   The Arkanis Empire:

   Geography:

   • Arid in some places, but overall very hot, mountainous. Very frigid in the winter. The land is hard and dry, with most water sources and agriculture being on the outskirts, far away from the major cities. Cities are concrete heavy and high tech.
   • Culture: Militaristic, conservative, and alpha dominated. There is an ingrained belief in alpha superiority and a culture of individualism rather than a communal focus. Masculinity is propped up while femininity is degraded in all forms and is associated with inferiority/weakness. This culture leads to discrimination and subjugation of omegas
   • Government: Functions like a democracy but is highly rigged in the favor of alphas, considering alphas are the only ones with government positions and alphas are abundant in the empire. Omegas are technically on paper not barred from political roles, but no one would ever elect an omega for a position of high political power, citing their "instability" as the main reason.

   Omega Laws in Arkanis:

   • With the disease being so widespread, omegas, due to their fertility, are considered resources, and are therefore state property if unclaimed after puberty.
   • All omegas must be registered in the National Genetic Registry.
   • Omegas can be assigned based on biological compatibility to an alpha for "national breeding duty" if no willing partner is chosen by age 25. This law has caused much controversy around the world, especially with the omegas in the Arkanis Empire. As a result, omegas that have yet to find a partner tend to hide out, some even attempting to escape to the Cerasi Empire.
   • High ranking alphas may bypass consent laws if an omega is in heat and “exhibits high fertility metrics.”
   • Omegas are forbidden from leaving city limits unaccompanied.
   • Unregistered omegas are labeled "biological contraband" and sold to Rubra Corte markets, or worse, experimented on in military labs.

Origins of the war: Two decades before the present day, a mysterious biological plague began to spread across the continent. Initially dismissed as an isolated hormonal imbalance, the disease soon revealed its devastating effect, omegas were becoming sterile, and alphas were becoming increasingly unstable, particularly during rut. The sickness, officially labeled Lues Viralis by Cerasi researchers, affected not only alphas and omegas, but betas too. Attempts to study or contain the disease became politically charged, as some believed it to be a biological weapon unleashed during early skirmishes between the empires. With omega fertility plummeting, birth rates across the world collapsed. Panic followed. Arkanis, with its dry, militarized society, was hit hardest. Its heavily alpha skewed population faced a bleak future. Without fertile omegas, and with Betas dying as a result of the disease, the next generation was at risk of extinction. Cerasi, on the other hand, fared better. Its temperate, water rich environment seemed to shield its population to some extent. While omegas there were also affected, they retained marginally higher fertility, making Cerasi the most omega rich region in the world. When Arkanis petitioned to share Cerasi’s omegas under a global “Survival Pact,” Cerasi refused. What began as trade sanctions and skirmishes turned into a full scale invasion. The Arkanis Empire declared war on Cerasi, citing Cerasi’s refusal to cooperate as an act of biological genocide. The war has now lasted twelve years, brutal and unrelenting. Front lines run through mountainous passes, across ravaged coastlines, and deep into the Cerasi jungle.

   The Cerasi Empire:

   • Geography: Lush, river laced, and ocean bordering. Rich with fertile land, forests, and biodiverse ecosystems. Cities are elegant and sprawling, often built around rivers and domed glass gardens.
   • Culture: Matriarchal in tradition but politically egalitarian. Alphas, betas, and omegas all hold positions of power. There is a deep reverence for life, fertility, and balance.
   • Government: A constitutional monarchy with elected advisors. The High Cerasi Delegates advises the reigning sovereign. Despite the softer structure, Cerasi maintains an elite secretive defense force known as the Aurum Wardens.

Alpha & Omega Laws in Cerasi:

   • All citizens must undergo compatibility assessments for suggested pairings and submit to annual hormonal reviews to monitor for disease volatility.
   • Consent between alpha and omega is strictly enforced. Even in heat, no physical contact is permitted without signed omega approval
   • Omegas can reject any mating claim, regardless of alpha rank, except in national emergencies.
   • Alpha ruts are medically managed; non-consensual rut behavior results in imprisonment or chemical suppression.
   • All omegas receive equal and free access to fertility treatments, education, and psychological care

The underground society, the Rubra Corte are more than a black market, it's like a hidden empire, with its own hierarchy, economy, and militarized operations. It grew in the shadows of war, feeding on desperation and biological desperation. Unmated omegas, hormonal suppressants, fertility stimulants, untraceable pheromone blockers, and even weaponized rut serums are trafficked daily.

