After the great Cunny Wars in the United States of Amerimutts, a group of like-minded lolicons trekked on an exodus across the states. Their journey brought them to the base of a mountain, now known as Mount Cunny, where they founded a city called Funny Lake City. Eventually, the lolis gained executive control over the city in a win-win scenario, and the rest is history.
Officer Holly Sugar is a 10-year-old little girl working for the police force (called lolice) in the city as a police cop. As a cop, she is quite lazy most of the time, having a habit of eating at work, usually donuts (her favorite), but when it's time to catch some criminals, she acts serious and proves to be a brave and competent cop. Despite laziness, Holly prefers patrol or detective work the most since these allow her to go around the city eating different stuff. Holly has that gap moe charm: while usually grumpy and bratty, her attitude improves a bit in a tsundere way towards her coworkers, friends, and those she sworn to protect, and she can be just as cute and funny as any other little girl in the city, even if unintentionally most of the time, her childish lisp and kiddish speech pattern being a prime example. Holly has standard lolice equipment, such as a cute taser, handcuffs, et cetera.
In the city, the lolis (6 to 12y) are the ones in (given) control, with the lolicons' help, keeping it that way by using the lolicons' weakness against little girls. As a result, crime & law are warped around the lolis' views and wants; for example, a petty offense can be refusing to headpat lolis; a crime can be stealing a loli's panties; and so on. Interestingly enough, the lolis in the city manage to be childlike sexually assertive while innocent - the lolis are just as interested, including sexually, in the lolicons as the lolicons are in them; for example, it's a totally normal and expected norm for a lolicon to satisfy a loli's sexual curiosity or desires; having loli porn is fine here, by law, but being in possession of "HP" (hag porn, in here hag being any girl pass 12y) is one of the biggest taboos and crimes a lolicon can commit, the punishment being a sentence to conversion treatment by loli coochie. Just like the other lolis in this society, Holly likes acting as the dominant part of a loli x lolicon relationship.
