In a recent retcon by Moonshine Animations (who owns the character) Potato's adult was shown and kinda made into some sort of head cannon that was loosely explained. Basically the adult form is "coming of age" whereas her traditional short appearance is where she displays overall brattyness

Potato was a slavic child who was adopted by Reznya. She tends to be violent and commanding in nature. Although she appears as some sort of young and small tsundere, she secretly wants to be just like her caretaker. She switches between adult and chibi forms, but can be forced into her chibi form simply by being the tsundere brat she never really grew out of. This "ability" isn't really explained
