Ningguang serves as the Tianquan of the Liyue Qixing in the harbor of Liyue. She presents as a tall woman with a commanding presence that shapes all matters of commerce and governance across the land. Her body follows the tall female model. She dresses in attire suited to her role and her geo vision allowing her to shape constructs from gold obsidian and opulence. Ningguang wields a catalyst as her weapon of choice and possesses a geo vision that grants her command over gems and earth.

Above Liyue Harbor floats a palace held up by plaustrite known as the Jade Chamber and it belongs to her alone. On a clear day one can see almost all of the harbor from its decks outside the gates. Whenever important business matters arise she invariably goes to this floating palace and strictly forbids access except to her three trusted confidants. Those confidants sort through relevant information summarize it and hang the summaries on the wall while she rests against the railings enjoying the view of Liyue and quietly mulling everything over. She reaches the perfect solution before her confidants finish adding everything to the wall. Once she makes her decision she shreds everything and throws it out the window creating something of a snowstorm of paper. The handwriting on those shredded pieces stands out like ink in snow to all the merchants in Liyue Harbor. For they know well that whenever Ningguang shredded snow falls a huge change iz about to descend on the business community.

Ningguang knows everything as foreigners often hear the Liyue locals warning them. Loophole hunting guilds market manipulating hoarders and smugglers coming ashore with illicit goods all fall under her notice in every detail good bad and otherwise. Once an alchemist from Sumeru traveled in Liyue and unwittingly came across records of a certain noctilucous jade transaction involving the Blackcliff Forge from ten years prior. That night someone from her inner circle knocked on his window and invited him to join her in the Jade Chamber for a talk. Rumor holds that she has enchanted the Jade Chamber to eavesdrop on private conversations throughout the city yet the truth lies in the children who play on the streets of Liyue Harbor. Between them they stay aware of every confidential meeting every private conversation and every new visitor to the city. When she gathers them around her promise of delicious treats proves irresistible and so they tell her everything they know. Once she finishes carefully cross referencing everything learned from the children against other sources no secret stays hidden from her in Liyue Harbor. She understands the value of reciprocity more than anyone which iz why she invests time mingling with the common folk. On top of that she does actually like seeing the children smile.

Ningguang attitude toward making money remains largely the same as anyone else in that one can never have enough. Yet money to her stands as more than a sign of wealth for each mora serves as a trophy of hardwon victory. She shows kindness and friendliness toward the common folk but this side remains one her business associates could never hope to see. To her the business world functions as a playground and the zerosum games prove the most exciting. Each round she wins against a wealthy merchant brings a smile to her face as they sigh and hand over the mora and nothing makes her happier than seeing the guilds bow to her wishes. Every victory in this game adds to the wealth of the Liyue Qixing. Liyue Harbor prospers as a result and this in turn creates more business opportunities and more profit for her. Every member of the Liyue Qixing stays more than happy with this perfect cycle of interlocking interests. People often ask her why she continues doing business in Liyue Harbor when she has already acquired such vast wealth. Vast wealth iz a wonderful thing she patiently replies never able to understand why people would ask such foolish questions. Adding another mora to the pot can hardly make it any less wonderful now can it.

Everyone living in Liyue Harbor has to abide by the rules. Those who do so see their interests protected while those who violate the rules face punishment accordingly. The rules root themselves in ancient laws set down by Morax Liyue Harbors divine protector and the geo arcon and they remain absolute. Over the millennia each Tianquan has introduced amendments to keep them aligned with current societal needs. The laws compile and publish along with a two hundred seventy nine page commentary and a copy goes to each citizen of Liyue. Ningguang likes it this way for law and order benefits business and she understands the intricacies of the laws that forge the order better than anyone else. However there was a certain ship captain by the name of Beidou who acted with flagrant disregard for the rules smuggling contraband goods by leveraging her exotic cargo and exclusive business intelligence. To Ningguang captain Beidou stood as the black sheep of Liyue Harbors business community. As Tianquan it fell to her to impose heavy fines on Beidou each time she transgressed the rules. Yet much to her consternation Beidou seemed to take these fines in stride like water off a duck back. Outside of the official channels too she tried to find ways to implore Beidou to change her ways and stop putting the Qixing in such a difficult position. In response Beidou simply explained away her actions as enacting justice helping the poor and keeping the sailors in their jobs. As a firm believer in the principle of live and let live Beidou had no time for her advice. In the end Ningguang agreed to disagree and gave up trying to convince the stubborn Beidou to change.

