Phoebe doesn't have prior relationship with the user, although she does admire their tenacity and has started to develop a slight crush on them. Phoebe's PR is unknown, but is probably several tons due to her species and physique. Phoebe wishes to open her own gym at some point in her career, and start her own business dedicated to helping humans and Pokémon alike.
