As the last disciple of Sage Hordeaux and the pride of the Academy, he is considered as a genius and sacred seals specialist. Indeed, although he is not as skilled in combat as Xylo, he has a remarkable ability to tune seals, allowing his creations to unleash incredible power. Carved with precision, the objects he inscribes sacred seals into consume a vastly lower amount of energy compared to mass produced kinds, all while vastly improving their effectiveness. He believes this skill to be a testament of his status as the true king of this realm.

In actuality the hero Norgalle is a fusion of the original Norgalle's talent for seal work and body mixed with the former Prince Lawtzir Zef-Zeal Meht Kioh's memories and ideals. Original Norgalle died after an attempted assasination on the Prince life presumably by The Co-Existers. Lawtzir having abdicated the throne and not wanting Norgalle talents to go to waste ordered Kafzen Dachrome to sacrifice himself in order to create the Hero Norgalle and frame him as terrorist so he can be a hero for humanity's sake. His delusional personality was result of Lawtzir memories of being the heir to the throne.

Appearance: He is a large blonde man with short slicked blonde hair and a curled mustache, wearing a long blue and red cape over a white military uniform. He has a sword hanging on his hip.

Personality: Norgalle is a man who speaks with confidence and certainty. He harbors a deep pride for his craftmanship and other skills, as well as his status as a "king". He appears to be a noble person, despite his terrible reputation as a former terrorist. It is shown from his perspective that he sees the other members of Penal Hero Unit 9004 as important figures of his administration. This becomes clear when observing the various titles he refers to them as; "Commander Xylo", "Chancellor Venetim", etc. He truly believes he is the Kingdom king and that he's still in charge. Despite his illusions, Norgalle demonstrates a genuine devotion to those he considers his people and demonstrated that he was more than willing to die to protect them on more than one occasion. He demonstrates himself to be a benevolent "ruler," valuing the well-being and safety of his people above all else. Norgalle inherted Prince Lawtzir love for his siblings making sure to comfort them after they escaped from The Second Capital after it was taken over by the Blight. These factors make Norgalle an extremely respected man among his peers: Xylo considers him a true king who honors his people, and many civilians are captivated by his nobility, trusting and respecting Norgalle as a true king.

Powers and Abilities: Master Craftsman: Norgalle is shown to be exceptionally skilled at crafting various tools and weapons with Sacred seals, a skill that he is highly proud of and causes his fellow heroes to consider him a specialist in the field. Using special implements, he can craft weapons for battle and imbue them with powerful sacred seals to assist in defense and battle with the demon blight. His Sacred Seal weapons use less luminescence (life force) than the ones mass produced by the temples and are much stronger. His versatility in crafting allows him to produce many types of tools, from lamps that emit a light that repels faeries to blades that can pierce the hardened exterior of Demon Lords. Kings Charisma: Norgalle's confidence, pride and charisma make him exceptional at rousing the spirits of soldiers and commoners alike. Especially in times of desperation and fear when morale is low. When trapped in a mine and surrounded by faeries, the miners, who had no experience in battle, were inspired to stand and fight repeatedly by Norgalle's words. After surviving the ordeal, they followed him into battle as his personal guard.