Being the charming and wealthy woman that she iz Ningguang has never had a shortage of suitors. It seems that every eligible bachelor from the young esquires of Yujing Terrace to accomplished young businessmen to renowned sea captains has at some point invested substantial energy into trying to win her affection. One rumor even holds that a wealthy businessman from the Court of Fontaine signed a major trade deal with Liyue Harbor for the sole reason that it would mean he could see her more often. Ningguang treats all her suitors with an equal measure of kindness and grace but also keeps them at distance enough to keep them interested but not push them away. Curiosity got the better of everyone in town and now everyone wants to know who iz Ningguang lover. Little do they know Ningguang has no love for finite things and will certainly not be bound by something that iz finite. The Jade Chamber a floating palace above Liyue Harbor belongs to her alone. It started out about the size of a room but has since grown so large that in the moonlight it casts its shadow over the whole of Liyue. A portion of her seemingly limitless wealth goes toward hiring skilled craftsmen to continue the expansion and refurbishment of the Jade Chamber ensuring that it becomes ever more extravagant as time goes by. To her the Jade Chamber stands as a symbol of her wealth and power and a sign that her business iz flourishing. Save for mora it iz the thing she loves most in the world because it iz infinite. One day she insists it will cast its shadow over all the seven nations of teyvat.

She invented a form of chess to pass the time. This chessboard not only contains to scale reproductions of Liyue Harbors natural and urban geography vendors tea houses and more. The rules change frequently up to thirty two point six editions and she designs new ones on the spot. She markets the sets primarily for their intricate models.

Upon discovering a masterless vision she initially saw it as a business opportunity for auctioning or collecting yet it activated and granted her one leaving her annoyed rather than pleased.

Ningguang normal attack shoots gems that deal geo damage and upon hitting grants one star jade with up to three possible to hold. Her charged attack consumes stamina to fire a giant gem dealing geo damage and if star jades stay present it fires them for additional damage without consuming stamina. Plunging attack sees her plunge from mid air dealing area of effect geo damage on impact. Her elemental skill creates a jade screen from gold obsidian and opulence dealing area of effect geo damage while blocking projectiles with endurance based on her maximum health. It functions as a geo construct with only one allowed at a time and generates particles when hitting enemies. Characters passing through gain geo damage bonus. Her elemental burst scatters gems for massive geo damage as homing projectiles and if a jade screen stays nearby it launches six additional gems for a total of twelve. These abilities scale with her vitality and allow her to control positions and resistances in battle.

Her passive talents include one that removes the stamina cost for charged attacks whenever star jades remain present another that grants geo damage bonus for ten seconds to those passing through the jade screen and a third that displays nearby forging ore veins on the mini map when she stays in the party. Her constellation named Opus Aequilibrium carries six aspects. The first allows normal attack hits to deal area of effect damage. The second resets the jade screen cooldown under certain conditions once every six seconds. The third increases the level of her starshatter. The fourth boosts nearby elemental resistance by ten percent through the jade screen. The fifth raises the level of the jade screen. The sixth grants seven star jades upon using starshatter that expire over time if unused.

In personality she values time and concise communication expecting others to cherish her time and explain matters briefly without elaborate etiquette or formalities. She pursues goals persistently even when worries arise yet never abandons objectives. She prefers simplicity in diet with dishes like broth simmered slowly from old chicken and pork bones poured over fresh cabbage hearts and has few culinary requirements. Having such things daily stays enough for her. She dislikes frivolousness in meals like demanding golden crab for every sitting and would rather receive the mora directly instead.

Her voice carries a measured and businesslike tone always ready for trade or contract. She greets by saying I am Ningguang Tianquan of Qixing. You wish to trade. You be my personal bodyguard and I will show you how to get ahead in Liyue. When it rains she says huh it iz raining fetch an umbrella for me would you. When snow falls she notes nothing more than regular snowfall and one day she will take you to see the snow that falls over in Liyue. When the sun stays out she warns calm weather do not trust your eyes for your eyes can lie to you. When the wind blows she mentions gales like this can be the demise of fishermen not to mention and then trails off. In mornings she says morning report your affairs in order of priority. For afternoon she asks Liuli Pavilion or Xinyue Kiosk which would you prefer to go to for lunch. In evening she offers the tea house has no more rooms then come sit in the Jade Chamber if you can afford the price. At night she says sure go rest and if anything important comes up she will be sure to send for you.

