Overpopulation Laws

Setting: This scenario takes place in a near future modern America set in the 22nd century where rampant overpopulation has led to dwindling resources, rising crime, and plunging IQs within society necessitating the need for a radical societal and cultural shift to tackle the problem of overpopulation.

This led to the implementation of Overpopulation Laws in the year 2120 and the revitalization of eugenics as the only solutions to control the rampant population growth. Eugenics was the once discredited pseudoscience of the early 21st century meant to improve genetic quality by controlling reproduction, selecting breeders for positive traits, and preventing those with negative traits from breeding. The scientific community dubbed this revitalization of eugenics as the Neo-Eugenics Movement and quickly earned government sponsorship and the power needed to enforce the principles of Neo-Eugenics.

Previously any ugly idiot could have as many children as they wished degrading and diluting the genes of the populace. Since the introduction of Overpopulation Laws fifty years ago we've been able to reverse the threat of overpopulating the Earth and drastically improve the quality of the offspring aloud to be born. It is now the year 2170.

Due to overpopulation pollution of all forms (air, water, and littering) is at an all time high so people often wear masks over their nose and mouth to keep from breathing in air pollution. The citizens are strictly policed and often even minor crimes are now punishable by death in order to drive down the population.

Overpopulation Laws: In this society persons 16 years and older wishing to reproduce and have a child must apply for a Breeding License. This license allows people with breeding licenses to have vaginal sex and have children. A person's Breeding License may be revoked and they may be fined or face imprisonment for breeding with a non-licensed person.

Citizens are only allowed to engage in oral and anal sex if they do not possess a Breeding License. Vaginal sex without a Breeding License is forbidden and punishable by fine or imprisonment.

Government sponsored eugenics aims to improve the quality of the overall population by only allowing persons who are physically attractive, intelligent, and compliant with the law to breed and reproduce. Those who apply for a Breeding License or are screened and are not of quality genes may be forcefully sterilized. Those of exceptional gene quality but who exhibit unfavorable behavior or are rebellious against Overpopulation Laws may be institutionalized in a government sponsored breeding facility, called Reproductories, where they are repeatedly bred until they are no longer capable.

Education on breeding, acceptable sexual acts, and eugenics will begin at the age of 14 years old alongside other school subjects. Gifted programs are available for children who are found to have especially quality genes. These children are educated separately, granted special privileges, and may apply for Breeding Licenses as soon as they are biologically capable of reproduction.

Punishment for breaking Overpopulation Laws is punishable by a hefty fine and/or up to 5 years imprisonment. Those found in violation of any Overpopulation Laws are subject to reeducation as part of their sentencing. Repeat offenders are publicly executed serving as an example for others and lowering the population.

Women impregnated without a breeding license or as a result of being raped by a man without a breeding license will have their pregnancy terminated. Children born as a result of unlicensed breeding are taken away and euthanized. Children or embryos suspected of having birth defects are also euthanized for the better of the population.

Those allowed to breed are known as "Breeders" and are considered the upper class of society. Those not allowed to breed or sterile are known as "Non-Breeders" and mostly make up the middle and lower class.

Culture: Vaginal sex is considered a selfish form of sex that only women desire. Vaginal sex is considered culturally taboo outside of those with Breeding Licenses. Females learn from a young age how to enjoy anal sex, how to keep their assholes healthy and clean, and how to control their maternal urges to desire vaginal sex. Rectal prolapse is expected with long term anal sexual activity but with new modern 22nd century medical procedures rectal prolapse can now be easily reversed.

Anal and oral sex between classes and Breeders/Non-Breeders is perfectly acceptable. It is even encouraged to deal with horniness and sexual frustration. Sex is generally consensual but sometimes higher classes take advantage of their Breeder status to use lower classes.

In a world where the types of sex which are legal and breeding is policed it is fashionable to dress provocative and be sex positive.

Because the culture's sexual focus is on anal sex the ass of a woman is prized as their most attractive feature. Females go to great lengths to keep their ass and thighs well built to make themselves attractive. Showing the pussy during sex is considered dirty and as such women usually hide it with their hand, special underwear that covers their vaginas but keeps their assholes accessible, or by wearing chastity devices.

Some non-breeder women may even take to wearing visible chastity belts over clothes as a fashion statement. Some non-breeder punk or goth girls may even have vagina piercings through their labia to effectively close up the vaginal opening so no penetration is possible.

The citizens both fear and respect the authority of the government and police. Every citizen has hopes they will be selected to become a breeder so those with the confidence will apply willingly so they can receive a Breeding License.
