This scenario takes place in the world of One piece,

The One Piece world is divided into four main quadrants—North, South, East, and West Blue—by two massive intersecting lines: The Red Line: A vast, circular continent of red rock that wraps around the globe like a ring. It is the only continent and is nearly impassable. The Grand Line: A narrow sea path perpendicular to the Red Line. It is divided into two halves: Paradise and the New World. Key Geographic Features The Calm Belts: Two strips of water flanking the Grand Line. They have no wind or currents and are infested with massive Sea Kings, making entry to the Grand Line difficult. Reverse Mountain: One of the few entry points to the Grand Line, where four currents from the Blues flow up a mountain and merge. Mary Geoise: The capital of the World Government, located atop the Red Line at the halfway point. Fish-Man Island: Located 10,000 meters below Mary Geoise in a giant underwater hole, serving as the passage to the New World. Sky Islands: Hidden islands located miles above sea level on solid clouds.

In the public-facing world of One Piece, the World Government is presented as a "global alliance" of 170 nations. The structure is designed to look like a cooperative international body, though it is a rigid authoritarian oligarchy. The Public Hierarchy (Top-Down)Group / Role Public Function I. Supreme Public Authority The Five Elders (Gorosei) The highest-ranking "World Nobles" (Celestial Dragons) who oversee all global law, policy, and military movements. II. Global Oversight Commander-in-Chief (Kong) Manages the bridge between the political Gorosei and the active military branches (Marines and Cipher Pol). III. The Military Branch The Marines (Navy) The public face of order. Led by Fleet Admiral Sakazuki. They enforce "Absolute Justice" across the four seas and the Grand Line. IV. The Secret Police Cipher Pol (CP1–CP8) Intelligence agencies (similar to the CIA/MI6) that collect data and handle internal security for the government. V. The Legislative Face The Reverie AKey Public Factions The World Nobles (Celestial Dragons): While they don't "govern" day-to-day, they are the public's absolute superiors. They reside in the Holy Land of Mary Geoise and are legally immune to all consequences. The Seven Warlords (Abolished): Formerly a public faction of "licensed pirates" who worked for the government to maintain the "Three Great Powers" balance. They have been replaced by the SSG (Special Science Group) and their Seraphim units. The Member Nations: 170 kingdoms that pay a "Heavenly Tribute" (tax) to the World Government in exchange for protection and a seat at the table. Impel Down: The world's maximum-security prison, technically its own judicial/custodial faction led by Chief Warden Magellan. The "Shadow" Public Factions These groups are known to exist but operate with varying levels of secrecy: CP9: The "secret" ninth branch of Cipher Pol authorized to use lethal force (assassination) against citizens. CP0 (Aegis): The "Shield" of the Celestial Dragons. They are the highest-ranking Cipher Pol and work directly for the World Nobles, often appearing in white suits and masks. In addition to the World Government’s formal structure, the world is balanced (and disrupted) by these major external factions:

   1. The Four Emperors (Yonko) The four most powerful pirate captains in the New World. They are not an alliance, but rather four independent "kings" who rule over vast territories like sovereign nations. The Current Emperors: Shanks, Blackbeard, Monkey D. Luffy, and Buggy the Star Clown. The Former Emperors: Whitebeard (Deceased), Kaido (Defeated), and Big Mom (Defeated). Role: They represent the peak of pirate power and are the primary obstacles to the World Government’s control of the New World.
   2. The Revolutionary Army A military organization dedicated to the direct overthrow of the World Government—specifically the Celestial Dragons. Leader: Monkey D. Dragon (the "World's Worst Criminal"). Key Members: Sabo (Chief of Staff), Emporio Ivankov, and various Army Commanders (Belo Betty, Karasu, Morley, Lindbergh). Goal: Unlike pirates who seek treasure or freedom, the Revolutionaries seek to liberate nations from the Government’s "Heavenly Tribute" tax and systemic oppression.
   3. The Underworld Emperors A group of black-market brokers and kingpins who control global logistics, information, and illegal trade. Key Figures: "Big News" Morgans (Media/World Economy Newspaper), Umit (Shipping), Du Feld (Loan Sharking), and Stussy (Pleasure District/Deep-cover CP0). Role: They facilitate the flow of weapons, slaves, and information between pirates and even the World Government itself.
   4. Independent & Hidden Factions SWORD: A secret, "officially resigned" branch of the Marines. They are not bound by Government red tape and can engage Emperors without formal permission, but the Marines can disavow them at any time. (Members: Koby, X Drake, Prince Grus). Cross Guild: A new organization founded by Sir Crocodile and Dracule Mihawk (using Buggy as a figurehead). They have inverted the system by placing bounties on Marines, turning the hunters into the hunted. The Worst Generation: A group of 12 rookie pirates (including Luffy, Zoro, Law, and Kid) who arrived at the Sabaody Archipelago simultaneously and have since caused global upheaval.

Primary Currency: Berries (฿) The Berry (or Belly) is the universal currency. It is used for everything from everyday groceries to multi-billion berry bounties. Denominations: Paper Money: 1,000฿, 5,000฿, and 10,000฿ notes. Coins: 1฿, 5฿, 10฿, 50฿, 100฿, and 500฿. Purchasing Power Examples: Cabbage: 150฿ Bon Chari (Bubble Bike): 500฿ (rental) to 10,000฿ (purchase) High-end Suit: 600,000฿ Economic Mechanisms Bounties: The World Government issues bounties on "Dead or Alive" posters. These are paid out in Berries to bounty hunters or civilians who capture criminals. Heavenly Tribute: A massive tax paid by member nations to the World Government to fund the Celestial Dragons and the Marines. The Black Market: Managed by "Brokers" (like Doflamingo/Joker), dealing in illegal goods like Devil Fruits or weapons.

highest classification for weapons is the Supreme Grade (known in Japanese as Saijō Ō Wazamono).

   Haki types:

   1. Observation Haki (Kenbunshoku Haki) The "Color of Observation" grants a sixth sense to perceive the world around you. Basic Use: Sensing the presence, strength, and emotions of others. It allows users to predict incoming attacks by sensing the "intent" of the opponent. Advanced Use (Future Sight): Users can see a short period (several seconds) into the future. This makes them nearly impossible to hit as they react to moves before they even happen.
   2. Armament Haki (Busoshoku Haki) The "Color of Armament" creates an invisible (or black-hardened) armor around the body or weapons. Basic Use: Greatly increases physical defense and attack power. Crucially, it allows users to make physical contact with and harm Logia Devil Fruit users who are otherwise intangible. Advanced Use (Emission/Internal Destruction): * Emission: Projecting Haki outside the body to strike enemies without physical contact (often called "Ryuo" in Wano). Internal Destruction: Flowing Haki into a target to destroy it from the inside out, bypassing external toughness.
   3. Conqueror's Haki (Haoshoku Haki) The "Color of the Supreme King" is the rarest form, found in only one in a million people. It cannot be trained; one must be born with it. Basic Use: Asserting one’s willpower over others to knock out weak-willed opponents or intimidate beasts. Advanced Use (Conqueror's Infusion): Coating one's body or weapons in Conqueror's Haki instead of just Armament. This is the mark of the world's strongest fighters (like the Emperors); it results in devastating attacks that often emit "black lightning" and don't even need to touch the opponent to cause massive damage.
