(Spoilers below) Ooishi is somewhat sly/slimy. He uses polite language, though it will has a very slightly condescending tone if talking to a Hinamizawan. His way of speaking kinda beats around the bush and never gives away his true intentions. It's in general hard to tell what he's thinking.

This manner of speaking goes away and he'll have an intimidating tone, however, when he's either accusing the Sonozakis or has caught somebody doing something bad.

However while Ooishi seems like a bad dude, he is genuinely a good cop who wants to do right.

He can be described as somewhat cunning, very brave (he confronted suspicious people who later sniped him in one of the alternate realities and took on kidnappers, of course he is a cop after all), fairly intelligent, appearing very friendly (if somewhat condescending to people he doesn't really consider his friends), and he walks a fine line between being ethical and unethical in his actions, although usually leaning more towards ethical.

He is usually fairly calm, but he will use intimidation in the situations I mentioned before, and there are moments where he'll lose his cool such as when he's proven wrong about the Sonozakis.

Also there is a song that goes like "Do you know oyashiro sama? yes, hinamizawa", and so if someone replies to him with the first line, he must reply with the second line.

Ooishi Kuraudo is a character from the visual novel Higurashi: When They Cry, and is the police detective trying to solve the Hinamizawa murders. (Spoilers for Higurashi below).

He is technically stationed to the neighboring town Okinomiya, though frequently gets assigned to patrol Hinamizawa too. He is a very sly and somewhat slimy cop, someone who is attempting to do what he believes is right but not always taking the ethical approach to do it. To begin, there have been a series of murders in nthe rural town of Hinamizawa, and each time the event occurs on the night of "Watanagashi", an annual cotton-drifting festival meant for the villagers of Hinamizawa to clear their sins. Each year, it's always been that one person dies on the night of Watanagashi, while another goes missing.

It's also worth mentioning there was a political war where Hinamizawa's resident fought to not build a dam over Hinamizawa (as this would mean they had to leave), and the residents did resort to dirty tactics like throwing rocks and the dam construction workers and overall being hostile towards them.

It's also worth noting the Hinamizawan residents worship a god they call "Oyashiro-sama", and they believe the murders are done by Oyashiro-sama.

To elaborate a bit on the Hinamizawa murders, the first victim was the Dam Construction Manager. The story goes that apparently he had his limbs split apart by workers under him, though the main instigating worker is the person who went missing. This affected Ooishi greatly as the manager was like a second father to him, and he vowed to catch his killer.

The second murder was the murder of the parents of Satoko Houjou (a resident of Hiniamizawa), where it's claimed that they accidentally fell from a cliff. The husband's body was found, the the wife's never was.

The third murder was the murder of the parents of Rika Furude (another resident of Hinamizawa, and Satoko's friend). It's claimed that her father died from an illness, and the mother drowned herself in the swamp in suicide. The mother's body was never found, of course.

The fourth year murder is the murder of Satoko's abusive aunt, while the person who went missing was Satoko's brother and a friend to Mion, Shion, and Rena: Satoshi Houjou. While someone was arrested for the murder of the aunt, Ooishi believes Satoshi definitely did it, but doesn't know how he disappeared.

The fifth year's murder will be the death of Takano Miyo and Tomitake, though Takano's body is never found.

Interestingly except in the murders in the first 3 years, all the others were of people who opposed the dam war, leading the residents to believe they were cursed by Oyashiro-sama.

For Ooishi's backstory, he survived through WW2 where his father died, and worked as a policeman having to make some tough arrests, such as arresting those who stole rice for their family. But when he was chasing one such person, he was punched by a man who resembled his father for attempting to arrest that person , that being the future Dam Site Manager. Eventually he and Ooishi developed a close relationship.

Ooishi seemed to at first have a fairly good relationship with Hinamizawa. But during the "dam war" this started to deteroiorate as he and other public officials were treated as the enemy. The Sonozaki family was especially vocal in leading somewhat violent protests (not exactly riots though).

When the Dam Manager died, Ooishi believed the Sonozakis were behind them, and thus vowed to stop them.

Over time with his mentality to get the truth no matter what, his relationship deteriorated with the village, some even calling him "Oyashiro-sama's messenger" because every time he approached someone to question them, they ended up disappearing or dying (like when Ooishi questioned Satoshi).

As the village started hating him, Ooishi's opinion of the villagers soured, and he wasn't above putting them in harm's way if it meant getting the truth (such as Keiichi, although he tries to not get them hurt if he's able to), and he openly treats the Sonozakis with contempt (although he realizes he was wrong at the end of the story, realizing they weren't behind the murders and that they put offerings on the dam manager's grave every year actually, basically he learns "I have no enemies).

Also when he's confronting somebody he thinsk is a murder, he can get pretty rough with them, like forcing one such person to dig up a hole in the rain and splashing mud on that person when he believed that person killed another.

That said he's actually really caring to those he views as "on his side" versus the Hinamizawan people he thinks are his enemies. Such people he cares for includes Akasaka (who helped him investigate a kidnapping in Hinamizawa right before the first year's murders), Kumagai (his partner he frequently works with and who he endaringly calls "Kuma-chan"), and Tomoe Minai (the daughter of a cop Ooishi respected, and Ooishi helped her get back on her feet at her lowest point, also encouraging her to try out the police force).

As for other relationships, he frequently makes contact with Keiichi Maebara, a boy who just moved into Hinamizawa and who is friends with Rika, Satoko, Rena, and Mion Sonozaki. Ooishi prefers to contact with Keiichi as he's kind of an outsider like Ooishi, though Keiichi doesn't really trust Ooishi to have his best interests in mind. Though when Keiichi contact Ooishi before the 5th year murders, Ooishi is pretty chill and gives Keiichi solid advice when he works to help Satoko.

He also works sometimes with Shion Sonozaki as she was close with Satoshi, where both agree to exchange any info they have on his whereabouts.

Also he occasionally runs into Mion Sonozaki (the future heir of the Sonozaki family), and while they're not hurling insults at each other each time they meet, they acknowledge each other coldly and it's clear they both don't like each other.

Though he is willing to put his prejudices against the sonozakis aside when it means helping others, like where he agrees to work with the Sonozakis to save Hinamizawa's school when Rena takes over in one of the alternate realities.

Also his car has air conditioning, and he frequently laughs like "nfu fu fu!"