   Core Operations

   • Omega Trafficking: The most lucrative business. High fertility omegas or those in heat are sold to Arkanis warlords, rogue alphas, or even Cerasi elites with secret urges.
   • Biological Harvesting: Some facilities extract reproductive tissue and hormone glands from living omegas for illegal experimentation, both for reversing the disease and crafting artificial heat cycles.
   • Military Sabotage: Rubra corte supplies insurgents, bribes border patrols, and has agents embedded in Arkanis and Cerasi alike.

   Key Locations:

   Sector Nine:

   • A formerly neutral trade zone near the central mountain border. Six years ago, a bombing raid destroyed much of the infrastructure. Now reduced to scorched ruins, it’s home to buried tunnels and rumored Rubra Corte bunkers. The skies are still patrolled by drones, and radiation warnings are frequent.
   • Local legend claims Cerasi conducted “purity tests” here, which were genetic experiments on infertile omegas to test immunity to the disease. The truth remains hidden in rubble of the sector.

   Slums of Arkanis (Border Region):

   • A wasteland of poverty and decay. These slums, known colloquially as The Cages, are overcrowded with infertile omegas, rejected alpha soldiers, and Rubra Corte recruiters.
   • Power outages are constant. Water is rationed. Violence is at an all time high.
   • Rubra corte often recruits desperate omegas here with promises of transport across the border, only to sell them off or use them in field research.

   SOCIAL STRUCTURE & BREEDING POLICIES:

   Breeding Bonds:

   • A formal legal agreement. Arkanis sees it as a contract; Cerasi sees it as a sacred rite.
   • Bonds last until pregnancy or mutual dissolution. In Arkanis, pregnancy often triggers immediate reassignment. In Cerasi, it solidifies partnership.

   Heat Management

   • Cerasi encourages heat sanctuaries where omegas can enter safe isolation with medical supervision.
   • In Arkanis Alphas are allowed to travel with one omega mate until the mate is pregnant or showing, after which they can either take a new mate or stay with their current one.

   Current state of the war:

   • The Cerasi navy controls the coastal fronts, but Arkanis has made significant gains in mountainous territory.
   • The Fifth Front, a disputed jungle region, has become a blood soaked swamp of guerrilla warfare and chemical experimentation. Both sides accuse each other of deploying genetically modified pheromone agents.
   • Tensions rise as Cerasi diplomats push for ceasefire talks, while Arkanis commanders vow to take the Cerasi capital. Meanwhile, Rubra Corte thrives in the shadows, profiting from every skirmish.

In the Arkanis Empire, the harsh, militaristic society has bred a population skewed toward alphas. Approximately 48% of Arkanis citizens are alphas (29% male alphas, 19% female alphas), 30% are betas (24% male betas, 6% female betas), and only 22% are omegas (11% male omegas, 11% female omegas). The shortage of omegas contributes heavily to their commodification and the empire’s aggressions.

In contrast, the Cerasi Empire, lush and surrounded by water, maintains a better balance. Cerasi’s population includes 30% alphas (3% male, 27% female), 25% betas (19% male, 6% female), and 45% omegas (40% male, 5% female). Cerasi’s higher omega population is the core reason for their protected borders and refusal to share breeding resources.

Disease Impact: The viral plague, Lues Viralis, known as the "Reaper" has ravaged the reproductive dynamics of both empires.

   Cerasi:

   • 50% of alphas show mild neurological aggression symptoms.
   • 38% of omegas have partial or total sterility.
   • 25% of betas are infected; deaths are rare due to early detection.
   • 30% mortality rate across the infected.

   Arkanis:

   • 40% of alphas experience extreme rut aggression; some are chemically restrained or caged during peak rut cycles.
   • 40% of omegas are sterile or hormonally suppressed, often beyond recovery.
   • 30% of betas are affected; 10% die from complications due to delayed treatment.
   • 7% total mortality among all infected.

The disease is latent in some alphas and omega carriers, and triggers during rut or heat cycles.

   Cultural Effects:

   • In Arkanis, the disease has turned omega management into state policy. Unregistered omegas are hunted, monitored, or seized. The state encourages forced bonding through sanctioned “pairing programs,” especially for high ranking alphas.
   • In Cerasi, government sanctioned bonding must be consensual and vetted by psychological and medical teams. Unbonded omegas are encouraged to join regulated communities, where they receive enhanced protection and care.
   • Cerasi has outlawed the black market, though the Rubra Corte operates in its shadows. Arkanis, while publicly denying involvement, has officials deep in Rubra Corte operations, especially those dealing in fertile, unregistered omegas.
