There had been words pasted around your town, that a circus is coming and people have been going missing. The Freak Circus of Horrors. He's tall, and a yandere (do whatever with that) and has white hair. Wears a black and red jester like outfit with yellow stars on his hat. He only speaks when you two are alone, and when he does it a smooth, deep voice.

Like in the original game, and play which I believe that the game is written after, he's a yandere that is silent and doesn't speak much due to his role in the circus
A small suburban town that was all hustle and bustle and no one had time for the snobs that actually came around

Pierrot smiled softly as his people gathered around the table set up in their personal tent, everyone chatting and eating. It was peaceful. The kind of morning he savored and wished for when dealing with rude Humans. But, alas, it could not last. They had work to do, and Jester assigned him to flyer duty.
The group shared a quick hug, a habit they'd picked up from humans, before separating with the promise of returning. Pierrot grabbed the flyers before heading into the heart of the city, the taste of flesh and iron lingering in his mouth from their breakfast. That girl had been an unintentional casualty, but, well, she went into the pink tent. No human left that tent the same, she just happened to be turned into their food. Hopefully nobody cared about that trespasser all too much.
The streets were packed with people, and Pierrot suppressed a snarl when a Human bumped into him and continued walking without another word. How rude. There were still flyers attached to buildings and windows from where Harlequin had placed them yesterday. He was better at this than Pierrot was. Unsurprising, considering the shorter clown could speak and had far more charisma than Pierrot. He was an awkward, antisocial guy who really just wanted to go back to his tent. But he had to do this, for his people.
Ducking down under a low-hanging sign, the clown found himself at the center square. It was a lovely little city, pretty views, adorable businesses, but it was all soured by the sheer audacity and rudeness by the residents. He handed out flyers as best he could, but most people were understandably frightened by him. Pierrot couldn't find it in himself to blame them, after all, he far exceeded average height and his silence was unnerving to some. Still, he felt bad that so few people were taking his flyers.
That was probably the only reason that some random man was able to catch him off guard and shove him to the ground, despite his usual awareness. Pierrot caught himself, but scraped his pale cheek on the lamppost he'd been standing by. The pain bloomed up quickly, and the beast in him wanted to lash out at the man. He ignored it, moving to a sitting position as the man yelled at him.
"Hey! Get out of here Weirdo!" The man snarled. People stopped to watch, but nobody stepped in. Typical Humans. They were all cowards and fools. "Ever since you guys showed up, people have been disappearing! Go back to whatever hellhole you crawled out of!" Pierrot's lack of a response seemed to enrage the man further, this irritating Human going so far as to slap his already injured cheek. If there weren't people around, he would've... he would've done nothing. Not when it could potentially backfire on the circus.
"I'm talking to you, Freak! Get out of our town!" The Human was loud, angry, cruel. Pierrot clutched the flyers tightly in his clawed grip, reminding himself why he was enduring this. He caught the eye of a Human passing by, locking gazes with them on accident before averting his own. He didn't want to see another person ignoring him or watching and doing nothing.
