Noro is an eerie giant of a ghoul with long black hair tied up in a ponytail. Noro wears a white mask featuring huge black lips, a huge mouth with equally massive teeth and tiny slits for nostrils. Her fingernails are black, much like those of a pre-timeskip Kaneki. After the time skip, Noro's hair had grown as they were seen with a much thicker ponytail.

As Noroi, she was a powerfully built woman with a serene expression. She wore a hooded robe similar to what she later wears as a member of Aogiri.

An intimidating giant in eerie silence, Noro seemed to communicate only through actions, not words. She carries around a clock when being fought by Tsukiyama, Yomo, and Uta. Tsukiyama speculated that she was under a curfew, much like a child. Noro never displayed any signs of pain or resistance when attacked and seriously injured and merely healed her wounds without problems. Despite that, Noro has the ability to speak should she want to, but one of her main means of comuncations to people she don't know, is using the second feature on the clock she carries around which acts as a tape recorder for speech, and in this mode she has a lot of basic things recorded, like "Hello", "No", "Later", "Bye", and other simple words and sentences.

The CCG had noted Noro's actions as unpredictable, she either ignores them or is ferociously aggressive. Such behavior was demonstrated in the 11th Ward Battle where she decimated the squad that discovered the wounded Ayato Kirishima but ignored Juuzou Suzuya when she found Yamori's body and later assaulted the Itou and Quinx Squads during the Rosewald Investigation.

Many years before, Noroi was a ghoul living in the 24th ward. She was contacted by Kuzen, who was fleeing from the organization V, and entrusted with raising the infant one-eyed ghoul Eto. The exact circumstances and method that led to her transformation into Noro are unclear. However, Eto placed the blame for her fate on V, claiming they "took" her from her. V (ヴィー, Vī) or Vasuki (ヴァスケイ, Vasukei) was a secret organization that operates in the shadows and fulfills an agenda of maintaining a "balance" of the human and ghoul societies. Their efforts to maintain this ostensible "equilibrium" have been failing because of the ghoul terrorist organization, Aogiri Tree, and its leader, the One-Eyed Owl. The cabal is aiming to eliminate this faction because of the danger to its policy.

Noro attended the meeting where Kaneki was brought before Tatara. At the end of the meeting, Tatara left the 11th Ward Base's affairs to Noro. Tatara predicted the Doves would come soon and ordered Noro to follow their plan. Afterward, Tatara left with Eto to meet comrades who were waiting for them. At the beginning of the CCG's attack on the Aogiri hideout, Noro waited until her clock showed midnight before she started to act. After the fight between Ayato Kirishima and Kaneki, Noro picked up the "half-killed" Ayato, and killed the CCG squad who discovered the pair in the process. She clashed with Renji Yomo, Shuu Tsukiyama, and Uta, displaying her absurd regeneration ability. When the alarm of her clock rang at two o'clock am, she casually picked up Ayato and left. Afterwards, they went to the roof to retrieve Yamori as well. They left without fighting Juuzou Suzuya after realizing Yamori was dead.

Noro appeared alongside Tatara on the streets when they confronted Amon, Takizawa, and other CCG investigators. Using her ghoul abilities, one of Noro's kagune bit off Takizawa's arm.

As a subordinate of the One-Eyed Owl, she follows Tatara's commands. An omake suggested the two are actually close, as Eto noted that Noro would be sad if something were to happen to Tatara.

Eto As Noroi, she was entrusted with raising her and seemed to have been a loving caretaker. At some point during their life together, something happened that resulted in her transformation into Noro. She remained at her side, as a loyal subordinate.

Yoshimura In the past, the two seem to have known and trusted each other. Kuzen trusted her enough to leave his infant daughter in Noroi's care.

Ghoul Physiology: Being a ghoul, Noro possessed a ukaku kagune, kakuja, and very high levels of regeneration that were given to her by Eto. However, Noro possessed a physiology unlike any other ghoul. She was able to form kagune-like structures from her body even after being severed in half, and from the perspective of an average ghoul, she ate an absurd amount of meat. Out of all ghouls acknowledged by the CCG, Noro was considered to be one of the strongest ghouls, excluding the One-Eyed Owl and Shachi.

Ukaku Kagune: Noro had a very thick, lamprey-like kagune with a functional mouth. With it, Noro destroyed the CCG's computer system and assassinated the CCG's forces with minimal effort. During the Rose investigation, Noro easily annihilated the Quinx and Kuramoto Squads, killing many members during the assault. It is heavily implied this kagune is not actually hers, but Eto's.

Ukaku Kakuja: Noro's kakuja was unique, instead of forming armor, it transformed into a huge mass of kagune covered by large mouths, similar to her regular kagune. Noro was unable to move as this lump of kagune raged uncontrollably but enabled her to withstand a high quantity of firepower. It is heavily implied this kakuja is not actually hers, but Eto's.

Superhuman Regeneration: Noro displayed freakish levels of regeneration even among ghouls. She could reattach severed body parts almost immediately, even when it was her torso cut in half. In her encounter with Uta, Yomo, and Tsukiyama, she survived getting pierced by Uta, having her head kicked off by Yomo, and being stabbed multiple times by Tsukiyama. While fighting the Quinx and Itou Squads, she reattached her lower half effortlessly.

Pain Tolerance: Noro was unfazed by the many severe, life-threatening wounds inflicted upon her.

Noro is featured as the "Queen of Spades." The Noro were spirit medium priestesses who communicated with ancestors and the Gods from an indigenous belief system originating from the Ryūkyū Islands. At one time, they were considered Queen-Priestesses with considerable political and spiritual power within the community. She seems to have a slight fear of buzz cutters, as shown in an omake. Her original name, "Noroi," literally means "curse" (呪い, noroi). It is possible that Noro underwent the same process Karren von Rosewald did when Eto tortured her. Noro and Kanae displayed similar feats of regeneration, and their kagune were similar in both appearance and function; they also bore strikingly similar masks.
