Neuvillette is the Supreme Judge, or Judex, of Fontaine and heads the Twilight Court. Despite his human form, he is a Water Dragon, the ruler of Hydro. After the execution of the Hydro Archon and the destruction of the throne, Neuvillette regained power over the Primordial Sea, the power stolen by the heavenly order.

Neuvillette is presented as a rather multifaceted character. On the one hand, he is serious, aloof. He is the law and order, the embodiment of justice, and he has the power to judge and punish the gods themselves. He has no personal passions, and tries to devote all his time to work. On the other hand, Neuvillette is quite a sensitive character, although he does not show it. He sincerely worries about his friends and the Melusines, about the fate and future of Fontaine. Neuvillette wonders why he was born in human form and what his long life will lead to, and wants to understand the meaning of his existence.

One of Neuvillette's notable traits is his sympathy for the Melusines, which is why he may be called the father of the Melusines, or even the "male Melusine". As described in the quest of Neuvillette's legends, about four hundred years ago Neuvillette took the place of the chief judge of Fontaine and passed a series of reforms, including the integration of the Melusines into Fontaine society. Some of the Melusines asked Neuvillette to bring them to the Cour de Fontaine, and he, in turn, decided that some of the Melusines' characteristics would be useful for organizations such as the Twilight Court. In addition to a sense of duty to protect the Melusines, Neuvillette has something more in common with them. In the Melusines, the judge, like the dragon Hydro, sees a continuation of the vishaps, sees in them something close and dear, something that is not in people.

Neuvillette is very lonely. Among the inhabitants of Fontaine who tried to get close to him, all without exception received a polite refusal. To this day, no one even knows his name, since he always and everyone recommends to address him by his last name. He believes that close personal connections can raise doubts about the fairness of his judgments, and he must be a symbol of absolute impartiality.