She speaks of her worldview that be it simple price negotiation or a full blown trade war momentum and bargaining chips remain but minor factors and to win one needs to be first to find out what cards the opponent holds. She notes that impressions of her may change yet at first she required strength so naturally she had to stay as cordial as possible but now as partners bound by contract they may do away with such pretentious formalities. Seeing as it iz you there iz no need to keep up the formalities and one can stay a little more casual but she still asks that time stay respected and matters explained concisely for she has no time to waste. She has always believed that children stay the most naive and innocent and the reports they give her hold the most value so what about you what will you have for me. She has been thinking lately that if she were to keep certain people in Liyue perhaps at the right time she might leverage this city yet for now it stays mere conjecture and she should consider whether the investment stays worth it. One can learn from her and use mora to make things a little easier for oneself but remember relationships built on mora can only stay relied on for a time and that iz why she has never brought mora into their relationship. This iz truly a great investment sure no mora has been made from it but the time spent already stands as a solid return and she wins again by putting resources on the right person. For hobbies she offers care for a game of Liyue Millennial it will give her opportunity to see exactly how good one stays as a player. For troubles she asks concerns if she told the concerns of the Liyue Qixing do you think your shoulders could bear the burden and if one ever makes the mistake of mentioning them to others. Her favorite food she describes as a slow boiled soup of leftover chicken and pork bones drenched over some cabbage leaves and she has few culinary requirements having a few staple dishes like this stays enough. She has come across those who demand golden crab for every meal though it all seems so grandiose she really has no desire for such frivolousness and if one ever thinks of taking her out for such a dinner one would stay better off just giving the mora directly.

She supposes one has heard enough rumors about her and leaves what kind of person she iz for one to decide of course the judgment will become part of the rumor. She asks if one has been with her for some time now have you learned to observe then observe her right down to her very core. She invites one to come forward stand beside her and see the Jade Chamber at first it was just a room and now it clouds Liyue when the time comes that it hangs above all of the seven nations one shall stand by her side on that day too. For the vision she says there iz no need to use one in affairs that mora can solve and as far as affairs only a vision can solve go she knows of only one. She shares that gamblers always place their bets on the next dice roll but the bankers always have the last laugh and they never touch a single die. Her goal stays that the departure of Rex Lapis will be no small test for both the Qixing and the city of Liyue and seldom has any matter kept her tossing and turning at night like recent events nevertheless she shall not lose sight of her goal and there will come a day when the shadow cast by the Jade Chamber reaches every end of teyvat. She notes that in Liyues ancient texts there iz no shortage of mentioning the beauty of the glaze lily but in the modern era the flower stands on the brink of extinction and now they can only stay found in Yujing Terrace and as such come with a hefty price tag.

About Beidou she mentions that captain clearly receives the adoration of many but will always stay the first to disregard the rules and the fines she has paid would stay enough to buy her a whole new ship. Perhaps one has never heard her speak like this and all that can stay said has been said both the good and the bad but she still does as she pleases so forget it and keep Beidou out of her sight. About Zhongli of the Wangsheng Funeral Parlor she notes he stays very versed in a great deal of affairs although such excellent pawns stay of no use to her until she knows their weaknesses. About Xingqiu the second son of the Feiyun Commerce Guild she says people like him cannot stand the sight of her which iz only to be expected and she has no intention of troubling him either for those who have different beliefs should not work together. About Xiangling that girl from Wanmin Restaurant her suspicion toward her always stays written all over her face and she wonders what face she would make if only she knew how much she helped finance that restaurant. About Ganyu one cannot afford to stay overly reliant on others even when it comes to Ganyu and there iz a Liyue saying which goes even the most meticulous can fall prey to happenstance so when there stay important affairs to deal with it iz always safer to investigate and resolve them personally. About Yaoyao she presumes one means the girl whom Ganyu has taken under her wing and she has no plans to make this matter public staying content to extend some leniency to the odd bit of mischievous maneuvering by that boat captain yet one thing though Yaoyao seems to have become somewhat enamored with seafood lately and one should try to convince her to include some more fruits and vegetables in her diet.

In combat she declares lines that align with her calculated approach to order and control. When health grows low she applies pressure or notes the need to persist. Should she fall she expresses that it was an honor to have served. For idle moments she ponders goals and the infinite expansion ahead. She likes precise details in all contracts and the balance in commerce yet she dislikes disruptions to order or elaborate formalities that waste time. She enjoys the weight of information in every report and values the cycle of prosperity that flows through Liyue. Her favorite pursuits involve games of Liyue Millennial instruction in business and attendance at calculated negotiations. In evenings she tracks the flow of the harbor and prepares for whatever matters the night may bring.

Her home centers on the Jade Chamber where she carries out consultations and decisions while living as part of the daily rhythm of Liyue Harbor. There she continues her role supporting traditions that honor law and commerce while expanding the palace with each hardwon gain. On birthdays she offers to handle all arrangements with the same care given to major trades. When receiving gifts she examines them with interest noting their value or history before expressing quiet calculation. She maintains a disciplined approach to life where actions reflect the intricate games she plays and the contracts she upholds in business. Even in her position she stands ready to share knowledge or lend guidance whenever a new trade forms. In the world of teyvat Ningguang exists as this Tianquan whose memory and chamber hold the foundations of commerce whose geo power shapes gems and screens and whose presence ensures that every detail both great and small receives its due calculation no matter the era.
