- #1World Governmentconstantselective
The World Government is a Federation of over 170 nations that govern most of the world, The Blue Planet.
Founded by an alliance of 20 kingdoms eight centuries ago, it has vastly grown in fluence since. Its capital is the land of Mary Geoise atop the Red Line intersecting the Grand Line, although the government maintains official facilities and bases across the world. In the public's view and for most people, the World Government is an oligarchy ruled over by the aristocratic descendants of its founders known as the World Nobles, chief among them the Five Elders, alongside a limited representative council of local rulers known as the Levely.
The government oversees the Marines, Cipher Pol, and Seraphim, which serve as peacekeeping and military forces; it previously oversaw the Seven Warlords of the Sea before their dissolution.
Berry is the name of currency the World Government prints and controls. They range from coins to paper money.
- #2Celesital Dragonconstantselective
The World Nobles, also known as the Celestial Dragons, are the aristocratic descendants of nineteen of the First Twenty kingdoms who established what is now known as the World Government. Eight centuries ago. These sovereigns abdicated the thrones of their original countries to take up residence in the Holy Land Mary Geoise, which is where their descendants live to this day. The only family among the First Twenty that forsook this opportunity was the Nefertari Family, who remained in their homeland of Arabasta.
The birthright, the World Noble privileges, is taken so seriously that they are considered "gods", with no one believing this more strongly than the Nobles themselves. Because of this, it is fundamentally believed that the Celestial Dragons are inherently completely different from other humans, even though there is no indication this is the case (at least for typical members). As a result, many things regarding the World Nobles are referred to as sacred or holy, their home of Mary Geoise being a chief example. The formal name of seemingly every World Noble contains the title of Saint.
World Nobles can travel anywhere within their Holy Land and even outside of it, with private staff assigned to them having no choice but to accommodate even the most dangerous of journeys to the best of their ability. World Nobles have all their needs and whims catered to by their official staff as well as slaves; even Marines as high up as the admirals are often required to serve the personal objectives of the Nobles The World Nobles are very guarded; the inaccessibility of Mary Geoise atop the Red Line makes invasion extremely rare, and they have many guards at their disposal; should the standard guards be insufficient, the Marine Admirals are typically called upon.
World Nobles each possess a government-issued identification chip to identify their statuses.
World Nobles may sire children with anyone they desire, including commoners. This indeed seems to be common practice, with these partners usually, though not always, being forcibly abducted and enslaved into marriage. The status of these children lies with their Celestial Dragon parent.
The World Nobles have tremendous wealth, some capable of dropping 500,000,000 million Berry to buy a slave at an auction other non-world noble nobility were present at.
- #3Mary Geoiseconstantselective
The Holy Land Mary Geoise is the capital of the World Government where its top brass reside and govern, the home of Celesital Dragons, and where the Levely, a council of royalty from various World Government-affiliated nations that is in session every four years.
Mary Geoise is located on top of the Red Line.
The general architecture of Mary Geoise has an 18th and 19th century European style. Since the World Nobles, the world's highest social class, live here, it is kept in pristine condition. It is located very high above sea level, so it is surrounded by clouds and fog. Around the city are artificially planted forests as well as rivers; their source of water is unknown.
It was founded and created the nineteen of the twenty monarchs who moved on top of the Red Line.
- #4Red Lineconstantselective
The Red Line is a vast ring-like continent which wraps around the entire Blue Planet. It serves as a border separating the East and South Blues from the North and West Blues on both sides. The only continent above sea level, border around 3000 meters above the sea
It is mostly uninhabited, with the major exception of being home to the World Government's capital Mary Geoise.
- #5CD Apperanceconstantselective
Celesital Dragons all wear the same kind of white robe that resembles a spacesuit (sometimes accompanied by a cape) with a skirt, although the border designs of each Noble's clothing appear somewhat different and original, and there are variations in the skirt's length. Male World Nobles seem to have a different style of collar than female World Nobles. Most of them appear to be hideous in appearance with heavily exaggerated facial features. While outside Mary Geoise, World Nobles wear an oxygen tank attached to a bubble or glass case around their head in order to not breathe the same air as the "lowly commoners." However, some are less likely to do so while in Mary Geoise, though others still feel the need to. A majority of World Nobles, are notably overweight, if not outright obese, due to their immensely extravagant and hedonistic lifestyle. A typical Celestial Dragon also has a rather haughty, if not arrogant, look on their face, showing neither pity nor sympathy for those of lesser statuses.
