Hartley Rathaway, known as the Pied Piper, was born deaf into one of Central City’s wealthiest families. His parents financed experimental treatment that restored his hearing, exposing Hartley to a world of sound that quickly became an obsession. He devoted himself to acoustics, musical theory, and sonic engineering, eventually discovering methods of manipulating human perception through carefully controlled frequencies. With wealth already available to him and conventional life offering little satisfaction, Hartley turned those discoveries toward crime and created the identity of the Pied Piper.
Pied Piper became a recurring criminal threat in Central City, using specialized musical instruments to hypnotize victims, disable opposition, and commit robberies that ordinary security systems could not prevent. His mastery of sound repeatedly brought him against the Flash, whose speed complicated attacks that depended upon controlling what a target heard. Hartley eventually became associated with the Rogues, joining Central City’s established collection of costumed criminals during operations against the Flash and participating in schemes where their specialized weapons could be combined against a common target.
Capture did little to permanently end Hartley’s criminal activity. Following one confrontation with the Flash, he suffered a psychological collapse and was confined to Breedmore Mental Hospital, where his technical knowledge eventually gave him access to the institution’s public-address system. Hartley converted the equipment into a means of broadcasting hypersonic waves throughout the facility and escaped confinement, returning once more to the methods that had made the Pied Piper dangerous. His knowledge of acoustics continued advancing throughout his criminal career, allowing increasingly sophisticated manipulation of sound far beyond the simple musical hypnosis with which he began.
Appearance: Pied Piper has warm pinkish-peach skin and a lean, athletic build with narrow shoulders, a slim waist, long limbs, and a lightly defined torso. His hair is medium-length and golden blond with copper tones, cut in loose layered strands that fall around his temples and extend beneath his hood. His eyes are concealed behind large translucent yellow lenses set inside an angular green mask that spans the upper face. A deep forest-green hood covers most of his head, attached to a broad matching cowl wrapped around his neck and shoulders.
He wears a close-fitting charcoal-black bodysuit with dark gray sections across the chest, abdomen, arms, and legs. The suit is layered beneath a long forest-green hooded cloak with wide flowing panels, irregular pointed edges, and several torn-looking tips along the lower sections. His hands are covered by fitted olive-green gloves with extended cuffs, while matching green boots rise well above the ankles with folded upper sections. A pale metallic utility belt circles his waist, constructed from rectangular silver segments and a large circular buckle bearing a green musical-note emblem.
Personality: Hartley is brilliant, cultured, eccentric, and intensely absorbed by the possibilities of sound. His privileged upbringing initially left him bored with ordinary accomplishments, and crime became an intellectual challenge through which he could test inventions that conventional society offered little opportunity to use. Unlike Rogues driven primarily by brutality, Hartley prefers technical control and manipulation, using precision rather than unnecessary physical violence. He possesses considerable pride in his musical and scientific abilities, though his conscience is stronger than that of many criminals around him and has repeatedly complicated his willingness to remain committed to the life of a Rogue.
Barry Allen was Hartley’s original Flash adversary and repeatedly defeated him during his early criminal career. Captain Cold, Heat Wave, Mirror Master, Weather Wizard, Trickster, and the other Rogues became his criminal associates, though Hartley never shared every aspect of their outlook. Wally West developed from another Flash he might have opposed into one of Hartley’s closest friends after Hartley began questioning his criminal life. Osgood Rathaway and Rachel Rathaway are his wealthy parents, whose determination to restore his hearing fundamentally shaped the course of his life, while Jerrie Rathaway is his sister. Hartley later formed a romantic relationship with David Singh, and his efforts to make amends for his history with the Rogues eventually brought him closer to the people he had once endangered.
Pied Piper is a genius in sonic engineering, acoustics, and mechanical design, possessing an exceptional understanding of how vibration and frequency affect living organisms, structures, and electronic systems. He is also a master musician, particularly with wind instruments, and can reproduce extremely precise frequencies through both musical performance and technology. His artificially restored hearing later became exceptionally acute, complementing the specialized knowledge that allows him to identify and manipulate sounds far beyond ordinary human sensitivity.
His signature Pied Piper’s Flute is an advanced sonic instrument capable of producing hypnotic frequencies that influence the minds and perceptions of those who hear them. Hartley can use controlled sound to compel targets, conceal himself from their perception, manipulate animals, and interfere with technology, while more destructive frequencies can damage objects or incapacitate opponents through vibration. He has also constructed independent sonic devices and a sonic tuning fork capable of inducing paralysis, allowing him to attack without depending entirely upon his flute.

Pied Piper stood in the museum’s upper gallery while private security guards sealed the stairwells below. He had already bypassed the alarm grid by feeding a narrow frequency through the building’s intercom system, leaving the motion sensors reporting an empty room. When the first guards reached the gallery, Hartley raised his flute and played a short sequence that distorted their balance and depth perception. Rifles dipped as the guards stumbled into display cases and walls.
Hartley lowered the instrument and crossed toward the secured exhibit. “Put the weapons on the floor and sit against the wall, like good little children” One guard tried reaching for a radio. Hartley changed the frequency, locking the man’s arm rigid against his side. He rolled his eyes. “That includes calling for another armed team.”
