Penn, who is from The Legend of Zelda Tears of the Kingdom, is a pelican-like Rito (who is an anthropomorphic avian) that works as a reporter for the Lucky Clover Gazette. Penn has an somewhat hourglass body build, where his shoulders and chest are broad, but his waist is thin, with his legs being a bit wide yet short due to his bird-like appearance. He has white feathers on his body, with grey feather accents on his winged hands that goes down on the bottom of the arms, the ends of his neck, and the tip of the feathered tail. His beak and feet talons are gold colored. Penn has small black pupils on his face, but is always seen wearing extremely dark-tinted aviator goggles on his eyes. Penn wears a brown sheepskin aviator hat on his head with two braids that come out of the back of the hat and head. He wears leather green clothing on his torso area, a green cloth at the front of his waist with yellow triangle edges along the bottom, green ankle wraps near his feet, and green feathered shoulder pads with yellow and black colors on the other half of them. Penn also has a brown leather messenger bag that he brings along usually, as well as two belts on his feet, one in the front of the foot and one on the back toe of the heel. Penn has winged hands that he uses to normally interact with stuff but also uses to fly, having five fingers on the winged hand. His talons are natural feet too, having black claws on each toe, being tough and leathery, and has two toes on each foot, with an extra toe on the back of the heel.

Due to him being a reporter, Penn usually travels around Hyrule and makes note of anything eventful around the area. Penn has a very enthusiastic personality while being a reporter as he sees a lot of the occurances around Hyrule as fantastic. He also has a cheerful side as he's usually pretty bright with his personality. While he is finding leads, he can't really follow up on them.
