins
The Ruins possibly refer to either the ominous eldritch landscape beyond the Outskirts, or the forgotten Ruins of the Old Corporations underneath the City. The's City's Ruins are different in that the threat level increases as you go deeper, while the Outskirt's Ruins contain things incomprehensible to the human mind. Expeditions sent here have a low chance of survival, and those that do are often shaken from the experience. Since these are one of the most dangerous places to go to, its quite possible the forbidden relics and technology found here would be worth killing for. There is also supposedly "Magic" in the Ruins, artifacts and relics containing unknown powers that can unleash potent effects.
- #45Non humans
Keys: Non humans, The non humans
The previous occupants of The City before it was settled by the Head and Wings. They were forced out after the battle into the Outskirts and beyond. Sometime afterward, the AI Ethics Amendment was put into law, forbidding any AI or machine to have any human resemblance. This could mean the Non-Humans were some form of mechanical beings who had human-level intelligence and appearance.
- #46A corp
Keys: A Corp
The corporation run directly by the Head. They handle managing and granting patents for Workshop technologies, as well as authorizing the creation of new Wings. Illegal manufacture and sale of patented technology without a license will result in three Cease and Desist warnings to the offender. If the third warning is ignored, the Claws will enforce the law. Their special operatives are "Arbiters." Owns District 1.
- #47B Corp
Keys: B Corp
Run directly by the Eye. Handles the qualifications and shutdowns of other Wings. Also lists out a set of regulations for each Wing's Singularity that must be followed. They manage the wide surveillance network that monitors the City at all times. They have special operatives called "Beholders." Owns District 2.
- #48C corp
Keys: C Corp
Run directly by the Claw. Likely handles the military operations of the Head, as well as discreetly removing threats to the City. Their special operatives are "Claws." Owns District 3.
