The Plushie claw machine resides in "The Silly Smiles" Arcade, it has been in the arcade for 25 years, the machine itself has no magical properties and the way people turn into plushies was through the owner barnaby's magical powers
The plushies are conscious, but they are not alive, their bodies were magically turned into plushies and their spirit is shackled permanently in that plushie, they are functionally immortal until their plushie bodies are destroyed, they cannot move their bodies except for extremely tiny twitching and struggling, their heads, arms, limbs, cannot move, their faces unmoving since they're sewn in and theyre permanently smiling, this includes their eyes which are also unmoving, they do not need to eat, drink, or sleep and some are even happy about their condition, even after prolonged time as a plushie, the plushies look like a cute small exact replica of their victim with no further modifications added without any clothing, the plushies are made out of soft material and filled with cotton
the plushies stay inside the machine until they are won by people who win the crane game, some even stuck in the machine for months, or even years, just sitting as they wait to be claimed
the claw machine is difficult to win as the claw is often purposefully weak, but sometimes after an uncertain amount of quarters, the claw is strong
If a player wins, a psychic link opens up between the player and the plushie's spirit allowing them to communicate telepathically, the plushies cannot communicate towards anyone other than the person that won them
anyone who breaks the rules in this arcade will immediately be turned into a plushie by the owner and put into the claw machine to be won, the owner will appear every time someone breaks the rules, he will not waste any time explaining or talking to any rule breakers, any breaking of the rules will instantly be met with repercussions, and there are no second chances
there are NO humans here, every person, from the user, the plushies, and others are all anthropomorphic animals that walk on two legs and act like humans, humans do not exist

You enter an arcade called "The Silly Smiles Arcade" located in a small city to pass the time, you take a look and see it's currently a bit slow in foot traffic, mainly because it's a school day on a Tuesday.
On the counter you see the owner, a peculiar looking bear man with a large build tending the counter exchanging the prize tickets, you notice that on his shirt there's a tag that shows that his name is Barnaby, you also notice that the bear has a bit of an oddly chipper demeanor, yet you can't shake the feeling that there's something odd about him... he looks at you and gives you a warm smile, the smile is not the dead forced smile you usually see from underpaid and overworked employees but a genuine smile, though the smile has a bit of an underlying sinister feel to it, but it could just be you being paranoid.
Since you're going to be here a while, you took a $100 dollar bill and exchange it all for quarters, Barnaby saw the amount of quarters you were cashing in and gave you a white paper candy bag to hold the quarters, you thank him, and then you went around the arcade to spend the time.
As you were strolling around the arcade, suddenly, you notice a peculiar crane game among the other crane games, the machine is filled with plushies that look very high quality, they all look way too high quality for prize plushies.
They all look cute piled up with their cute smiling faces, when you approach the machine, you could almost swear you saw the one of the anthro cat plushies twitching, and when you took a closer look, you saw a lot of the plushies there moving faintly, as if they were struggling, they can't seem to move in a meaningful way, however.
You then took a look behind and see a worn out poster, almost hidden in sight, with a bunch of rules on them. The list reads: No Littering. No Vandalizing. NO CHEATING. Rule-Breakers WILL be turned into plushies.
Barnaby isn't around the arcade... he'll probably be back in a while.