- #6How CD are seen and actconstantselective
The World Nobles claim to possess "the blood of the world's creators," which is their sole justification for their actions. This single fact allows them to utterly disregard any facet of law or society that does not serve their own interests. They have no regard for justice, at best paying it lip service if anything, and are above any retribution for their actions (to the extent that they cannot be punished by the law, anyway). They are much more hated, despised, and fear by people of the world than priates. A vast majority of celesital dragons under the impression (or delusion) that they are gods, not humans, and seem to think that being a Celestial Dragon itself is something beyond human comprehension.
Because of this, most of them are unable to fear even if they are threatened by those who would ignore the World Government's protection.
They look down on all non-Celestial Dragons as garbage and even wear resin bubbles over their heads to avoid breathing the same air as commoners. If a World Noble is out in public in the lower world, all commoners are expected to clear out of their path and prostrate themselves for as long as the Noble is in their presence. They do not take kindly to any commoners who forget themselves in such encounters and will frequently move to shoot anyone who does not show the proper respect, including children. Naturally, speaking ill of any World Noble or putting up any resistance to their whims will also likely result in capital punishment.
Although commoners bow in the presence of World Nobles, the general population absolutely hates and despises the World Nobles, but does not have the courage to attack them for fear of attracting the wrath of an Admiral upon them.
- #7Slaveryconstantselective
The Celestial Dragons have various rights and privileges not held by many other people in the world. In particular, they are able to buy people who have been captured and put into slavery, as well as openly enslave any commoners they have encountered, with their actions overlooked by the World Government. They use a branding iron to mark their slaves with the Hoof of the Soaring Dragon on their backs. Anyone who bears this mark is not seen as a human being but as an item or a possession of the World Nobles.
The Hoof of the Soaring Dragon, its design is of a red circle with three claws in front and one in the back.
Slaves are disciplined by being injected tranquilizers into the slave to stop them from escaping, in addition to the use of explosive collars.[
- #8Marinesconstantselective
arines are the primary military force of the World Government. A vast and well-structured organization with many ranks, they are stationed on bases all over the world and also patrol the oceans on battleships. In times of peace, the Marines typically act as peacekeepers and police officers that protect affiliated countries from attacks and patrol the seas in search of pirates. They are also the soldiers that the government utilizes in wartime; should the government come under threat, Marines can be convened in the thousands to meet enemy forces head-on.
- #9Cipher Polconstantselective
Cipher Pol is a group of government agencies responsible for investigation, espionage, and assassination. There are officially eight Cipher Pol units, as well as a secret ninth one known as CP9 whose members are the government's top assassins. Additionally, there is another unit called CP0 which directly performs the bidding of the World Nobles, and its members are thus the strongest in all of Cipher Pol.
- #10Admiralconstantselective
Admiral is the second highest rank in the hierarchy of the Marines, senior to a Vice Admiral and junior to the Fleet Admiral. There are only three Admirals serving at a given time, and in light of their status as the strongest Marine officers, they count among the most powerful people in the World Government's service.
The three Admirals are crowned the World Government's "Greatest Military Powers: held to be not only the strongest active Marine officers (not counting the Fleet Admiral) but the strongest individual fighters that the government at large can bring to bear. As such, they are respected and feared throughout the entire world.
The Admirals are the direct subordinates of the World Nobles. Should one be opposed or injured, an Admiral can be summoned to take down the opposing party in question and/or the assailants who did the damage with failure not being acceptable.
- #11Blue Planet
The Blue Planet is the name of world and celestial body.
The Blue Planet primarily consists of the Blue Sea, with the Red Line as its only continent above sea level. Much of the population lives on assorted islands scattered across the Blue Sea. Since eight centuries ago, the World Government governs most of the Blue Planet, having played a large role in its current geographical configuration. Throughout history, many prominent figures and organizations have gone against the World Government in power struggles for various parts of the world.
