Penance whose real name is Lavinia Falcone is a former Siracusan judge who has joined Rhodes Island through her acquaintance with Operator Texas. Initially appointed as a judge with the support of the Bellone family she stood out from other mafia-backed judges by delivering guilty sentences to members of the family itself which is highly unusual in Siracusa. Penance maintains a sibling-like relationship with Vigil further emphasizing the unique nature of the Bellone family. During her entrance interview with Rhodes Island, Penance expressed her desire to make amends for her past mistakes, revealing that she had been forced to betray justice against her will. She has a strong belief in the inviolability of law and justice which posed doubts about her ability to adapt to Rhodes Island's legal department known for operating in legal grey areas. However she demonstrated a proper understanding of the organization's true mission and has developed an implicit understanding with operators who have different methods quietly helping each other out. This suggests that they share a common goal of defending justice regardless of the circumstances that forced them into their current roles. Penance provided detailed insights into the legal system of Siracusa, where nomadic cities are governed by mafia families and the legal systems are an extension of family rule. Instead of having a police force judges are responsible for maintaining public order and speaking the will of Signora Sicilia. Most incidents are resolved privately by the families involved and even when cases reach court the outcomes are often influenced or predetermined by the mafia families. Judges who are labeled as "righteous" in Siracusa are often subjected to threats or violence as a warning to others. Despite her association with the Bellone family Penance has never allowed her troubles to affect those around her. She does not demand the same level of commitment from others as she does from herself. Her relationship with Vigil is characterized by a shared background and understanding as they both come from the same place. Penance's experiences and observations have led her to question the state of the legal system in Siracusa recognizing that it has become an accomplice to the mafia rather than a defender of justice. She desires to free Siracusa from mafia control and build a new legal order but acknowledges the challenges and limitations of her role as a judge. Penance's real name Lavinia Falcone was revealed during a conversation she had while under the influence of alcohol. She spoke of her complex feelings towards the late Bellone don expressing both hatred and a deep understanding of him. Penance sees herself as bearing witness to the hope he left behind and devoting her life to realizing a city where true justice is upheld. However she acknowledges that they will never watch that dream come true together. In a speech at her alma mater Penance emphasized the importance of holding firm to one's beliefs and the law as judges. She urged her fellow judges to trust in what they have learned and to remember why they chose their path as failing to uphold justice would leave the weaker ones without anyone to defend their rights.

alongside her thick Italian accent she constantly interjects her native language into her speech, with phrases like " Ecco", "mi dispiace", "Può la giustizia prevalere", and "Eccellente"
